Turning point: On the U.S. and India’s independent foreign policy
The U.S. is slicing away at India’s ability to pursue (जारी रखना, अपनाना) an independent (स्वतंत्र, स्वायत्त) foreign policy (विदेश नीति)
The U.S. has allowed its waiver (छूट, अधिकार त्याग) of sanctions (प्रतिबंध, दंड) on Iran’s Chabahar port to lapse (समाप्त होना, निष्क्रिय होना) on Sunday (April 26), indicating that India is now at a crossroads on how to proceed with the port as a key (महत्वपूर्ण, मुख्य) connectivity (संपर्क, जुड़ाव) initiative (पहल, योजना). Barring (को छोड़कर, के अलावा) a belated (विलंबित, देर से) waiver renewal (नवीनीकरण, पुनः आरंभ), New Delhi must choose between accepting sanctions and abandoning its $620 million investment, or proceeding with the project and risk strict U.S. sanctions. India’s “start-stop” engagement (सहभागिता, संलग्नता) with Iran on developing a facility (सुविधा, अवसंरचना) at the Shahid Beheshti terminal (a key maritime facility and one of the two main terminals at Iran’s Chabahar Port, which India has agreed to develop and operate under a long-term bilateral agreement to boost regional trade) at Chabahar goes back decades (दशक), and Prime Minister A.B. Vajpayee signed an MoU for the project in 2003. However (nevertheless, nonetheless, yet, on the other hand), U.S. pressure on India to postpone (delay, defer, put off, suspend) plans aimed at stopping Iran’s nuclear programme led to construction delays. The Manmohan Singh government was unable to make much progress either, but continued work on the Zaranj-Delaram highway (a 215-kilometer long highway in Afghanistan built by India’s Border Roads Organisation (BRO), providing a crucial transport link to the Iranian border and supplementing access to Chabahar port) to connect the Iran-Afghanistan border crossing to Kabul. After the 2015 JCPOA, Prime Minister Narendra Modi’s government signed a trilateral (involving three parties or countries; tripartite, three-way, three-sided, three-party) agreement with Iran and Afghanistan to advance (progress, proceed, move forward, develop) trade and aid (assist, support, help, provide relief) via Chabahar port and a highway into Afghanistan. Chabahar’s importance grew as ties (relations, relationships, connections, bonds) with Pakistan deteriorated (decline, worsen, degenerate) and it restricted India’s transit (the carrying of people, goods, or materials from one place to another; transport, transportation, movement, conveyance) access to Afghanistan. However, fate (destiny, outcome, future) intervened (intercede, step in, involve oneself, mediate) again as U.S. President Donald Trump walked out of the JCPOA, and began a “maximum pressure” campaign (a series of coordinated activities intended to achieve a particular goal; drive, movement, operation, push) against Iran by re-implementing (to put a decision, plan, or agreement into effect again after a period of suspension; reinstate, re-establish, restore, reapply) all sanctions. While India was forced by the U.S. to give up (surrender, relinquish, abandon, yield) Iranian oil imports, and plans for the rail line (railway, track, railroad, transportation route), the U.S. built a “carve-out” for Chabahar, allowing India to send wheat and medical supplies to Afghanistan. That carve-out is now at an end, with the Trump administration (government, regime, executive, authorities) giving Delhi until this month to “wind-down” its operations. Since November 2025, India has withdrawn (remove, pull out, extract, retract) personnel from Chabahar, prepaid its $120 million investment commitment (pledge, promise, vow, assurance), and is considering transferring its stake (a share or an interest in an enterprise, especially a financial one; interest, share, involvement, investment) in the Shahid Beheshti Terminal to an Iranian company, with the option of returning later.
The West Asia war has complicated (confuse, confound, entangle, muddle) the situation, and it is unclear when, if ever, India will be able to re-engage (to participate or become involved in something again; reconnect, re-involve, resume, re-enter) with Iran or rebuild Chabahar after the conflict (war, warfare, fighting, hostilities, dispute, quarrel, squabble, disagreement). Temporarily dropping (abandon, cancel, discard, discontinue) the project may seem pragmatic (practical, realistic, sensible, down-to-earth). However, Chabahar is just one of several India’s independent decisions that the U.S. has thwarted; (to prevent, foil, frustrate, balk, impede) there have been diktats (decree, command, edict, mandate) to stop buying oil from Iran, Venezuela, and Russia. Mr. Trump has threatened sanctions on all trade with Iran, and on BRICS grouping (an intergovernmental organization originally comprising Brazil, Russia, India, China, and South Africa, now expanded to include Iran, Egypt, Ethiopia, and the UAE, aimed at fostering economic cooperation and a multipolar world order) members; the U.S.’s seemingly (apparently, outwardly, ostensibly, supposedly) insatiable demands may also extend (prolong, lengthen, continue, stretch out) to India’s engagement (diplomacy, participation, association, dealing) with other countries. Giving in on Chabahar will not just end India’s connectivity plans with Iran, Central Asia and Afghanistan. It will damage its claims (assertion, declaration, profession) of sovereign autonomy (the full right and power of a governing body over itself, without any interference from outside sources; national independence, self-governance, absolute sovereignty, self-determination), and slice away (to gradually reduce or remove a part of something; cut away, shave off, pare down, chip away) its ability to pursue an independent foreign policy.
