Waiting for the storm: On weather events, India’s vulnerability

Late last week, a pacy (तेज़ रफ्तार वाला, तीव्र गति वाला) pre-monsoon (मानसून-पूर्व) weather system barrelled (to move or travel very fast, often uncontrollably; rush, dash, charge, sweep) into Uttar Pradesh, bringing a compound (मिश्रण, संयोजन) of thunderstorms, dust storms (धूल भरी आँधियाँ), lightning, heavy rain, and thundersqualls (sudden, violent winds often accompanied by rain, lightning, and thunder) to multiple districts at once (एक साथ, एक ही समय में). By May 14, the toll (the number of deaths, casualties, or injuries arising from a disaster or accident; casualty count, death toll, number of victims, losses) was 111 deaths and 72 injuries across 26 districts, rendering (to cause to be or become; make, cause to be, leave, turn into) the storms (तूफ़ान, आंधियाँ) among the deadliest (सबसे घातक, सबसे जानलेवा) weather-related disasters in Uttar Pradesh in recent times (हाल के दिनों में). The State has experienced (अनुभव करना, झेलना) similar weather events in May-June since 2018, if not before. The distinction (अंतर, भिन्नता) this year seems (प्रतीत होना, लगना) to have been the intensity, with winds capable of uprooting (to pull something (especially a tree or plant) out of the ground; pull up, root out, tear up, rip out) trees. The storm appears to have been driven by a pre-monsoon convective system (a weather pattern occurring before the onset of the monsoon, characterized by strong upward movement of warm, moist air leading to thunderstorms and squalls; pre-monsoon storm system), with a fresh western disturbance (an extratropical storm originating in the Mediterranean region that brings sudden winter rain or weather disruptions to the northwestern parts of the Indian subcontinent) over the northwest further destabilising (undermine, weaken, subvert, compromise) conditions. The India Meteorological Department (IMD) (an agency of the Ministry of Earth Sciences of the Government of India, responsible for meteorological observations, weather forecasting, and seismology; Indian weather bureau) had issued thunderstorm and lightning alerts before the event and the Uttar Pradesh government reportedly (supposedly, allegedly, reputedly, ostensibly) issued more than 34 crore red and orange alert (colour-coded weather warnings issued by meteorological departments where an orange alert signifies ‘be prepared’ for severe weather and a red alert means ‘take action’ due to extremely bad weather) messages via (through, by way of, by means of, using) the SACHET portal (the official early warning platform developed by the National Disaster Management Authority (NDMA) of India to disseminate localized weather alerts and disaster warnings to citizens). However (nevertheless, nonetheless, yet, but), it is not clear whether these warnings were sufficiently (enough, adequately, amply, satisfactorily) geographically (in terms of the geography or physical features of a region; spatially, topographically, territorially, regionally) precise or reached their intended (planned or meant to be; planned, meant, proposed, expected) beneficiaries (people who derive advantage from something) in time (not late, punctual; early enough, promptly, on time, punctually) — and in fact (actually, in reality, really, truthfully) if they simply warned of impending (approaching, looming, imminent, forthcoming) adverse (harmful, unfavourable, disadvantageous, inauspicious) weather or carried instructions for people to act on (follow, act in accordance with, abide by, implement).

Indeed (undeniably, certainly, genuinely, without a doubt), advance preparation is pertinent (relevant, appropriate, fitting, applicable) for two reasons. Their recurrence (the fact of occurring again; reappearance, return, repetition, reoccurrence) at this time of the year and place should raise sharp questions about why so many deaths still occurred. The State was aware of (conscious of, mindful of, informed about, familiar with) the kinds of damage such storms could cause as it announced separate relief packages (financial or material aid provided by the government to individuals or businesses in times of distress or disaster; aid packages, financial assistance, relief funds) depending on the type of farming, crop, and loss. The underlying risk was foreseeable (able to be foreseen or predicted; predictable, expected, anticipated, likely), yet the vulnerability (susceptibility, weakness, defenselessness, frailty) was high.
