Defending its three-language policy in the Supreme Court, CBSE said 47.3% of its 28,848 affiliated schools already teach two or more Indian languages to Class 9 students, needing no extra teachers. Parents and foreign language teachers have challenged the May 15 circular as arbitrary and unconstitutional. CBSE insists foreign languages are not banned and can be studied as a fourth language.
