A probe after prodding: On Lakhimpur Kheri violence
U.P. police must do a credible (विश्वसनीय, स्वीकार्य, भरोसेमंद) probe to inspire (प्रेरित करना, शीघ्र, कारण) public confidence in farmers’ killing case
The arrest of Ashish Mishra, son of Union Minister of State for Home, Ajay Mishra, appears to be a course of action (क्रियाविधि, कार्य योजना) impelled (प्रेरित करना) mainly by the intervention (हस्तक्षेप, भागीदारी) of the Supreme Court, which voiced (express, make public, announce, mention) its dissatisfaction (असंतोष, बेचैनी) with the way the Uttar Pradesh police were handling the killing of four farmers and four others during a protest. By taking cognisance (awareness, notice, knowledge, perception) of the incidents that took place during a farmers’ protest at Tikonia in Lakhimpur-Kheri district, the Court may have helped infuse (inject, impart, add) some much-needed (needed to a large extent) impetus (प्रेरणा, प्रोत्साहन) to the investigation. The Bench (न्यायाधीश) gave enough time until its next hearing (सुनवाई, कार्यवाही, परीक्षण) on October 20 to the police to pursue (engage in, conduct, take part in, take up (an activity)) the probe diligently (कर्मठतापूर्वक, मेहनत से), but not without thinking aloud (to say what you are thinking loudly/clearly so that others can hear what your thoughts are) on whether any other agency ought to (करना चाहिए) take it over and asking the State police chief to preserve (रक्षित, रख-रखाव करना) the evidence. The arrest of the Minister’s son, coming after he had skipped an earlier summons (सम्मन, आदेश) and was questioned for long hours once he appeared, is largely (काफी हद तक, अधिकतर, मुख्य रूप से) in response to the Court’s criticism. The Bench, headed by the Chief Justice of India, N.V. Ramana, wondered how investigators in a murder case could merely (केवल, बस) issue summons to the prime suspect (suspected person, accused) instead of taking steps to apprehend (arrest, catch, capture (someone for a crime)) him. Scepticism (doubt, suspicion/mistrust, wariness, lack of conviction) about the intentions (aim, purpose, objective) of the State police is not misplaced (misguided, misconceived, ill-advised, ill-considered, ill-judged). It is not the first time that the initial response is one of hesitancy (reluctance, unwillingness, disinclination) and obfuscation (making of something obscure or unclear to understand; evasiveness, confusion), but once an incident blows up (break out, erupt, flare up, boil over, occur/start suddenly, become public) enough to occasion (cause, give rise to, bring about, result in, lead to, prompt, inspire) judicial intervention, there is some action.
What is known so far (until now, up to the present, up to this point) is that vehicles in the Minister’s convoy (a group of vehicles or ships that are traveling together usually for protection) ploughed ((of a vehicle) move speedily and uncontrollably; crash into, smash into, collide with, hit, strike, ram, bang into, run into, drive into, bump into) through a group of farmers, causing four deaths. Three others may have died in retaliatory (revenging, vengeful, avenging) violence by the infuriated (enraged, incensed, angry, annoyed/vexed) mob (a large, disorganized, and often violent crowd of people), while Raman Kashyap, a television reporter, may also have been run over ((of a vehicle) hit a person and pass over his/her body; run down, knock down, knock over, knock to the ground). Initial reports that the driver lost control after being hit by a hail (a large number of objects (e.g. stones) thrown forcefully at something (e.g. car)) of stones have been superseded (replace, supplant, remove, override) by footage that seems to show the vehicle being driven into a group of unsuspecting (innocent, unwary, unaware, unknowing) people. The FIR says Ashish Mishra was in one of the cars, even though he claims to have been elsewhere. The role of the Union Minister should also be subjected to (put through, cause someone/something to go through, cause to undergo) scrutiny (examination, inspection, investigation), as some reports suggest he may have made a provocative speech earlier to the effect that (used to refer (generally) what someone has spoken/written about something) the protesting farmers should either mend their ways or he would set them straight. The mention of a ‘conspiracy ((unlawful) plan/plot, intrigue, collaboration/deception, collusion)’ in the FIR gives scope to the police to examine this angle. It is regrettable that the Union government is noticeably (clearly, apparently, obviously, markedly) silent, and there appears to be no effort to advise Mr. Ajay Mishra to step down until his and his son’s names are cleared. It is difficult to see how an impartial probe can go on as long as (provided that) he is in office, and his party’s government in the State is seen to be soft on the accused. The onus (responsibility, duty; burden, liability, obligation) is on the Uttar Pradesh police now to conduct a credible investigation, if the Court does not replace the present set of investigators.
