Building resilience: On the 17th Summit of BRICS emerging economies

The 17th Summit (शिखर सम्मेलन) of BRICS emerging economies, which ended on Monday (July 7, 2025) came at a time when the organisation was in the global spotlight (सुर्खियों में, सार्वजनिक ध्यान). This was the first such meeting that included all the newly inducted members (Egypt, Ethiopia, the UAE, Iran and Indonesia; Saudi Arabia has not joined so far (अब तक, अभी तक)). It also followed the U.S.-Israel attacks on Iran’s nuclear programme, and the escalation (वृद्धि, बढ़ोतरी) in Israel’s bombardment (बमबारी, गोलाबारी) of Gaza. This was the first summit since the four-day India-Pakistan conflict (संघर्ष, टकराव) in May. and also after the G-7 summit in Canada. The BRICS grouping (समूह, संघ), seen as the next challenger to the global financial order (वैश्विक वित्तीय व्यवस्था), is in U.S. President Donald Trump’s cross-hairs, as he sees it mounting (set up, prepare, initiate, organize, arrange, stage) an alternative to the dollar in international trade. In addition (इसके अलावा, साथ ही), the group has several internal rivalries (प्रतिस्पर्धा, होड़) that have brought its sustainability (स्थिरता, टिकाऊपन) into question. In April, the BRICS Foreign Ministers’ meeting ended without a joint statement, as the African members held up (बाधित करना, रोकना) the wording (expression, phrasing, choice of words, language) on the expansion of the UN Security Council (it is one of the six principal organs of the United Nations, charged with ensuring international peace and security). Meanwhile, despite India’s clarification in March that it is not considering de-dollarisation (it refers to the replacement of the U.S. dollar by other currencies as the global reserve currency) of trade in any form, and that there is no “unified BRICS position” on the issue, Brazil’s President Lula da Silva doubled down on rhetoric (bombast, loftiness, hyperbole/extravagant language) against the U.S., saying that BRICS proves the world “doesn’t need an emperor”. Mr. Trump has since repeated threats that BRICS countries (the acronym coined to associate five major emerging national economies: Brazil, Russia, India, China, and South Africa. The BRICS members are known for their significant influence on regional affairs. On 1 January 2024, BRICS admitted four new members: Egypt, Ethiopia, Iran and the United Arab Emirates. Saudi Arabia has joined Brics, the alliance of major developing countries, along with four other nations) would face an extra 10% tariffs (a tax imposed by one country on the goods and services imported from another country) due to the grouping’s “anti-American stance” — an awkward moment for New Delhi as it attempts to conclude a trade agreement with Washington.
Despite all the challenges, the Rio declaration (On Saturday, 6 July, the leaders of the 11 largest emerging economies signed the Joint Declaration of the 17th BRICS Summit in Rio de Janeiro. Entitled “Strengthening Global South Cooperation for More Inclusive and Sustainable Governance”, the document seals the group’s commitment to strengthening multilateralism, defending international law, and striving for a more equitable global order. At the 17th high-level leaders’ meeting, BRICS adopted 126 commitments covering global governance, finance, health, artificial intelligence, climate change, and other strategic areas) underlined the basic cohesion and consensus within BRICS members on a range of issues. In the joint statement, there was strong language against the attacks on Gaza and condemnation (strong criticism, censure, disapproval, flak, castigation, lambasting, denunciation) of the strikes (attack, assault, bombing) on Iran, given (considering, taking into account, bearing in mind) the risks to nuclear safety. India was able to ensure a paragraph with tough language condemning (denounce, criticize, censure, castigate, hit out at, discredit, find fault with, slam) the Pahalgam terror attack and references (mention, comment, remark) to terror financing and “cross-border (across a border between two countries) movement of terrorists”. India and Brazil won endorsements (support, backing, approval, seal of approval, mandate) of the whole grouping on playing a larger role at the UN, “including the Security Council”. The absence of the Chinese and Russian Presidents allowed more space for the non-P5 countries to promote a common vision for the Global South (the poor developing countries (of Asia, Africa, South America, amongst others)), adding several important resolutions (a formal decision taken at a meeting with the help of a vote; motion, proposal) on energy security (the uninterrupted availability of energy sources at an affordable price. Energy security has many aspects: long-term energy security mainly deals with timely investments to supply energy in line with economic developments and environmental needs. On the other hand, short-term energy security focuses on the ability of the energy system to react promptly to sudden changes in the supply-demand balance), climate change (a long-term change in the Earth’s climate, or of a region on Earth) and re-ordering (reorganization, reconstitution, reestablishment, reshuffle, revamp, reconstruction, restructuring, rearranging) the WTO (an intergovernmental organization that is concerned with the regulation of international trade between nations). The Rio declaration also took a stern (serious; hard, tough) view of the U.S.’s moves on tariffs.
