Care informed by data: On children orphaned by the pandemic
India must pursue schemes for rehabilitation (पुनर्वास) of children orphaned (अनाथ) by the pandemic (वैश्विक महामारी)
Numbers can often be hustled to tell many tales (किस्सा, कथा, कहानी); but it is the story that is picked on (चुनना) the basis of the desire to do what is morally right that sets the course (पाठ्यक्रम, अवधि, योजना) for meaningful action. The recent Lancet estimates (अनुमान, आकलन) of COVID-19-associated orphanhood (the condition/state of being a child without (living) parents. it is also defined as the death of one or both parents; or the death of one or both custodial grandparents), which put the number at over 19 lakh children orphaned as a result of (परिणाम स्वरुप, की वजह से) COVID-19, has raised India’s hackles. The Lancet (a weekly peer-reviewed general medical journal. It is among the world’s oldest and best-known general medical journals) study generated numbers based on modelling (the use of mathematical models to make calculations or predictions; (A simulation is the process of using a model to study the behavior and performance of an actual or theoretical system)), and therefore only estimates and not actual numbers are available. Globally, it estimated that 52 lakh children had been rendered (make, cause to be, cause to become) orphans by the pandemic. The study, in its original period, March 1, 2020 to April 30, 2021 was revised, with updates based on excess mortality (नश्वरता, मृत्यु दर) and fertility (ability to conceive, potency, reproductiveness) data used to model increases in estimates of COVID-19- associated orphanhood between May 1 and October 31, 2021 for 21 countries. Orphanhood (the condition/state of being a child without (living) parents. it is also defined as the death of one or both parents; or the death of one or both custodial grandparents) was defined as the death of one or both parents; or the death of one or both custodial (हिरासत संबंधी, अभिरक्षण संबंधी, पहरे संबंधी) grandparents. The authors claimed (दावा करना, पुष्टि, संकेत) their findings (निष्कर्ष, जाँच - परिणाम) showed that numbers of children orphaned by COVID-19 had almost (लगभग, अधिकतर) doubled in six months compared with the data after the first 14 months of the pandemic. India has objected (disagree with, dispute, protest against) strongly to the estimate of 19 lakh, terming it as “sophisticated (complex, complicated, intricate, subtle, delicate) trickery (चालबाजी, प्रवंचना, छल, युक्ति) intended (plan, aim, propose) to create panic among citizens”. As per data collected by the National Commission for Protection of Child Rights (it is a statutory body under the Commissions for Protection of Child Rights (CPCR) Act, 2005 under the administrative control of the Ministry of Women & Child Development, Government of India. The Commission’s Mandate is to ensure that all Laws, Policies, Programmes, and Administrative Mechanisms are in consonance with the Child Rights perspective as enshrined in the Constitution of India and also the UN Convention on the Rights of the Child.) and collated (organize, arrange, put together, assemble) on the Bal Swaraj portal (an online tracking portal “Bal Swaraj (COVID-Care link)” for child in need of care and protection. This portal of the Commission has been created with a purpose for online tracking and digital real time monitoring mechanism of children who are in need of care and protection. The Commission has extended the use of this portal for tracking children who have lost both its parents or either of the parent during COVID-19), the number of children orphaned during COVID-19 in India was far lower, at 1.53 lakh.
While the study does include revised estimates for all the nations, the message that it seeks to convey is the absolute (complete, total, outright; categorical, unquestionable, undoubted, unequivocal, decisive, definite) urgency with which governments must incorporate (include, consolidate, encompass, assimilate, integrate) childcare into any COVID-19 management programme. The state should proactively (farsightedly, shrewdly, energetically) draw (move) such children into the umbrella of care (देख-भाल, संरक्षण) to save them from numerous (many, a lot of, multiple) adversities (trouble, hardship, misfortune, distress) — poverty (extremely poor, shortage, paucity, insufficiency), violence, destitution (extreme poverty, privation, hardship), and lack of (unavailability, deprivation) access to education and health care. The Indian government, to its credit, announced a grand plan of support for children forced into orphanhood by COVID-19. Many States announced rehabilitation plans, including provisions (preparations, plans, planning, prearrangement, arrangements) for adoption (a legal process that allows someone to become the parent of a child, even though the parent and child are not related by blood), foster care ((temporary) guardianship for orphaned children), education and health care; some admittedly (actually, truly/verily, indeed) more progressive (forward-looking, forward-thinking; reforming, revolutionary) than others, but the momentum (energy, strength, impetus) was certainly built up (boost, strengthen, increase, improve, grow, augment, raise, intensify, enhance) in the country. It is time to update the status of such programmes, and information on the number of cases where intervention (the process of intervening in something; involvement, interference) has occurred, and where it is pending, must be put out (issue, publish, release, circulate, make public, publicize) in the public realm. Well begun is half done (a good beginning will definitely lead to progress. Much depends on the beginning of any endeavor), but the Centre and the States must expand efforts. The Government would do well to allow interventions for children to be informed by a ‘whole-life” care paradigm (model, pattern, case in point), and fresh data from time to time (occasionally, now and then, once in a while, at intervals), especially in a pandemic that is not only rapidly evolving (develop, progress, advance gradually), but by all accounts (allegedly, apparently, seemingly, ostensibly), is nowhere near (not nearly) ending.
