Countering terror: On action against groups targeting civilians

External Affairs Minister S. Jaishankar’s listing of four hurdles (बाधा, कठिनाई) to better counterterrorism (आतंकवाद) cooperation, i.e., state (राज्य, सरकार) support for financing terror; multilateral (बहुपक्षीय) mechanisms (तंत्र, प्रक्रिया) that are opaque (अस्पष्ट, गैर-पारदर्शी) and agenda driven; double standards (दोहरा मापदंड) and politicisation (राजनीति) of countering terrorism according to where terror groups belong, and the “next frontier (सीमांत)” (the use of emerging technologies such as drones and virtual currency (आभासी मुद्रा) by terrorists), needs attention (ध्यान, अवलोकन). The focus of the UNSC special briefing (विवरण, सम्मेलन) on Thursday, ‘Global Counterterrorism Approach’, that was convened (conduct, organise, arrange, hold) by India, is well-timed (समयोचित, समय पर) given (considering, taking into account, bearing in mind) that the “Global War on Terrorism” and the sanctions (action taken, or an order given to force a country to obey international laws by limiting or stopping trade with that country, by not allowing economic aid for that country, etc) regimes (system) launched after 9/11 are in disarray (disorder, confusion, chaos, disorganization). In their haste (hurry, rush, urgency, alacrity) to exit Afghanistan in 2021, for example, the UNSC’s permanent members, the U.S. and the U.K. struck the biggest blow to the sanctions regime by holding talks (discussions, negotiations, dialogue, consultation, deliberation) with the Taliban, easing their path to power in Kabul and letting their handlers (secret agent) in Pakistan off the hook (to free someone from an obligation; to release someone from a difficult situation; out of trouble, free, under no obligation). Second, as Mr. Jaishankar has pointed out, a P-5 country (China) continues to block the designations (classification, identification, classing, labelling, tagging) of Pakistan-based terrorists, including five named this year, from the LeT and the JeM. Finally, instead of uniting to accept India’s proposal, of 1996, of a Comprehensive Convention on International Terror (Proposed first by India in 1996, this treaty intends to criminalize all forms of international terrorism and deny terrorists, their financiers and supporters access to funds, arms, and safe havens) to institute (initiate, start, begin, establish, activate, organize) global practices on countering terror, the P-5 countries are hopelessly (very badly, awfully, woefully, abysmally, poorly, inadequately, appallingly, pathetically, shockingly) polarised (separated into opposing two), and irrevocably so, over Russia’s war in Ukraine. Given the scenario (situation, backdrop, context), New Delhi’s attempt at highlighting (emphasise, underscore, highlight, stress, call/draw attention to, put stress on) the issues during the last few weeks of its two-year UNSC tenure (term of office, period in office, period of office, time in office) was apt, as it built up (establish, develop (gradually, systematically, and in stages) to the briefing with conferences in India including a UN Counter-Terrorism Committee (advisory body; committee, board, council, panel) meeting, the No Money For Terror (The conference that was first held In Paris in 2018, followed by Melbourne in 2019. It is unfortunate, however, that the briefing appears to have been overshadowed (conceal, obscure, block out; overtake, surpass, eclipse, outshine) by heated (intense, vehement, fiery) words outside the Council between Mr. Jaishankar and his Pakistani counterpart Bilawal Bhutto Zardari. In response to Mr. Jaishankar’s comments on Pakistan being the “epicentre (the main point of unpleasant or problematic situation) of terrorism”, Mr. Bhutto chose to launch (start, begin, initiate) a personal tirade (criticism (often a very long, prolonged or protracted one; censure, condemnation, flak, castigation, denunciation, denouncement, scolding, accusation) against Prime Minister Narendra Modi and the 2002 Gujarat riots. That Pakistan’s “dossier (report/file, case history, case study)” on what it claims (allege, state, argue, contend, charge, accuse) is an Indian hand (support, assistance, aid, help) behind a blast in Lahore essentially pertains (concern, relate to, be connected with, be relevant to) to an attack on the 26/11 terrorist strikes mastermind (originator, initiator, planner, plotter) and LeT chief Hafiz Saeed is equally telling about the Pakistan government’s regard (consideration, sympathy, care; high opinion, admiration, appreciation) for him, as well as its desire to muddy (make unclear, blur, confuse, obscure, mix up, make dirty) the global narrative (a representation of a particular situation; portrayal, account, description, statement) on terrorism.
