Discipline and discussion: On Jagdeep Dhankar directive to Privileges Committee

On Monday, Rajya Sabha Chairman Jagdeep Dhankhar directed the Privileges Committee (विशेषाधिकार समिति), headed by Deputy Chairman and JD(U) Member of Parliament Harivansh, to investigate the “disorderly conduct (अव्यवस्थित आचरण)” by 12 Opposition Members of Parliament that had led to multiple adjournments (स्थगन, निलंबन) during the first leg of the Budget session. All through Prime Minister Narendra Modi’s 85-minute address (formal speech), the Opposition kept raising slogans, which Sansad TV that does the live telecast of the proceedings (कार्यवाही, संचालन) blacked out (censor, cover up, hide, obscure, suppress, redact) — the camera did not pan towards the Opposition benches. Earlier, acting on (पर कार्रवाई) a complaint filed by a BJP Member of Parliament, Mr. Dhankhar suspended Congress Member of Parliament Rajani Patil for allegedly (कथित रूप से) recording the proceedings on her mobile phone. The Congress cried foul that due (proper, correct, suitable, appropriate) procedure had not been followed and that she had not been served a notice giving her a chance to explain her position. Mr. Dhankhar interjected the speech of Congress president and Leader of the Opposition in the Rajya Sabha Mallikarjun Kharge’s 88-minute speech during the Motion of Thanks (धन्यवाद-प्रस्ताव) to the President’s Address several times. The Opposition has protested the Chair’s (Chairman; the person in charge. The vice president of India (currently, Jagdeep Dhankhar) is the ex-officio chairman of the Rajya Sabha, who presides over its sessions) repeated direction (instruction, order, command, recommendation) to “authenticate (प्रमाणित करना, पुष्टि करना)” remarks made during speeches. Mr. Kharge has pointed out (इशारा करना, ध्यान दिलाना) that “it would be [an] inversion (reversal, contrary, reverse) of the system of government if the opposition members are expected to carry out (कार्यान्वित करना) complete investigation, gather evidence and then raise the matter on the floor (जमीन) of the House”.

Six portions of Mr. Kharge’s speech were expunged from the Rajya Sabha records, while Congress leader Rahul Gandhi’s Lok Sabha speech got 18 cuts. Parliament is the platform (forum, medium, channel, venue) where the Opposition has the responsibility to ask questions of the government, which the Council of Ministers (मंत्रिपरिषद) has the responsibility to answer. There are parliamentary rules and norms (standard, convention, regulation) that have evolved (develop, progress, advance) over time to achieve this objective (purpose, object, goal, aim). It will be a travesty (misrepresentation, distortion/perversion, poor imitation) of parliamentary democracy if the Opposition is penalised (punish, discipline, mete out punishment to) for seeking (request, ask for, appeal for) accountability (responsibility, liability, answerability) from the government, which in turn (in succession, successively, sequentially) is allowed to hide behind rules and obfuscate (confuse, complicate, make unclear) the issue. It is the government that is in custody (guardianship, charge, responsibility, protection) of all the information, over which queries are raised in Parliament. The authenticity (reliability, dependability, trustworthiness), or the lack (absence, unavailability, deficiency, shortage) of it, of any assumption that a Member of Parliament may express (communicate, articulate, voice, indicate, show, display, prove) in the House must be clarified by the government, which is its duty. It is a strange (weird, eccentric, odd, peculiar, funny, bizarre, unusual, abnormal) situation that the government has not responded to the serious allegations (charge, accusation, indictment) that it faces of protecting private business interests (common concerns (in politics/business)) at the cost (at the loss of) of public interest, while those who are raising the questions face suspension (exclusion, debarment, removal, elimination, rejection, expulsion, ejection) in the name of (for the sake of, at the behest of; on behalf of) discipline. Parliamentary discipline (strictness, regulation, authority) must ensure that discussions take place (happen, occur, transpire), and the government provides the answers.
