End the impasse: On prolonged impasse over three farm laws
A solution is needed for core issues concerning (संबंधित, विषय में) farmers, and not merely (केवल, बस) for road blocks
The time may have come for a more concerted (involving a lot of people coming together & doing something with great effort; strenuous, vigorous, energetic, determined, active, intense; coordinated, collaborative, collective, combined, joint) effort by the Government and the protesting farmers to find a solution to the prolonged (लम्बा, दीर्घकालीन) impasse (गतिरोध) over the three agriculture-related laws enacted (अभिनय करना, पास करना, अनुमोदन करना) last year. The Supreme Court has emphasised (ध्यान आकर्षित करें, जोर देना) that public roads cannot be blocked indefinitely (अनिश्चित काल तक, हमेशा के लिए) by protesters. In an observation (अवलोकन, परीक्षा, निरीक्षण) in the context (सन्दर्भ, संबंध, परिस्थिति) of more petitions from members of the public, complaining that their right of free movement has been curtailed (कम करना, घटाना, सीमित करना) by the ongoing (चल रही है, निरंतर) protests by farmers, the Court has said a solution has to be found, that roads cannot be blocked for long and there is no reason for it to lay down (formulate, stipulate & insist on a rule) the law again and again (बार-बार, बारम्बार). The reference was to last year’s judgment on the Shaheen Bagh protest against the Citizenship (Amendment) Act (The Citizenship (Amendment) Bill, 2019 seeks to grant citizenship to religious minorities of Afghanistan, Pakistan, and Bangladesh, who had to flee their homeland facing persecution. The six minority groups that have been specifically identified are Hindus, Jains, Sikhs, Buddhists, Christians, and Parsis), wherein (जिसमें, किसमें) it was held that public ways and public spaces cannot be blocked indefinitely even during a peaceful protest. The observation can be seen either as a disapproval (अस्वीकृति, अनुमोदन, असम्मति) of the tactic of holding (पकड़, नियम, निर्णय) interminable (endless, non-stop, constant, continual) protests or as an implicit (implied, indirect, understood) criticism of the Government for being unable to find a solution to the farmers’ grievances (complaint, protestation, protest, criticism, problem, objection). Even while denying that they are responsible for the hardship (distress, suffering, affliction, trouble) faced by the public, and blaming the police for the blockade (barricade, barrier; obstacle/impediment), the farmers say they should be allowed to continue their agitation ((public) protest) at the Ramlila Maidan. However, the Government will have none of it, recalling (remember, recollect, call to mind, bring to mind) the unsavoury (disreputable, unpleasant, disagreeable) incidents that took place on Republic Day when the protest rolled into the Capital.
The conflict between the two competing (opposing, contending, clashing) rights — freedom to protest and the right to free movement of the public — is not the only aspect that requires immediate attention. There seems to be no attempt to break (bring to an end, put an end to) the deadlock (stalemate, impasse, checkmate/stand-off) on the core issue, with the farmers demanding an outright (complete, total, absolute, out-and-out) repeal (cancellation, reversal, annulment, nullification) of the laws and statutory (legitimate; required by statute) validation (acceptance, confirmation, authorization) for the claim that the MSP regime (system) will not come to an end (finish, stop, to reach an end). Late last year, the protesting farmers and Union Ministers did come to a partial agreement on decriminalising (make legal, legitimate, validate) stubble-burning and safeguarding (protect, shield, shelter, defend) power subsidies, but the two core demands have not seen any breakthrough (development, step forward, progress). It is not out of place (inappropriate, unsuitable, improper, wrong) to recall that an expert committee constituted (form, organize, create, set up) by the Court has submitted its report, but nothing has been heard about it after that. To an extent (somewhat, partly), the fact that the Court has not taken it up again or made the report public may be a factor in the continuing impasse. An expedited (accelerated, hurried, hastened, precipitated, quickened) hearing (legal proceedings, trial, inquiry) that involves further review of the panel’s recommendations, or any such similar initiative from the Government, is needed to arrive at (attain, reach, gain, accomplish (a decision/conclusion)) a solution. The objective (aim, intention, purpose, target, goal) must not be merely to resolve the incidental issue of blocked roads, but to reconcile (accept, come to terms with, accommodate oneself to, adjust oneself to, become accustomed to) or eliminate the deep differences (disagreement, difference of opinion, misunderstanding, dispute, argument) over what the Government sees as necessary reforms in the farm sector. Any reform that seeks to eliminate distortions (misrepresentation, falsification, misreporting, misstatement, manipulation) in the sector must also win the confidence of farmers, the principal stakeholders (a person with an interest in something).
