Grim turn: on Srinagar civilian killings

While pursuing terrorists, the administration (प्रशासन, शासन) should also engage with civil society (नागरिक समाज) in J&K

The killings of seven civilians (नागरिक, असैनिक) in Srinagar in six days mark (निशान लगाना, संकेत करना, प्रतिनिधित्व करना) a grim turn (मोड़, बेशक परिवर्तन, विचलन) in the situation in the Kashmir Valley (घाटी, दो पहाड़ो के बीच की जगह). This vicious (शातिर, बुरा, ख़राब, भयानक), mindless violence against commoners (साधारण नागरिक, आम व्यक्ति), owned up by a group that calls itself the Resistance Front (प्रतिरोध मोर्चा) — believed to be a shadow (an organisation/outfit/person secretly following another organisation/outfit/person) organisation of the Pakistan-based LeT — is yet another reminder of the pathological (रोगविज्ञान, आदतन) hatred (घृणा) transnational (अंतरराष्ट्रीय, पार देशी) radical (गंभीर, परेशान करने वाला, चिंताजनक) Islamism (इस्लामवाद) inspires. The victims include local Muslims who were branded (labelled, classified, categorized; stigmatized, accused of being) traitors (double-dealer, betrayer, defector), but the targeting of the Hindu Pandit and Sikh minority communities is unmistakable (evident, manifest, apparent, glaring, blatant). Srinagar’s prominent (important, well known) Kashmiri Pandit chemist (pharmacist), Makhan Lal Bindroo, whose decision to stay on (continue to be in a place & work/do something after others have relocated/displaced) through the violent 1990s was seen as a positive omen (portent, sign, signal, token) by the displaced community, was gunned down (shoot down, kill). The killers used epithets (nickname, byname, label/tag) such as ‘RSS stooge (subordinate, assistant; henchman; pawn/puppet)’, ‘police informer’ and ‘traitor’ for the victims. Majid Ahmad Gojri and Mohammad Shafi Dar were killed on October 2. On October 7, a Sikh principal and a Kashmir Pandit who had returned to the Valley after taking up a job under the Prime Minister’s special job package for migrant (a person who moves from one region to anotherHindi Meaning - English Meaning - either within a country or across national borders in order to find work or better living conditions) Pandits, were gunned down. Islamist (relating to Islamic fundamentalism) terrorists have sought an ethnic cleansing (the mass expulsion or killing of ethnic group members in a place by another one, particularly a majoritarian group in that place) of the Valley for long. The Pandits had to leave in large numbers in 1990 following violence. After 1994, attacks on minorities became episodic (occasional, periodic, sporadic), but not without periodical (repeated, recurrent, occasional, sporadic) outrages (fury, anger, rage, wrath, resentment; affront, offence) such as the Wandhama massacre, when 23 Pandits were shot dead in January 1998 and the Chittisinghpura massacre (kill (many people)), in which 35 Sikhs were killed in Anantnag in March 2000.

The wave of violence is taking place against the backdrop (situation, scenario, context) of an uptick (a small increase or upward trend) in tourist inflow (arrival of a large amount of people to a particular place) to the Valley and the Centre’s push (drive, initiative, motivation, single-mindedness) to promote a raft (a large amount of something) of development schemes. The administration is also encouraging the Pandits to return. A nine-week-long outreach (the level of reaching out/activity/effort; involvement) of the Centre in J&K where Union Ministers are visiting remote districts, including those closer to the LoC, is under way (in progress, happening, occurring, taking place). Union Home Minister Amit Shah could make a visit later this month. Strict directives (instruction, direction, command, order) were issued to unfurl (untwine, spread out, unwind) the national flag in all government buildings, including schools, on August 15. There is also a higher level of intolerance (bigotry, narrow-mindedness, dogmatism, illiberality, insularity, sensitivity, oversensitivity) by the administration, which does not spare (leave undamaged/unhurt) even the political activities of mainstream (accepted, established, recognized, prevailing, popular, common, usual) parties. There is an aggressive (assertive, forceful, vigorous, audacious) drive (aggression, forcefulness, doggedness, tenacity) too to punish government staff suspected to be separatist sympathisers (supporter, well wisher). Civilians are soft targets for the terrorists in this milieu (context, background, backdrop; environment, atmosphere). According to police figures, J&K saw 28 civilian killings, surpassing (be greater than, exceed) the 22 casualties of security personnel (force, staff, workforce, employee) so far this year. Of the 28 killings, four were local Hindus, one Sikh, two non-local Hindu labourers and 21 local Muslims; 23 were political workers, with most from the BJP. No society can tolerate (allow, permit, agree to, approve of) such violence. But while pursuing terrorists, the administration should also engage with political parties and civil society organisations.
