Influencing interlocutors: On Operation Sindoor, India’s delegations
The delegations projected (प्रस्तुत करना) a united image (छवि) of pluralistic (बहुलवादी) India
The seven Indian delegations (प्रतिनिधिमंडल) of mostly Members of Parliament and some former diplomats (राजनयिक), tasked (कार्य सौंपना) by the government to carry diplomatic (राजनयिक, कूटनीतिक) messages after Operation Sindoor, have completed their travels. The 59 members visited 32 countries to convey the country’s position (stance, standpoint, point of view, perspective) on the outrage (आक्रोशित करना, क्रोधित करना) felt over the Pahalgam terror attack and its links to Pakistan, the restrained (संयमित, नियंत्रित) and precise nature of Indian strikes (हमला, आक्रमण) on Pakistan’s terrorist infrastructure (बुनियादी ढाँचा), and the “new normal” the government has adopted (अपनाना) for terrorist strikes. The message was meant not just for foreign governments but also for lawmakers (a member of a legislature (parliament/legislative assembly); legislator, representative), the foreign media and the general public, especially in countries where New Delhi has felt it has not found the expected support. Many of the countries visited are members of the UN Security Council (UNSC) (it is one of the six principal organs of the United Nations, charged with ensuring international peace and security), and include those which are elected non-permanent members or will join next year. This is important as India faced (experience, encounter, come across, come up against) a diplomatic setback (problem, difficulty, blow, issue, impediment, hindrance, obstruction) when Pakistan, an elected UNSC member for 2025-26, was able to amend (alter, change, modify, revise) the UNSC statement to omit (leave out, take out, exclude) references (mention, remark, comment, citation) to The Resistance Front (TRF) (a shadow organisation/outfit affiliated with Pakistan-based Lashkar-e-Taiba (LeT)) that had claimed responsibility for the Pahalgam attack. That Pakistan managed to be chosen Chair (chairperson, chairman, leader, convener, president) of the Taliban Sanctions committee (also known as the 1988 Sanctions Committee. It was formed through United Nations Security Council Resolution 1988 dealing with sanctions relating to the Taliban, while Resolution 1989 (2011) addressed sanctions on Al-Qaeda) and Vice-Chair of the UN Counter-terrorism Committee (advisory body; committee, board, council, panel) will make India’s task of holding the terrorists responsible for the attack accountable through UN designations (classification, identification, classing, labelling, tagging) and at the Financial Action Task Force (The Financial Action Task Force (FATF) is the global money laundering and terrorist financing watchdog. The inter-governmental body sets international standards that aim to prevent these illegal activities and the harm they cause to society) more difficult. Another area of focus was the membership of the Organisation of Islamic Cooperation (The Organisation of Islamic Cooperation (OIC) is the second largest organization after the United Nations with a membership of 57 states spread over four continents. The Organization is the collective voice of the Muslim world. It endeavors to safeguard and protect the interests of the Muslim world in the spirit of promoting international peace and harmony among various people of the world) that has been particularly critical of (reproving, disapproving, condemning, criticizing) India. Finally, the focus on the U.S. was pointed (sharp, acute, pointy), where the delegation visited New York and Washington. This may have stemmed from the appearance (impression) that ties (association, relationship, bond, connection) with Washington are strained (damage, hurt, impair) over President Donald Trump’s persistent (continuous, constant, non-stop, perpetual, unending, unrelenting, unceasing) claim that he had mediated (negotiate, conciliate, moderate, arbitrate, make peace) the ceasefire (a negotiated agreement that will be accompanied by other associated commitments to de-escalate the fighting; a temporary stoppage of war, truce, armistice) between India and Pakistan, using trade ties as a leverage (control, command, clout, authority) to avert (prevent, stop, avoid) a “nuclear conflict (nuclear war)”.
It remains to be seen just how successful these tours of political diplomacy (international politics, foreign affairs, foreign policy; negotiations, discussions, talks, dialogue (related to international politics)) have been, given (considering, taking into account, bearing in mind) criticism in India that more time was spent speaking to the Indian diaspora (a group of people who are dispersed from their ancestral homeland and settled into places all over the world), and giving interviews to the accompanying (attendant, associated, related, connected, ) Indian media rather than (instead of) in influencing (प्रभाव डालना) interlocutors (वार्ताकार) abroad. The delegations also had to contend with (compete with, struggle, tackle, deal with, grapple with, face, cope with) a copy-cat move (activity, step, measure) from Pakistan to counter (oppose, dispute, counteract, respond to, stand up to) the Indian narrative (a representation of a particular situation; portrayal, account). However, the overarching (comprehensive, all-inclusive, across-the-board, all-embracing, all-encompassing, sweeping, extensive, broad) message of the delegations, comprising representatives from a number of Indian States, faiths (ideology, belief, religion) and political parties, is a powerful one — of Indian unity and consensus (an idea or opinion that is shared by all the people in a group) on the issue of national security. At a time when the Modi government is under criticism internationally for “democratic decline” and increasing majoritarianism (a philosophy that states that a majority (sometimes categorized by religion, language, social class, or some other identifying factor) of the population is entitled to a certain degree of primacy (priority) in society, and has the right to make decisions that affect the society), New Delhi chose its messengers wisely (tactfully, prudently, shrewdly, judiciously, discreetly, carefully, sagely, knowingly, reasonably, sensibly, intelligently, thoughtfully), with a view to projecting abroad a positive and pluralistic image of a country that was resolute (determined, purposeful, resolved, single-minded, strong-minded) against terrorism.
