Mood for change: On AAP’s Punjab win
A victorious (विजयी, सफल) AAP will require more than just a reliance (निर्भरता, भरोसा) on populism (लोकलुभावनवाद, जनरञ्जकवाद) to succeed in governance (शासन प्रणाली, अधिकार)
When an electorate (मतदाताओं, निर्वाचक-मंडल, निर्वाचन-क्षेत्र) is tired of the ruling parties both at the Centre and at the State level during an Assembly election — even if these parties are opponents (प्रतिद्वंद्वी, कट्टर, विरोधी) — the chances (संभावना) that people will vote for a fresh alternative (विकल्प, अन्य संभावना) are high. But this does not always happen in Indian elections. Parties professing (state, affirm, claim) to be an alternative to the established (स्थापना, प्रसिद्ध, मान्यता प्राप्त) ones take time to emerge, even if they are the product (उत्पाद, परिणाम) of social or political movements (गतिविधि, अभियान). Electoral success is achieved only if they cross a high threshold (सीमा रेखा, स्तर या सीमा है) of competitiveness (प्रतिस्पर्धा, प्रतियोगितात्मकता, प्रेरणा) that is made possible through messaging (संदेशन, संवाद करना, निकट आना) and organisation (संगठन, योजना, व्यवस्था) besides (except, except for, apart from, other than, barring, excluding) peoples’ yearning (longing, craving desire, wish, appetite) for change. The Aam Aadmi Party’s spectacular (magnificent, sumptuous, impressive, superb) triumph (victory, win, success) in Punjab — winning 92 of the 117 constituencies (a particular area whose voters elect a representative to a legislative body) — needs to be tempered (moderate, modify, tone down, mitigate) with the fact that it won 42% of the votes in what was largely a triangular (three-sided, three-cornered) contest with the Congress (23%) and the Shiromani Akali Dal (20.2%). In 2017, AAP won 20 seats with a 23.7% vote share, but its victories were largely concentrated (focus, direct, centre, centralize) in the southern Malwa region. This time, in 2022, its vote share (47.2%) was the highest in Malwa. It also managed a credible (acceptable, trustworthy, reliable, dependable; believable, plausible, reasonable) 30.2% and 36.8% in the Doab and Majha regions, respectively (separately, individually), helping it sweep (win all/maximum (constituency); win each one of the constituency) the State.
Of the three major losing parties including the BJP, the Congress looked to be the best placed a year ago. Strongly mobilised ((of resources) bring together for a specific cause) opposition to the BJP government’s farm laws had caused the BJP-SAD alliance (association, union, partnership) to break up (disband, separate; put to an end, bring to an end). While the Captain Amarinder Singh-led Congress government had not fully lived up to (come up to, reach, satisfy, fulfil, achieve) expectations, the party had little to lose from the agitations ((public) protest) and could have capitalised on (take advantage of, use, make use of, benefit from) the public mood (frame of mind, state of mind; atmosphere, feeling) by seeking (try, aim, attempt) to implement (execute, carry out) its promises made in 2017. But an ill-conceived (absurd, ridiculous, laughable, not carefully planned) move (initiative, step, action) by its high command, forcing out (pressurize someone to leave a job/position indirectly) Capt. Amarinder and empowering (authorize, permit, allow) the rabble-rousing (agitating, defiant, disobedient), party-hopping (an act of moving often from one place (party) to another place (party)) former cricketer, Navjot Singh Sidhu, to take over the reins (controlling power. (In general, rein is the long leather strap(s) attached to a horse’s head (usually on either sides), by which the rider controls a horse)) of the party created unnecessary tumult (uproar, ruckus, agitation). Even the party’s last minute (careless, unsystematic, messy, thoughtless, inattentive, heedless, hasty, hurried) promotion (elevation) of the new Chief Minister, Charanjit Singh Channi, was not enough to shift (alter, change, back) the mood of the electorate, which had lost patience with the party, now riven by internal bickering (squabble, wrangle, quarrel, argument, fight). The electorate’s dissatisfaction (discontent, disappointment, disaffection, disquiet, unhappiness, disgruntlement, frustration, vexation, annoyance, irritation, anger, exasperation, resentment) with the Centre and the Congress regime (government) in the State is evident (visible, apparent, clear) in the CSDS Lokniti Survey: a net negative satisfaction of -44 and -52 points, respectively. With grievances (complaint, criticism, objection, protestation, charge, protest, problem) and anger over the corruption under the previous SAD regime still fresh, AAP emerged as the default alternative. Its promises of clean governance and populist (relating to the politicians who claim that they are representing the common/ordinary people) measures (action, course of action, procedure, step) in health, education and power supply — already implemented in Delhi — were able to sway a large section of a disenchanted (disillusioned, disappointed, dissatisfied, let down, fed up) electorate. But it is one thing to succeed (win, triumph, be victorious, prove superior) in governance in what is largely (mostly, mainly, generally) a municipality (administrative division; local government; governing body of a particular place (city, district)) by eschewing ideological (relating to a system of ideas (ideology)) perspectives (outlook, viewpoint, approach) and focusing on just populist measures. It will be a challenge to effect this in an important border State such as Punjab. AAP has its task cut out.
