The suspension of 12 Opposition Members of Parliament from the Rajya Sabha for the entire winter session of Parliament, evidently (जाहिर है, स्पष्ट रूप से, ज़रूर) an extreme step by Chairman M. Venkaiah Naidu, has turned the spotlight (लोकप्रियता, जनता का ध्यान) on the use of disruption of proceedings as a parliamentary tactic (रणनीति, योजना, कार्रवाई का तरीका). The Government and the Opposition should try and work a way out of this situation, but that may not resolve the underlying (आधारभूत, मौलिक, बुनियादी) affliction (trouble, hardship, misfortune, adversity, distress) of perennial (everlasting, unending, endless, permanent) conflict between the two sides. A guiding principle (मार्गदर्शी सिद्धान्त, निदेशक सिद्धान्त) of parliamentary proceedings is that the majority, i.e. the Government, will have its way, and the minority, the Opposition, will have its say. This principle has been observed (comply with, abide by, obey, adhere to, conform to, respect, follow) in its violation (उल्लंघन, भंग करना, पालन न करना) in India for several years now. As the principal Opposition in the years leading up to (precede, come/go before, pave the way for; be the cause/reason of something) 2014, the Bharatiya Janata Party (BJP) so disrupted Parliament that a majority government was rendered (प्रस्तुत करना, बनाना, होने का कारण) dysfunctional for years; since 2014, in power, the BJP has tinkered with (try to improve, try to mend, work amateurishly on, play with, fool around with) parliamentary processes in a way that the Opposition has been pinned down. Bills (A Bill is a draft statute that becomes law after it is passed by both the Houses of Parliament and assented to by the President. All legislative proposals are brought before Parliament in the forms of Bills) are passed (उत्तीर्ण होना, स्वीकृत करना, वोट देना, पुष्टि करना) in a hurry (जल्दी में, शीघ्र, तुरन्त) and even amidst (के बीच, मध्यम में) din; the scrutiny (जांच, सावधानीपूर्वक परीक्षा, विश्लेषण) of Bills by committees and debates are few and far between (बहुत कम, दुर्लभ, कभी-कभार). Also, the decision to suspend Members for their conduct (behaviour, way of behaving, performance) in the previous monsoon session at the beginning of a new session seems excessively (inordinately, unduly, unnecessarily, unreasonably, absurdly, ridiculously, illogically, irrationally) punitive (disciplinary, corrective, retributive). This is no defence of disruption in general or the behaviour of the particular MPs, but the punishment is only worsening (deteriorate, aggravate, compound, intensify) the conflict, and not facilitating (make easy, make possible, enable, assist, help/aid) debate.
Parliament is the platform where the executive (the executive is a branch of government that enforces the law as written by the legislature and interpreted by the judiciary) is held accountable to the representatives (a member of a legislature (parliament/legislative assembly); lawmaker, legislator) of the people. That is where people’s representatives raise matters of public concern and seek (try to obtain) the Government’s attention. The trend of weakening that process in the name of (for the sake of, at the behest of) efficiency is not merely (only, simply, just) undermining the spirit of democracy; it is also landing (put) the Government itself in a difficult spot as the mayhem (disorder, turmoil, chaos, havoc, disorganization) that followed the hurried passage (enactment, passing, ratification, acceptance, approval) of three controversial farm laws last year shows. Parliamentary debates should not be viewed as a distraction (disturbance, intrusion, interference, obstruction, hindrance) or waste of time; they are a barometer (measure, basis, standard, point of reference) of public mood and must be respected as such (in itself, of itself, by itself, intrinsically), by both the ruling side and the Opposition. Disruption as a brief, momentary (brief, short, temporary, quick, transitory) reaction to a situation that demands debate is understandable, but as a sustained (continuous, constant) strategy (plan of action (in order to achieve a more expansive set of political, economic, and security interests)), it is self-defeating. The absence (non-existence, lack, unavailability) of the Opposition will only leave the Government even more unchecked (uncontrolled, unconstrained, unrestricted). It was the BJP’s Arun Jaitley who theorised (speculate, postulate, formulate a theory, propose, posit) on the legitimacy (legality, validity, lawfulness) of disruptions as a parliamentary instrument. It is time to shun (avoid, ignore, reject, eschew, rebuff, refuse, decline) that idea. The Government must make amends (atone, make reparation, make up for) to restore the function of Parliament by deferring to parliamentary mechanisms (procedure, process, method, technique, channel), and also through informal channels of communication with the Opposition.
