Rescue service: On ‘Operation Kaveri’ and Sudan

The Sudan evacuation highlights (emphasize, accentuate, bring attention to, underscore) the particular challenges India faces in conflict (संघर्ष, युद्ध)

As India’s “Operation Kaveri”, launched to evacuate (ask people to leave, empty, move out of, get out of, exit from (from a dangerous place)) Indians stuck inside war-torn (युद्धग्रस्त, युद्ध से ध्वस्त) Sudan is underway (प्रक्रिया में, प्रगति में), the government is making the most of a 72-hour ceasefire (युद्धविराम) window (opportunity, chance, opening) to bring out about 3,000 civilians (असैनिक नागरिक). The operation, which involves the Indian Air Force and the Indian Navy, is being coordinated by the Ministry of External Affairs. Given (देखते हुए, दिया गया) the heavy fighting in Khartoum (the capital city of Sudan) between forces loyal (वफ़ादार) to the head of the ruling council, General Abdel-Fattah al-Burhan, who also heads the Sudanese Armed Forces, and his former deputy, Gen. Mohammed “Hemeti” Hamdan Dagalo of the paramilitary (अर्द्धसैनिक) group, RSF, most civilians are being brought by road to Port Sudan, a perilous (ख़तरनाक, जोखिम भरा) journey, to be evacuated by air and sea. India has been coordinating efforts with other countries that have the most civilians and resources in Sudan, including the U.S., the U.K., the UAE and Saudi Arabia, on logistics (the process of planning & executing a complex work (e.g. transporting people or goods)), timing the evacuation operations, and even using Saudi and French planes. En route (रास्ते में, यात्रा के दौरान) to the Caribbean for a scheduled visit, External Affairs Minister S. Jaishankar also met with the UN Secretary General in New York to seek (ask for, request, appeal for) help. It is clear that military personnel (कार्यकर्ता, कर्मचारी), officials and diplomats (राजनयिक) will have a difficult few days ahead given that even humanitarian (मानवतावादी) workers and ambulances have been attacked. They have no doubt (undoubtedly, doubtlessly, without doubt) been assisted by the cumulative (increasing, growing; total, collective, aggregate) experience of similar operations over the decades (a period of ten years), beginning with the largest such single civilian evacuation during the Gulf war (The invasion of Kuwait led to a United Nations Security Council embargo and sanctions on Iraq and a U.S.-led coalition air and ground war, which began on January 16, 1991, and ended with an Iraqi defeat and retreat from Kuwait on February 28, 1991), in 1991.

The Sudan evacuation (the act of moving people from a dangerous place; depopulation, clearance, emptying) brings once more into focus the particular challenges that India faces in any conflict. With about 14 million non-resident Indians and more than seven million tourists and travellers each year, there is practically no conflict today that does not affect an Indian citizen. Given that many work in the most dangerous environments (conditions, circumstances, surroundings) — examples being students in Ukraine, nurses in Iraq or Yemen, or labourers in Libya, Syria and Lebanon — the responsibility of the government to help those without the means (way, method, mode) to return to safety is greater. As a result, a standard operating procedure (a detailed, written document consisting of step-by-step information on routine activities necessary to complete tasks in accordance with specific regulations or standards), and even possibly (maybe, perhaps, it may/could be) a special force to deal with such crises — as recommended by the Parliamentary Standing Committee (it is a committee (consisting of Members of Parliament) constituted usually on an annual basis to enable detailed consideration/discussion on all bills (all proposed laws)) for External Affairs, in 2022 — must be considered by the government. It is also essential that such crises be devoid of (lacking, without, free of/free from) political grand-standing (a way of speaking or acting to get attention from the spectators (people) and then influencing them) or finger-pointing (an act of accusing/blaming/denouncing someone), and that unseemly (improper, inappropriate, undignified) public spats (argument or quarrel for nothing) over the evacuation, or unnecessary controversies over garnering (receive, get, gain, obtain, acquire) domestic political mileage (benefit, advantage, gain) be avoided. India is admired for its reputation (character, standing, image/name, stature, status) and ability to harness (utilize, use, make use of, put to use, capitalize on) all its resources in rescuing every single citizen in any corner of the world, every time they are in need (needing (something)). That reputation must remain intact (undamaged, unspoiled, unimpaired, untouched).
