Status quo and beyond: On Pramod Sawant

By retaining incumbent (पदाधिकारी, अधिकारी, कर्तव्य) Pramod Sawant as the Chief Minister of the State, the Bharatiya Janata Party (BJP) decided to maintain the status quo (यथास्थिति, वर्तमान स्थिति) as far as leadership was concerned. Under Mr. Sawant’s helmsmanship (captaincy, captainship, steersmanship), the party won 20 of the 40 seats in the Assembly, which was an improvement on its tally (गणना, कुल संख्या) in 2017 — 13 seats. But in terms of (के अनुसार, के संबंध में) vote share, the party barely (मुश्किल से, शायद ही) added 0.8 percentage points (प्रतिशतता अंक). The Centre for the Study of Developing Societies (CSDS)-Lokniti survey for the State pointed out that only 31% of the respondents (प्रतिवादी) were keen (उत्सुक, के बारे में उत्साहित) on the ruling party returning to power and it was the fragmented Opposition with a bevy (झुंड, समूह, गिरोह) of political outfits (organization, group) in the fray (competition, contest) that helped the BJP to retain power. Former Congress leader Vishwajit Rane’s name was also doing the rounds (be passed from one person to another person; go from one place to another place) as a possible replacement, but the BJP went with the incumbent. Mr. Sawant’s retention (अवधारण) clearly suggests that the BJP was not keen on rocking the boat in a fragile (easily broken/destroyed, weak, risky, unreliable, insecure) political ecosystem (पारिस्थितिकी तंत्र, जटिल स्थिति), where party identification (association, link, linkage, connection) for legislators (a member of a legislature (parliament/legislative assembly); lawmaker, representative) has been prone to (susceptible, vulnerable, liable, at risk of, in danger of) frequent changes. The mandate (approval, acceptance, endorsement, authority (given by a constituency to someone acting as its representative)) also suggests that Mr. Sawant’s government needs to perform much better. The post-COVID-19 recoveries in the travel and tourism industry should help the State going forward (in the future), but the government can do much better in leveraging (utilize/use something to maximum advantage/benefit) the State’s high literacy and developing its food processing, IT services and biotechnology sectors, to diversify an economy that used to be dependent on environmentally costly (ruinous, disastrous, devastating, crippling, damaging, harmful, woeful, awful, terrible, unfortunate) mining activities. Mr. Sawant’s administration (government, ministry, regime) must focus on utilising Goa’s good socio-economic indicators (measure, standard, benchmark, guideline) and take holistic (relating to an integrated approach that takes care of the “whole thing”, instead of certain parts in it) development forward. A vibrant (spirited, lively, high-spirited, energetic, vigorous, dynamic, exciting, passionate, fiery, determined, strong, rich) polity (a politically organized society) with a healthy and committed Opposition that is not fixated on (set, determined, fixed, resolved) gaining access to power — Goans rated the quality of individual candidates as a key variable (something (an element/feature/factor) that is liable to vary or change) for their choice — can help in this process too.
