Terror on the road: on the attack on defence forces in Jammu

India needs to rethink (पुनर्विचार करना) its Kashmir strategy (रणनीति) and attitude to Pakistan

In another spectre of violence in Jammu and Kashmir (J&K), five soldiers were killed and another critically injured in a terror attack on April 20 in the Rajouri-Poonch Sector, close to the Line of Control (LoC) (नियंत्रण रेखा) in the Jammu division. Preliminary reports have suggested that terrorists — their numbers and affiliations (सम्बन्ध, साझेदारी) are not known immediately — attacked, in inclement weather, an Army vehicle that was on a counter-insurgency patrol (गश्त, चौकसी) between Bhimber Gali-Poonch in the Rajouri sector. The attack also comes at a time when J&K is working diligently (मेहनत से) to host (conduct, organize, arrange (an event)) a G-20 Tourism Working Group (a group of experts working together to achieve specified goals) meeting, in May. Separately, Pakistan’s Foreign Minister Bilawal Bhutto Zardari is likely (संभावित, शायद) to attend a Shanghai Cooperation Organisation (SCO) (The Shanghai Cooperation Organisation (SCO) is a permanent intergovernmental international organisation, the creation of which was announced on 15 June 2001 in Shanghai (China). The SCO currently comprises eight Member States (China, India, Kazakhstan, Kyrgyzstan, Russia, Pakistan, Tajikistan and Uzbekistan) and is seen as a counterweight to NATO (The North Atlantic Treaty Organization). It was established as a multilateral association to ensure security and maintain stability across the vast Eurasian region, join forces to counteract emerging challenges and threats, and enhance trade, as well as cultural and humanitarian cooperation) meeting in Goa next month, which has kindled (प्रज्वलित करना, उत्तेजित करना) the possibility of fresh India-Pakistan engagement (association, involvement, participation). The attack raises the question about the management (प्रबंध, प्रशासन) of patrols in sensitive locations in the region which has seen a spike (a sharp rise/increase of something) in militant (extremist, radical, fanatic, hardliner) violence in the recent past, including a terror attack on a village on January 1 this year that left seven civilians (सामान्य नागरिक, असैनिक) dead. The fact that (तथ्य यह है कि) the Army vehicle was on an unaccompanied drive and remained unattended (unguarded, unwatched, left alone; ignored, disregarded, neglected) immediately after the attack is a matter of serious concern.

The images of the Army vehicle on fire (जलता हुआ) and charred (burned and become black (by fire)) bodies have reignited memories of and visuals from the Pulwama attack in 2019. On February 14 that year, a convoy (a group of vehicles or ships that are traveling together usually for protection) of buses with Central Reserve Police Force (The Central Reserve Police Force (CRPF) is the premier central police force of the Union of India for internal security. Originally constituted as the Crown Representative Police in 1939, it is one of the oldest Central para military forces (now termed as Central Armed Police Force). After Independence, the force was renamed as Central Reserve Police Force by an Act of Parliament on December 28, 1949. This Act constituted CRPF as an armed force of the Union) jawans was on the Jammu-Srinagar national highway way in Pulwama’s Lethpora area when a suicide bomber in an explosive-laden car managed to breach (उल्लंघन करना) security. Forty personnel (कार्यकर्ता, कर्मचारी वर्ग) lost their lives in the terror attack that shocked the political class (It refers to the relatively small group of activists that is highly aware and active in politics, and from whom the national leadership is largely drawn), the military establishment (an influential group within a particular field of activity) and the country. With Indian intelligence agencies (a government agency responsible for the collection, analysis, and exploitation of information in support of law enforcement, national security, military, and foreign policy objectives) pointing to (indicate, mention, signify) the role of the Jaish-e-Muhammad (JeM), India sent its fighter jets across the Line of Control to strike (attack, hit) JeM training camps in Balakot, Pakistan, inflicting (cause, impose, produce (something bad to be experienced by someone/something)) casualties and damaging the terror infrastructure (the basic physical or organisational structure or framework that a country or organization needs in order to function properly. For a whole nation, it includes all the physical systems such as buildings, roads & railways networks, utilities, etc) there. India’s strident (strict, stern, firm, strong, severe) response to cross-border (across a border between two states/countries) terror was noticed internationally, and became a topic of campaign (canvassing, electioneering, an act of soliciting (asking for/requesting) votes; an organized effort that seeks to influence the decision-making progress within a specific group) during the Lok Sabha election soon after. However, terror emanating (emerge, ensue, come out, arise, originate) from Pakistan has failed to ebb, which is evident from the rising violence in J&K over the past three years, especially after the government decided to end the region’s semi-autonomous status on August 5, 2019. Claims (allegation, assertion, contention) on the subject made recently by the then J&K Governor Satya Pal Malik, in interviews, have brought to the fore fresh questions about the intent behind the political class while approaching the issue of terrorism in the country. Perhaps (maybe, possibly, it may be (that)) it is time India reviewed its strategy in Kashmir, including the current freeze (limitation, restriction, stopping, prevention, suspension (on something from being used for a period of time)) on talks (dialogue, discussion, discourse, negotiation, deliberation, consultation, parley) with Pakistan.
