India must be clear on how it wants to shape Afghanistan’s destiny (भाग्य, भविष्य) under the Taliban

By holding the Third Regional Security Dialogue (तीसरा क्षेत्रीय सुरक्षा संवाद) on Afghanistan, chaired (अध्यक्षता, मध्यम, आचरण) by NSA Ajit Doval this week, New Delhi has sent out three strong messages: one, that it wishes to remain an important and engaged (व्यस्त, संलग्न, शामिल) player (खिलाड़ी, प्रतिभागी, टीम सदस्य) in the future of Afghanistan; second, that with the exit of U.S.-NATO troops, the ideal (आदर्श, उत्तम, सर्वोत्तम संभव) solution to the situation is through consensus (सर्वसम्मति) in Afghanistan’s extended (विस्तारित, बढ़ा हुआ, चौड़ा) neighbourhood (अड़ोस-पड़ोस, क्षेत्र, देश) including Russia; and third, that the Afghan humanitarian (compassionate, humane socially concerned, welfare) crisis should be the region’s immediate priority and political differences (अंतर, असहमति, मतभेद) can be set aside (discard, abandon, put aside, ignore, forget, discount, shrug off) to help. It is the last message that spurred (stimulate, encourage, prompt, galvanize) New Delhi to invite the NSAs from China and Pakistan, despite the LAC standoff (deadlock, stalemate, impasse (in a dispute/conflict)) and deep differences with the Imran Khan government over Kashmir and cross-border (across a border between two states/countries) terrorism. By declining the invitation, Beijing and Islamabad have made it clear that they do not intend to assist India in its Afghan engagement (participation, taking part, involvement), further demonstrated by the Khan government’s churlishness (rudeness, ill-mannerism, discourteousness, impoliteness) in refusing India road access to send wheat and medicines to Kabul. To that end (for that reason), the Delhi Declaration (The participants, of the Third Regional Security Dialogue on Afghanistan which was held on 10 November, 2021 in New Delhi, discussed the evolving situation in Afghanistan, especially the security situation and its regional and global ramifications and paid special attention to the current political situation in Afghanistan and threats arising from terrorism, radicalisation and drug trafficking as well as the need for humanitarian assistance. In total, a joint statement by the eight participating nations - the Delhi Declaration on Afghanistan - has 12 key points) issued by the eight participating nations, including Iran and Russia, is a milestone (critical point, significant stage, turning point, watershed, major achievement) in keeping India inside the discussion on Afghanistan. The declaration goes farther than the previous such regional discussion of SCO countries in Dushanbe in September, in its strong language (wording, phrasing, expressions) on terrorism, terror financing and radicalisation (the process of causing someone to follow radical (extreme) ways particularly in politics ( & society)). It also expands on (elaborate on, enlarge on, add detail to, go into detail about) the need for an inclusive (all-inclusive, including all the parties/groups involved in something) government in Kabul that will replace the Interim (provisional, temporary, intervening, transitional) Taliban regime (government), and promotes a national reconciliation (restoration of friendly relations, restoration of harmony, agreement, compromise, understanding, peace, an end to hostilities) process.

While the consensus over the Delhi Declaration is a creditable (commendable, praiseworthy, laudable) feat (achievement, accomplishment, attainment), it does not paper over (cover up, hide, conceal, disguise, camouflage, gloss over) all the differences between India and the other countries over their far stronger engagement with Kabul. For instance (as an example), Turkmenistan sent a Ministerial delegation (a body of representatives) to discuss connectivity with the Taliban, while Uzbekistan accorded (give, grant, present; agree, conform to) the visiting Taliban Deputy PM full protocol (agreement, concord, deal, settlement, arrangement) and discussed trade, transit (movement, transportation, shipment) and the construction (a consulate is a smaller version of an embassy and is generally located in the larger tourist cities of a country, but not the capital. With the “normalisation (the process of bringing something (e.g. economic activity) back to a normal condition)” of ties (bond, association, relationship) with the Taliban regime growing, New Delhi must now consider how far it wishes to go in its engagement with Afghanistan. On the one hand (it is used to introduce the first of two contrasting different, points, facts, or ways of looking at something. It is always followed later by “on the other hand” or ‘on the other’), India has publicly held talks with Taliban officials twice and expressed solidarity (unity, unanimity, harmony, cooperation) with Afghans, but on the other has refused practically all visa seekers, made no monetary contribution to the humanitarian crisis (मानवीय संकट) there, and has made no bid (attempt, effort, endeavour/try) to continue with plans for trade and connectivity with Afghanistan. India’s desire to lead the discussion on Afghanistan’s destiny, as demonstrated by the NSA dialogue (वार्तालाप, बातचीत, चर्चा), is a worthy goal for a regional leader, but can only be fulfilled once the Government defines more clearly what it wants its Afghan role to be, despite all its differences with the regime now in power.
