Aiding Afghans: On G20 meeting on Afghanistan

At a meeting of countries with the world’s highest GDPs — the G20 — Prime Minister Narendra Modi spoke about the looming humanitarian crisis (it is also called as humanitarian disaster; a situation with high levels of human suffering in which basic human welfare is in danger on a large scale) in Afghanistan, especially as winter nears. He also called for (की मांग करना, की आवश्यकता होना) the international community to provide Afghanistan with “immediate and unhindered (अबाधित, निर्विरोध) access to humanitarian assistance”. The meeting came as the UNHCR published a new appeal for funds, with a report that half the population (more than 20 million people) are in need of (की ज़रूरत है, कुछ चाहिए) “lifesaving humanitarian (मानवीय, दयालु) assistance”, and the UN has received only 35% of the funds needed for its relief operations. As a result (because of; as a consequence; subsequently) of the Taliban takeover (कब्जा, नियंत्रण प्राप्त करना), most direct aid (सहायक, सहारा, पालन) to the Afghan government has dried up; its reserves have been frozen (relating to a bank or investment account through which no transaction can be made) by the U.S., making it impossible for salaries to be paid. The Taliban government’s refusal to allow women to work and its stopping girls from schooling have made the situation more dire (terrible, dreadful, appalling, shocking, grave, serious, woeful). While recognition (मान्यता, स्वीकृति, अनुमोदन) of the Taliban and any governmental engagement (participation, taking part, involvement) is a long way off (so far away; very difficult to reach), the world is faced with the stark (sharply defined, clear, distinct, evident, obvious; harsh, grim, depressing; unequivocal, undeniable) choice on how to ensure Afghanistan does not suffer further. At the summit (सम्मेलन, बैठक), the EU committed $1.15 billion for Afghanistan and neighbouring countries where refugees (शरणार्थी, विस्थापित व्यक्ति, शरण चाहने वाला) have fled (भागना, जल्दी से निकल जाना, उड़ान), while other countries including the U.S. and China pledged (प्रतिज्ञा करना, वादा, शपथ) $1.1 billion at a donor conference in Geneva last month. India has not announced any monetary or food assistance.
The PM’s words are a welcome sign that the Government remains seized of (जब्त करना) the welfare (कल्याण) of ordinary Afghans even as New Delhi has closed its embassy (An embassy is larger and more important than a consulate and is described as a permanent diplomatic mission, which is generally located in a country’s capital city. An embassy is responsible for representing the home country, for handling major diplomatic issues (such as negotiations), and for preserving the rights of its citizens abroad) but maintains only a limited exchange with Taliban officials in Doha. Given (considering, taking into account, bearing in mind) thea manner of the Taliban’s takeover in August, with support from Pakistan, maintaining links with terror groups including those that target India leaves the Government hard put to increase its engagement, or to send aid directly to the new regime (government). But India could contribute to international agencies that are working with displaced Afghans, particularly for about one million children at the risk of starvation (extreme hunger, lack of food, famine, undernourishment/malnourishment). It could also help Iran and the Central Asian states that are housing (accommodate, provide accommodation for, provide space/shelter for) refugees with monetary assistance. The Government could also consider liberalising (to make something (regulations/norms) less strict) its visa regime for Afghans, which at the moment has cancelled all prior visas to Afghan nationals, and is releasing very few e-visas for Afghans desperate (in great need of, urgently requiring; urgent, pressing, compelling) to travel here. As a goodwill (compassion, consideration, kindness; sympathy, friendliness, mutual support) gesture (action, deed, move), India could once again send food aid, including wheat, grain, fortified (added minerals & vitamins to; improved (with minerals & vitamins)) biscuits and other packaged food, directly to Kabul. Clearly, the imperative (necessary condition, precondition, essential requirement) to act is now, at what the UN Secretary General has called a “make or break (cause something to succeed or fail)” moment for the Afghan people, and to heed the warning that if the international community, which includes a regional leader like India, does not help stave off (avert, prevent, avoid, rule out) the unfolding humanitarian crisis, not only Afghans but also the rest of the world will pay a “heavy price”.
