For something: On the Quad

It remains a group of friends who share many things, but not a common enemy

The Quad (The ‘Quadrilateral’ is described as four democracies (the United States, Japan, Australia and India) with a shared objective to ensure and support a “free, open and prosperous” Indo-Pacific region) Ministerial meeting in Melbourne, meant to set the stage for (के लिए मंच तैयार करें) a meeting by the leaders of Australia, India, Japan and the U.S. later this year in Tokyo, ended with outcomes (परिणाम, नतीजा) that showcased (प्रदर्शन, अनावरण, वर्तमान) its “positive agenda” in the Indo-Pacific region (the Indo-Pacific region refers to the confluence (convergence) of the Pacific and Indian Oceans, which interconnect in Southeast Asia (Indonesia, Vietnam, Thailand, Philippines, Malaysia, Singapore, and more)). From plans to deliver more than a billion vaccine (टीका) doses — India-made with U.S. funding and distributed through Japanese and Australian networks — and donate another 1.3 billion doses (खुराक, मात्रा) around the world; to prepare for an Indo-Pacific Clean Energy Supply Chain (आपूर्ति श्रृंखला) Forum (मंच, बैठक, सभा) to tackle climate change (जलवायु परिवर्तन); to further (आगे का, बढ़ावा देना, आगे बढ़ाना) a “Quad vision” for technology governances (शासन) and safe and transparent (पारदर्शी, प्रत्यक्ष) 5G systems, and to launch humanitarian (मानवीय, दयालु, सामाजिक रूप से चिंतित) assistance and disaster relief (राहत, सहायता) operations, the Quad is, in the words of the joint statement issued, “more effective in delivering practical support to the region”. Despite being the only one of the Quad partners that deals with hostile (विरोधी, संघर्षशील) land-neighbours (a country that is next to another country; (bordering) country), India was also able to insert a reference to fighting “cross-border (across a border between two states/countries)” terrorism, and condemnation (censure, criticism, castigation, stricture) of the 26/11 attack and Pathankot attacks. The bonhomie (friendliness, warmth, geniality/affability) between the Ministers shows a growing level of comfort with the principles behind the grouping of democratic countries, to support regional countries’ efforts to advance (promote, further, facilitate, boost, strengthen, improve, foster, cultivate, encourage, support) a “free and open Indo-Pacific”. That Quad members have thus far (until now, till date) avoided institutionalising (set up a standard practice (in an organisation/culture)) their grouping, and that they have not “militarised (to equip with military troops/forces; to deploy military troops/forces in an area)” it, is to their credit. In addition (as well as, additionally, moreover), despite Beijing’s sharp criticism of the grouping, Quad members chose not to name China directly as the joint statement spoke of ensuring a rules-based (based on a predetermined set of principles) order and respect for sovereignty (autonomy, independence, self-government, self-rule, self-legislation, freedom) and building a region “free from (unaffected by, clear of, without, devoid of) coercion (force/pressure, oppression, harassment, intimidation)”.

However, while the grouping is strong on all these precepts (principle, rule, tenet/doctrine), there are obvious differences (disagreement, difference of opinion, misunderstanding, dispute, argument) in the practice of their vision for the Indo-Pacific region and the world in general. The situation in Myanmar was mentioned, but External Affairs Minister S. Jaishankar made it clear that while India supports a restoration (reinstitution, re-establishment, reinstallation, revival) of democracy, it does not support western “national” sanctions (action taken, or an order given to force a country to obey international laws by limiting or stopping trade with that country, by not allowing economic aid for that country, etc). The meeting took place in the shadow of (in a situation when attention is influenced on someone/something) the growing Russia-NATO tensions (strained relations; strain, stress, pressure, unease) over Ukraine, but it seemed evident that Mr. Jaishankar did not share U.S. Secretary of State Antony Blinken’s assessment of an imminent (close/near, about to happen, approaching/impending)invasion (occupation, conquering, capture, seizure, annexation, annexing, takeover)”. New Delhi chose not to join the decision by the U.S., Japan and Australia to tell their citizens to evacuate (ask people to leave, empty, move out of, get out of, exit from (from a dangerous place)) immediately from Ukraine; nor was any mention of the situation allowed into the joint statement. Mr. Jaishankar’s strong tone (tone of voice, mode of expression, expression) the next day at a press conference (dominated (be influential, be significant, signify) by questions on Russia), on China’s amassing of troops at the border with India was also a subtle (delicate, low-key, toned down, subdued) reminder to Quad partners that while they may have similar concerns and share many core values, they do not have an identical (similar, the same, exactly the same) world view (beliefs, convictions, ideology, ideas, thinking, notions, principles, attitude, viewpoint), and the Quad remains very much a grouping that is “for something, not against somebody”.
