Russian recognition: On Putin’s eastern Ukraine moves

After weeks of ratcheting (increase/rise gradually) tensions (तनावपूर्ण संबंध, दबाव, बेचैनी), and frenetic (उन्मत्त, अतिसक्रिय, ऊर्जावान) diplomacy (कूटनीति, वार्ता, चर्चा) across Europe, Russian President Vladimir Putin has played a major move (कदम, युद्धाभ्यास, युक्ति) by announcing formal recognition (मान्यता, स्वीकृति, प्रवेश) for the Donbas region (a historical, cultural, and economic region in south-eastern Ukraine, some of whose territory (Donetsk and Luhansk) is occupied by two separatist groups in the course of the Russo-Ukrainian War. President Vladimir V. Putin of Russia has recognized the independence of these two separatist regions in Ukraine) enclaves (area, region (enclosed within)) (Oblasts) of Donetsk and Luhansk in Eastern Ukraine, one which changes the course (अवधि, दिशा, मार्ग) of the present diplomatic (कूटनीतिक, संवेदनशील, नाजुक) efforts. To begin with (पहले से ही, सबसे पहले), the recognition of the two separatist (संप्रदायवादी, असंतुष्ट, गैर-अनुरूपतावादी) groups that control parts of the Donbas region as governments signals (संकेत, इंगित करना) that Russia is no longer interested in talks on the basis of the “Minsk accords (समझौता, टकराव, संधि)”. The agreements — negotiated in 2014 and 2015, but never fully implemented — had secured a “special status” for the Donbas enclaves. Mr. Putin has also ordered Russian “peacekeepers (शांतिदूत, मध्यस्थ, सुलहकर्ता)” into the region, a move that could spark off (शुरू करना, उत्पन्न करना, कारण देना) conflict with Ukrainian troops. Mr. Putin may claim that his move is far short of (apart from, other than; less than) the “invasion (occupation, conquering, capture, seizure, annexation, annexing, takeover)” that the U.S. and its NATO allies have been warning about, and should not incur (suffer, sustain, experience, bring upon oneself) any further hostilities (fighting, armed conflict, combat, warfare) from Ukraine. In doing so, however, he has put paid to (stop abruptly; destroy) all hopes that the threat of conflict would recede (diminish, lessen, decrease, dwindle, abate, subside; retreat, withdraw) once the tens of thousands of Russian troops along the Ukraine border, and in Belarus for military exercises, withdrew. Finally (partner, supporter, confederate), his move is a clear sign that the situation is not going to be “managed” or “handled” without NATO sitting down to serious negotiation over the security guarantees he has been demanding for two decades (a period of ten years), and some discussion about how to regulate the expansion of NATO to Russia’s neighbouring (adjacent) countries and the heavy presence of western troops and weapons in the region. The ball is now in the court (it is now your responsibility or your turn to take action; it is up to you to take action now) of the U.S. and its European allies to decide whether they would react with sanctions, military action, or return to the diplomatic table.

For New Delhi, the escalation (rapid increase, intensification, aggravation) in tensions comes at a particularly sensitive time: External Affairs Minister S. Jaishankar has been travelling to Germany and France, and while he has tried to shift the focus of his European interlocutors (a person who takes part in a dialogue or conversation) to the Indo-Pacific, it is Russia’s actions that dominate (be the most important thing in something) the conversation. In addition, Pakistan Prime Minister Imran Khan is visiting Moscow, the first by a Pakistani PM in over two decades, and New Delhi is watching the new ties (association, relationship, bond, connection) closely. The timing of the tensions is all the more (much more, even more) inconvenient, given (considering, taking into consideration, taking into account, in view of, bearing in mind) that the delivery of Russian S-400 missile systems is underway (in progress, under way, going on, continuing, happening, occurring, taking place), and the U.S. administration is still to decide on whether to waive (drop, disregard, ignore, set aside, forgo) or impose (exact, apply, enforce) CAATSA sanctions against India. As a result, India’s statement at the UNSC that appealed (ask for, request, make a plea, seek) for diplomacy and de-escalation (reduction, lessening, decrease (the intensity of something)), while making no critical comment about Mr. Putin’s announcement is not just an assertion (declaration, statement, contention/protestation) of India’s traditional principled (moral, ethical, good, virtuous, righteous, upright, proper, correct, honest) position, or a study in pragmatism (common sense, realism, matter-of-factness) but also a reflection (indication, display, demonstration) of the difficult position New Delhi finds itself in over the conflict, which appears to have now entered a new phase.
