The other Quad: On virtual meet of Foreign Ministers of India, US, Israel and UAE
India must retain (बनाए रखना, जारी रखना, संरक्षित करना) strong ties (संबंध, बंधन) with Iran as it seeks (माँगना, प्रयास, लक्ष्य) partnership with the U.S.-Israel-UAE bloc (गुट, समूह, संघ)
The virtual (आभासी) meet of the Foreign Ministers of India, the U.S., Israel and the UAE is a strong manifestation (अभिव्यक्ति, प्रदर्शन) of the changes in West Asian geopolitics (भू-राजनीति). If Israel and the UAE did not even have formal diplomatic (कूटनीतिक, विदेश-नीति) relations a year ago, their growing (बढ़ रही है, प्रगतिशील) economic and strategic (युद्धनीति, सामरिक) cooperation is opening up (make/become accessible; make/become available) opportunities for other powers, including India. External Affairs Minister S. Jaishankar, now in Israel, joined the quadrilateral (चतुर्भुजीय, चार भुज का) conference after meeting his Israeli counterpart (समकक्ष, समान) Yair Lapid, where they had agreed to launch (प्रक्षेपित करना, आरंभ करना) talks for a free trade (मुक्त व्यापार) agreement. The four-nation meeting also points to (indicate, suggest, denote) India’s strategic desire to adopt a regional foreign policy strategy (plan of action (in order to achieve a more expansive set of political, economic, and security interests)) towards West Asia, transcending (go beyond, rise above, cut across; surpass, excel, exceed) its bilateralism (the conduct of political, economic, or cultural relations between two sovereign states). Over the years, India has built vibrant (energetic, high-spirited, lively.) bilateral (involving two groups or countries) ties with all the countries in the grouping. It is a member of the Quad with the U.S., Australia and Japan, which have common concerns (a particular (common) interest, especially in politics or business) and shared (collective, common, collaborative, mutual) interests on East Asia. Israel is one of India’s top defence suppliers. The UAE is vital (key, essential, important) for India’s energy security. The Gulf country, which hosts millions of Indian workers, has also shown interest (a particular (common) concern, especially in politics or business) to mediate between India and Pakistan.
In the past, there were three pillars (support, backbone, upholder, champion) to India’s West Asia policy — the Sunni Gulf monarchies (kingdom, sovereign state; a form of government in which a country is ruled by someone who rules for life and usually receives their position from another person when that person dies), Israel and Iran. Now that the gulf (gap, rift; division, rupture, chasm) between the Sunni kingdoms and Israel is being narrowed (decrease, reduce, contract, make smaller), especially after the Abraham Accords (it is a treaty of peace, diplomatic relations and full normalization between the United Arab Emirates and the State of Israel. It is signed in the White House on Tuesday (15th Sep, 2020) by the UAE, Bahrain and Israel, under U.S. President Donald Trump’s mediation), the normalisation (the process of bringing something (e.g. economic activity) back to a normal condition) agreements signed between Israel and the UAE and Bahrain under the tutelage (guardianship, guidance; instruction) of the Trump administration, India faces fewer challenges to a regionalist (relating to a political notion (idea) which favours regionalization) approach. Mr. Jaishankar has hinted that there would be more meetings among the four countries. While it is too early to speak of (mention, talk about, discuss, refer to) the strategic significance of such a grouping, there are areas where it can deepen (increase, intensify) its engagement (participation, taking part, involvement) — trade, energy ties, fighting climate change (a long-term change in the Earth’s climate, or of a region on Earth) and enhancing maritime (of or related to the sea) security. But India should also be mindful (conscious of, aware of, alert to, careful of, wary of, sensible of) of the challenges in the region. The U.S. is clearly seeking to lessen its footprint (impression, mark/trace, effect, impact; range of operation) here as part of its pivot (focus, central point, focal point) to East Asia to tackle China’s rise, which is redrawing (create, formulate, work out, devise, think up (something again)) West Asia’s traditional equations. India should be careful not to get sucked into the many conflicts of West Asia that could intensify amid (in the middle of, surrounded by; during) growing regional rivalries. While the Abraham Accords made it easier for India to find common ground (shared opinions, beliefs (or interests)) with the Israelis and the Emiratis, the contradiction (disagreement, opposition, inconsistency, incongruity, mismatch, variance) between this emerging bloc and Iran remains as intense as ever. India, which sees itself aligned with the U.S. in the Indo-Pacific (the Indo-Pacific region refers to the confluence (convergence) of the Pacific and Indian Oceans, which interconnect in Southeast Asia (Indonesia, Vietnam, Thailand, Philippines, Malaysia, Singapore, and more)), faces deepening insecurities in continental Asia after the American withdrawal from Afghanistan. And it will have to work closely with countries such as Iran to deal with the challenges emanating (emerge, ensue, come out, arise, originate) from a post-American Afghanistan. So the challenge before New Delhi is to retain a healthy relationship with Iran even as it seeks to build a stronger regional partnership with the U.S.-Israel-UAE bloc.
