The Indo-Pacific would be better served by broader strategic cooperation initiatives

The U.S. has joined with the U.K. and Australia to announce a new trilateral (त्रिपक्षीय, त्रिकोणीय) security partnership, the AUKUS, that aims to ensure that there will be enduring (स्थायी, लंबे समय तक चलने वाला, जारी रखने वाला) freedom and openness (खुलापन, प्रतिबंध की कमी) in the Indo-Pacific region, particularly to “address (पता, निपटना, उपस्थित होना) both the current strategic environment (वातावरण, माहौल, स्थिति) in the region and how it may evolve (विकसित करना, प्रगति करना, आगे बढ़ना)”, according to President Joe Biden. Two dimensions (आयाम, पहलू, विशेषता) are significant: first, that it complements (पूरक हैं, साथ देना, बढ़ाना) several pre-existing (pre-existing) similar arrangements (व्यवस्था, समझौता) for the region, including the Five Eyes (it is the multilateral intelligence-sharing alliance. The “five” in the 5 Eyes refers to the five Anglophone (English-speaking) countries that Australia, Canada, New Zealand, the UK, and the US. These countries are parties to the multilateral UKUSA Agreement, a treaty for joint cooperation in signals intelligence) intelligence cooperation initiative, ASEAN and the Quad (The ‘Quadrilateral’ is described as four democracies (the United States, Japan, Australia and India) with a shared objective to ensure and support a “free, open and prosperous” Indo-Pacific region), the last including India; and second, that it proposes to transfer technology to build a fleet (a number of vehicles/flights/ships (submarines in this context) working together (under a single ownership)) of nuclear-powered submarines for Australia within 18 months. The announcement of the partnership led to a minor kerfuffle (commotion, disturbance, argument/uproar) with New Zealand, whose Prime Minister Jacinda Ardern said that under her country’s 1984 nuclear-free zone policy, Australia’s nuclear-powered submarines would not be allowed into the former’s territorial waters. It also appeared to upset the political leadership in France, with whom Australia had struck a deal — now cancelled — for $90 billion worth of conventional (non-nuclear) submarines.

The broader strategic (relating to achieving long-term or overall goals) question that the creation of AUKUS begs relates to the unstated (unidentified, undefined, unfixed, undecided, undetermined, not declared) challenge that the group poses (constitute, present, create, cause (a problem or danger or risk)) to the regional hegemonic (dominant, commanding, authoritative) ambitions of China, particularly regarding (concerning, with regard/respect to, with reference to) how far (to a certain extent, up to a point, to a degree, to some extent) the U.S., the U.K. and Australia, along with (together with, accompanying) other regional powers, will go, to preserve (sustain, conserve, protect, maintain) a free and open Indo-Pacific, including the South China Sea. Will the operationalisation (the process of causing something into operation) of this security partnership lead to (result in, cause, bring on) closer coordination among the nations concerned in terms of (with regard to, regarding/concerning, in connection with) joint military presence, war games and more in the region, signalling a new, “latticed (structured)posture (position, stand) to Beijing? Although no explicit (clear, straightforward, definite, specific, categorical) mention was made of China in any of the AUKUS announcements, it is clear, as one official later said to media, that the transfer of nuclear propulsion (thrust, driving force, motive force, pressure, impulse, drive) technology to an ally (a country/state with an alliance with another one in which they promise to support each other militarily and to defend each other) in this context (circumstances, conditions, situation) was intended to “send a message of reassurance to countries in Asia”. Whether or not the purpose of AUKUS is to contain China’s aggressive (hostile, belligerent, bellicose, hawkish, combative) territorial ambitions, the imperatives (necessary condition, precondition, essential requirement) of the Indo-Pacific would be better served by broadening strategic cooperation initiatives of this sort (type, kind) to include other powers that are deeply invested in the region, including India, Japan, and South Korea.
