The history of poverty estimation in India goes back to 19th century when Dadabhai Naoroji’s efforts and careful study led him to conclude subsistence based poverty line at 1867-68 prices, though he never used the word “poverty line”. It was based on the cost of a subsistence diet consisting of ‘rice or flour, dhal, mutton, vegetables, ghee, vegetable oil and salt’.

Churning poor are those who regularly move in and out of the poverty line. It is a sub classification of transient poor. Transient poor includes the people who keeps on floating on the poverty line. If these people get the employment, they will move above the poverty line.

Kerala is having a high rank in percentage of people below poverty line. The rank is calculated according to the percentage of people below poverty-line and is based on MRP-consumption.

Antyodaya Anna Yojana (AAY) is a Government of India sponsored scheme to provide highly subsidised food to millions of the poorest families. It was launched by the [NDA] government on 25 December 2000 and first implemented in the Indian State of Rajastan.

VAMBAY stands for “Valmiki Ambedkar Aawas Yojna”. It is a  central govt. sponsored programme for the slum dwellers living in different towns and cities all over the country. The  central govt. provides the funds for construction. Integrated with the above programme  is another central govt. scheme i.e. Nirmal Bharat Abhiyan, a programme aimed at providing  basic toilet facilities to the urban poor at a bare minimal cost.

Swarna Jayanti Shahari Rozgar Yojana (SJSRY) in India is a Centrally Sponsored Scheme which came into effect on 1 December 1997. The scheme strives to provide gainful employment to the urban unemployed and underemployed poor, through encouraging the setting up of self-employment ventures by the urban and rural poor living below the poverty line.

Launched in 2001, the Valmiki Ambedkar Awaas Yojana is a centrally sponsored scheme which aims to improve the living conditions of slum dwellers across India, hoping to transform the way of life in these slums. Given the fact that the growth of our nation depends on the growth of individuals, this scheme hopes to help slum dwellers utilise their potential, helping them achieve a decent standard of living.
