Making a riot: On the communal clashes in Haryana
The state (राज्य) must remain impartial (निष्पक्ष) in situations of communal conflict
At a time (during a particular time) when the tremors (a sudden feeling of fear; shivering, shaking, trembling) of ethnic (relating to a population subgroup (cultural, national, traditional/folk) with a common national or cultural tradition) clashes (संघर्ष, लड़ाई) in Manipur have not yet settled (निपटना), communal clashes in Haryana, in regions abutting (adjacent, bordering, neighbouring, surrounding; nearby) the national capital, claimed (दावा करना) six lives this week. Two Home Guards (a volunteer unit; a volunteer force (tasked to be an auxiliary (assistant/aide) to the police)) and four civilians (असैनिक) were killed and 70 injured in clashes in Gurugram, Sohna and Nuh. Property worth crores has been destroyed, and hundreds have fled their workplaces. The trigger (an event/situation that causes something to happen) for the mayhem (तबाही, अव्यवस्था), when local Muslims pelted (throw, hurl, attack, assault, assail) stones at a Hindu religious procession (जुलूस) on July 31 in Nuh, was in the making (cause, give rise to, bring about, perpetrate) for a long time. The day-long yatra between two temples in this Muslim-majority district used to be a local affair (घटना, मामला) and has been held without incidents. But in recent years, the yatra has become a political event, with the Vishwa Hindu Parishad mobilising ((of people) bring together for a particular cause) participants from neighbouring (adjacent, bordering, abutting, surrounding; nearby) Rajasthan and Uttar Pradesh. In the procession this year, participants raised slogans and carried firearms (arms, weapons, weaponry, guns) and other weapons, according to reports. Facing attack, the pilgrims (तीर्थयात्री) returned to the first temple and had to wait until police reinforcements (additional police, additional troops; reserves, backup) arrived from neighbouring districts. The administration (प्रशासन) was caught off-guard (unprepared, by surprise, unwary, unwatchful, unready, unexpectedly, without warning, suddenly, unprepared, unawares) and unprepared (unready, off (one’s) guard, unwary, unwatchful, surprised, ill-equipped, incapable). Following the violence, 176 people have been arrested and 93 FIRs registered. The Haryana Chief Minister, M.L. Khattar, has said the violence was premeditated (पूर्वचिन्तित) — it appears to be so.
Tension (तनावपूर्ण संबंध) had been building up for days, beginning with a Bajrang Dal member and self-styled (self-named, so-called, self-appointed, self-avowed, self-professed) cow vigilante (a member of the self-appointed group which unofficially punishing crimes) uploading videos on social media platforms, announcing that he and his team would be part of the yatra this year. The fresh threats from a person who is accused in the kidnapping and murder of two Muslim youth from Rajasthan’s Bharatpur in February this year, evoked (आह्वान करना, उत्पन्न करना) strong resentment (fury, anger, wrath, shock, outrage, indignation) among the Muslim population. Local social and political leaders had alerted the administration that there could be violence. On the day of the yatra, another Bajrang Dal activist (campaigner, protestor; radical, extremist) uploaded videos that used provocative (inflammatory, agitational, incendiary, provoking, goading, controversial, annoying, irritating) language (wording, phrasing, expressions, speech), asking Nuh’s residents to be prepared for their arrival. The violence spread to the Sohna sub-division of Gurugram; a mosque was also vandalised (destroy, damage, spoil property (public/private) intentionally). An Imam (the person who leads prayers in a mosque) at the Anjuman Jama Masjid in Sector 57 was killed by an armed (equipped with firearms (weapons)) mob (a large, disorganized, and often violent crowd of people) around midnight on Monday, a staff member seriously injured, and the shrine (a place of worship; sacred/holy place) set ablaze (set something on fire, cause to burn, ignite, set on fire). The police at the mosque, who were outnumbered (to be more than someone in number; to exceed in number; outstrip, eclipse, outdo) by the rioters, remained mute (quiet, silent, tight-lipped, close-mouthed) spectators (onlooker, watcher, viewer, bystander, passer-by). Policing (the act of maintaining/monitoring law and order by a police force; supervision, overseeing, monitoring, inspection) in Haryana has been shown up (clearly visible, be conspicuous, make obvious, manifest, reveal) to be inadequate (insufficient, poor, not enough, limited, ineffective, incapable) in the face of (despite, notwithstanding, regardless of; when confronted with) communal incitement (provocation, persuasion, inducement, fomentation, instigation, stoking up, fuelling) by groups associated with the ruling Bharatiya Janata Party. The Haryana administration must take strict action against the perpetrators (a person who does immoral, harmful and illegal activities; criminal, culprit, evil-doer) of the violence, and be vigilant (careful, cautious, heedful, alert, watchful, attentive) and impartial to ensure peace.
