Misplaced mystery: On the special session of Parliament, the politics

The special session of Parliament could have done with a lot less secrecy around it

The Government appears eager to keep some enigma (mystery, puzzle, conundrum, paradox, unsolved problem, question mark) around the five-day special session of Parliament, set (schedule, arrange, decide on, organize, confirm) to begin from September 18. Opposition parties had a point when they complained that the Government did not consult them before calling (बुलाना) the special session. As in the parliamentary bulletin (official communication, official announcement, communiqué, message, statement, report, press release, missive, advisory) issued on September 13, only the agenda for the opening day is known. The Government has listed the Bill (A Bill is a draft statute that becomes law after it is passed by both the Houses of Parliament and assented to by the President. All legislative proposals are brought before Parliament in the forms of Bills (or) draft statute/law, proposed legislation, proposal (presented to parliament/congress/council for discussion)) that seeks (try, aim, attempt) to change the appointment process of the Chief Election Commissioner and Election Commissioners, which the Opposition is preparing to corner (block off, enclose, surround, capture (or) gain control of, dominate, control) the Government on as it gives the ruling party excessive control over the appointment process. The Government also proposes holding (पकड़ना, रखना) a debate on ‘Parliamentary Journey of 75-years starting from Samvidhan Sabha – Achievements, Experiences, Memories and Learnings’, an intriguing (दिलचस्प, साज़िश का) topic. The listed debate could well be the farewell (parting, valedictory) address (speech, lecture, talk, discourse) to the present Parliament (circular) building which was designed by Sir Herbert Baker and Sir Edwin Lutyens, and inaugurated in January 1927 by Viceroy (administrator, chief, leader; The term derives from the Latin prefix vice-, meaning “in the place of” and the French word Roy, meaning “King”. Viceroy is one who governs a country, province, or colony as the representative of a monarch) Lord Irwin as the seat (headquarters, principal location/place, centre of operations/activity) of the Imperial Legislative (विधायी, कानून बनाना) Council. The new building, which is triangular-shaped, has been waiting to receive parliamentarians (संसद का) since May 28 when it was inaugurated by Prime Minister Narendra Modi. It was not used during the monsoon session held between July 20 and August 11. No official explanation has been forthcoming (approaching, upcoming, imminent, nearing, impending) on why the session was not held there.

Viceroy Irwin had presented the circular building as an emblem (प्रतीक, प्रतिनिधित्व) of “permanence (स्थायित्व, अपरिवर्तनीयता)”. The building will be retiring at 96 years, four years short of a century. For India’s growing population, its Parliament needs to be bigger and, consequently (फलस्वरूप, परिणामस्वरूप), the building too. But democracy is not about buildings. Parliament, after all (आख़िरकार), is a place for the Opposition to have its say (opinion, view, voice; influence, sway, authority) though the Government might have its way. The Bharatiya Janata Party has an absolute majority (पूर्ण बहुमत) in the Lok Sabha and while it may not have similar numerical (संख्यावाचक) strength in the Rajya Sabha, it remains the single largest party; thanks to (as a result of, owing to, due to, because of) allies and sympathetic (सहानुभूति) parties, no government Bill has been stalled (obstruct, impede, hinder, hamper, interrupt, thwart) here for want (need, requirement, necessity) of a majority. Still, the Government evades (elude, avoid, dodge, escape, sidestep, bypass, circumvent, be evasive about) parliamentary scrutiny (संसदीय जांच) and gives no priority (importance, significance, emphasis) to taking the Opposition into confidence. The Government insists that it is going by the book (according to the rules, within the law; lawfully, legally, legitimately). A meeting of floor leaders of all parties is being convened on Sunday, just 31 hours before the session begins. There is no dialogue between the Opposition and the Government to enable (make (something) possible; prepare, facilitate) the smooth functioning (operation, working, running) of the Parliament. Changes to Article 370 were before Parliament on August 5, 2019, without any notice or consultation. If the Opposition parties have needlessly speculated (unnecessarily, inappropriately, unreasonably, unjustifiably) about the agenda and aired (express, voice, state, announce, make public, publicize, communicate, disseminate) their concerns about the special session, the Government is partly responsible.
