Navigating differences: On India-New Zealand ties
India and New Zealand stand to (संभावना होना) benefit from greater collaboration (सहयोग, भागीदारी)
At the 10th edition of the Raisina Dialogue, visiting New Zealand Prime Minister Christopher Luxon — the conference’s chief guest — outlined (रूपरेखा बताना, वर्णन करना) three major geopolitical (भू-राजनीतिक) shifts shaping the world: the replacement of rules with power, the rise of security over economic considerations (विचार, ध्यान), and a move (कदम, कार्रवाई) from trade efficiency (व्यापार दक्षता) to protectionism (संरक्षणवाद) and resilient (लचीला, मजबूत) supply chains (आपूर्ति श्रृंखला) among trusted partners. In this context (संदर्भ, परिस्थिति), Mr. Luxon suggested (सुझाव देना, संकेत देना) that India and New Zealand, despite their size disparity (असमानता), could be ideal partners. Both democracies share an interest (रुचि, हित) in ensuring freedom of navigation (handle, direct, steer, guide (carefully and safely)) in the Indo-Pacific (हिंद-प्रशांत क्षेत्र). While New Zealand is not part of the Quad (Australia, India, Japan, the United States) and does not seek (try, aim, attempt) membership, Mr. Luxon noted the ongoing (current, existing, continuing) dialogue (discussion, discourse, debate, negotiation, deliberation, talks, parley) among New Zealand, Australia, Japan and South Korea on regional issues. Following talks with Prime Minister Narendra Modi, the two countries signed a defence Memorandum of Understanding (MoU) (a formal (written) agreement between two (bilateral) or more (multilateral) parties outlined in a formal document) to enhance (increase, intensify, strengthen, heighten, boost, upgrade, augment) military cooperation, staff college exchanges, and naval port calls (an intermediate stop for a short time for a ship on its scheduled journey). They also agreed to restart talks on a free trade agreement (an agreement between two or more countries designed to reduce or eliminate certain barriers to trade and investment, and to facilitate stronger trade and commercial ties between participating countries), aiming to expand their modest (moderate, adequate, limited, small) bilateral trade, currently under $2 billion. However, challenges remain, particularly around market access for dairy (relating to the products made from milk) and agricultural products, which contributed to India’s decision to exit the Regional Comprehensive Economic Partnership (RCEP), of which New Zealand is a member. In contrast, New Zealand’s trade with China stands at approximately $24 billion, despite broader strategic (relating to achieving long-term or overall goals) concerns. Connectivity between the two nations received a boost, with Air India and Air New Zealand signing a codeshare agreement (an agreement between two or more air carriers, whereby the carrier operating a given flight allows one or more other carriers to market this flight and issue tickets for it as if they were operating the flight themselves. it is an agreement between two carriers to sell seats on each other’s flights with the aim to offer its customers a large variety of destinations to choose) that may also lead to (result in, cause, bring on, bring about, give rise to) the first direct flights between the countries by the end of 2028.
Despite the positive tone (mood, feel, spirit, tenor), Mr. Modi voiced (express, state, make public, mention, point out, say) concern over “anti-India activities by certain illegal elements” in New Zealand, referencing protests and a Khalistan (people who are related/connected to the Khalistan movement (a Sikh separatist movement) seeking to create a homeland for Sikhs by establishing a sovereign state, called Khālistān (‘Land of the Khalsa’), in the Punjab region) referendum (public vote; a direct vote in which people cast ballots to decide on a specific issue or policy) held by the ‘Sikhs for Justice’ group in Auckland last November. Although previously discussed between the Foreign Ministers, New Zealand police had ruled the protests to be lawful. In response, Mr. Luxon reaffirmed (state something again clearly & strongly; restate, repeat) New Zealand’s commitment (dedication, engagement, obligation, responsibility, onus, liability, accountability) to free expression and noted the importance of not importing foreign political conflicts (dispute, quarrel, tussle, wrangle, disagreement, contention, strife, friction, discord) into its diverse (relating to the existence/presence of different people (from a variety of backgrounds and perspectives ranging from race to age to gender to hometown to educational experience) within group) immigrant (emigrant, migrant, non-native, foreigner, settler) communities. While such concerns are legitimate (legal, lawful, valid, reasonable, reliable; allowed, authorized, acceptable, permissible), raising (bring up, mention, put forward, present) them publicly risks deepening (grow, increase, intensify, escalate, heighten, exacerbate, aggravate, worsen) divisions within the 3,00,000-strong Indian diaspora (the people who spread/scatter from their own country to places across the world. Indian diaspora constitutes NRIs (Non-resident Indians) and PIOs (Persons of Indian origins)) and overshadowing (conceal, obscure, block out, dominate, overlook) growing strategic and economic ties. These sensitive issues may be better handled through diplomatic (tactful, sensitive, subtle, delicate; consular, foreign-policy) engagement in private (secretly, behind closed doors, off the record). Ultimately, India and New Zealand stand to benefit from greater collaboration — particularly in trade, defence, and regional stability — as two democracies that “book-end (be positioned at the end of something or be positioned on either side of something)” the Indo-Pacific.
