​Renewed hope: On the meeting between the Chief Ministers of Telangana, Andhra Pradesh

Telangana and Andhra Pradesh Chief Ministers have made a good start by talking to each other 

After a decade (दशक) of acrimony, the return to cordial (सौहार्दपूर्ण) relations between the governments and Chief Ministers of the two Telugu-speaking States is welcome (स्वागत योग्य). At stake (दांव पर) are the futures of heavily (भारी रूप से) intertwined (connected/linked closely) and socially cohesive (एकजुट) communities of two large economies contributing significantly to India’s GDP (सकल घरेलू उत्पाद) and employment numbers. The Chief Ministers of Andhra Pradesh and Telangana, N. Chandrababu Naidu and A. Revanth Reddy, respectively, not only remained cordial throughout (लगातार, पूरे समय) the two-hour long meeting in Hyderabad last week but also proposed a well-thought-out (सुविचारित) three tier-mechanism to resolve all outstanding (undone, unfinished, incomplete, remaining, pending) issues since the creation of Telangana in 2014. The first tier (स्तर) is a committee (समिति) of top administrative officials (अधिकारी), three members from each State, which would meet at regular intervals and attempt resolutions of as many disputes as possible. There would be sub-groups within this committee to address (tackle, deal with, attend to, try to sort out) sectoral issues such as water sharing, assets and liabilities (देनदारियाँ) distribution, and the return of the five villages in the erstwhile (old, previous, former) Khammam district that were merged with Andhra Pradesh as they were expected to be submerged (flood, inundate, deluge, immerse, swamp, engulf, drown, overflow) by the Polavaram Irrigation (the process of (artificially) supplying water to farmland to grow crops & plants) project. The second tier consists of a similar committee of three Ministers from each State, which would attempt to resolve issues that could not be resolved at the bureaucratic (relating to a bureaucracy; administrative, official, procedural, red-tape, governmental) level. And, finally, the third tier consists of the Chief Ministers themselves who would intervene (involve oneself, get involved, step in, interfere, mediate) on the most hardened (tough, stubborn, steadfast, dogged, unyielding, uncompromising; incurable) positions.

In the first five years since Telangana’s formation, these issues festered (become worse/intense; cause resentment, cause vexation) to a point of no return, as much bad blood (disharmony, disunity, strife, dispute, dissent, argument) remained over the carving out (removal (from a larger whole)) of the richest part of undivided Andhra Pradesh into a new State, and the political futures of the legatee (inheritor, heir, descendent, successor, beneficiary) regional parties – K. Chandrashekhar Rao’s Telangana Rashtra Samithi/Bharat Rashtra Samithi, and Mr. Naidu’s Telugu Desam Party (TDP) — depended to a degree (level, stage, point, extent) on public posturing (the use of speech or actions or behaviours to gain public support through emotional or affective appeals), much to the detriment (disadvantage, damage, drawback, impairment, loss) of the smooth day-to-day governance of the two new States. The abrupt (sudden and unexpected) stoppage of power supply by Andhra Pradesh to Telangana in 2017, leading Telangana to enter into expensive power purchase agreements with other neighbouring (adjacent, bordering, abutting, surrounding; nearby) States is a case in point (example, instance, sample). But now, with Mr. Revanth Reddy, who looks up to Mr. Naidu as a political mentor (master, guru, teacher, tutor, coach, advisor, guide) — he groomed (prepare, train, instruct, teach, educate) him from his early days as an independent MLC 17 years ago, and prodded (motivate, encourage, persuade, urge) him to join the TDP — there is hope that the two leaders would do what is right by the peoples of their States.
