In the aftermath of (के बाद, के परिणामस्वरूप) the gruesome (भीषण, भयानक) terror incident in Pahalgam, India must hear clearly the message emanating (originate from, derive from, arise from, stem from, come from) from those who committed the heinous (घिनौना, जघन्य) crimes. By targeting tourists by religion and killing them in cold blood (ruthlessly; in a cruel way), the terrorists have sought to undermine (कमजोर करना, क्षति पहुँचाना) India’s plurality (बहुलता, विविधता) and what the country stands for. By killing a local Kashmiri who tried to help the hapless (दुर्भाग्यशाली, अभागा) tourists, and by targeting people in a popular location that benefits the Kashmiri economy, the attackers have grievously (severely, seriously, heinously, shockingly, dreadfully) harmed the livelihoods (आजीविका) of thousands of Kashmiris dependent on tourism. By choosing to attack unarmed (निहत्था, बिना हथियार के) tourists at a time when the U.S. Vice-President was visiting India, they have also sought to undermine the perception (धारणा, समझ) that economic activities had returned to normalcy (सामान्य स्थिति, सामान्यता) after the tumultuous (stormy, turbulent, volatile; roller-coaster, out of control, confused, unrestrained) period following (after, subsequent to, in the wake of, as a result of, ensuing) the abrogation (abolition, repeal, cancellation (of a law/agreement)) of special status for Jammu and Kashmir. The tragic by-product (side effect, consequence, fall out, ramification, aftermath, after-effect, repercussion) of the killings is now fear of the possibility (संभावना, गुंजाइश) that such attacks on tourists may recur (पुनरावृत्ति होना), and of the economic pain that this would cause ordinary Kashmiris. New Delhi’s and Srinagar’s responses must keep these in mind and work towards the mitigation (moderation, reduction, decrease, eradication) of fear and send a clear message — the people of India, including Kashmiris, are united against terror.
Following the attacks, New Delhi has sought to use strong diplomatic (कूटनीतिक, राजनयिक) measures (action, step, procedure) available in its arsenal (a range of resources (or weaponry) ready for a particular use; collection, range, battery, line-up, array) against Pakistan, as it is well known that such terror attacks are almost always carried out by radicalised (following radical (extreme) ways, particularly in politics (& society)) elements who are trained by Islamabad’s covert (confidential, secret, unrevealed, undisclosed, hidden; underground, undercover, surreptitious, stealthy, conspiratorial) agencies. As it turns out (as it is, as it stands), the mere (just, only) absence (nonexistence, lack, deficiency) of spectacular (striking, noticeable, conspicuous, visible) violence cannot be termed normalcy. Normalcy is a relative (not absolute; some, reasonable, considerable, a fair degree of) term and it is better experienced than announced. While the large-scale violence and militancy (extremist, radical, sectarian group) that was seen in the 1990s never happened despite the unpopularity of these decisions, the uneasy (tense, worried, anxious, nervous, fearful, alarmed, nervy, fraught, awkward, uncomfortable, difficult, troubled, embarrassed) calm was reflected (indicate, show, reveal, exhibit, manifest, represent, display, demonstrate) in the sporadic (regular, periodical, recurrent, repeated, cyclical, occasional, infrequent, periodic) incidents of terrorism targeting Kashmiri Pandits, migrants (a person who moves from one region to another - either within a country or across national borders in order to find work or better living conditions), and security forces (troops; armed forces, soldiers) in new areas that were hitherto (until now, up to this point, so far, thus far, to date) bereft of (deprived of, stripped of; lacking, deficient in) militancy. With significant curbs (restriction, restraint, control, limitation) on political activity, there was little outlet (means of expression (emotions), avenue, channel) even for demands related to governance (administration, regime, government) for the citizenry (people, citizens, the public, electors, voters). The conduct (management, handling, running, organization) of Lok Sabha elections and the Supreme Court-mandated Assembly election process allowed for some expression (utterance, revelation, pronouncement) of voices (opinion, view, say; influential power; expressed opinion, view, or vote) in the Valley (a low area between hills or mountains typically with a river running through it), but it is a stretch (a mild exaggeration beyond the truth or what is likely the case) to say that this was “normalcy”. The Union government must work in concert with the Jammu and Kashmir government, empower (authorize, accredit, allow, permit, entitle) Jammu and Kashmir by restoring Statehood (the condition of being an independent state), and assert (to state, insist, uphold, stand up for confidently and forcefully) this cohesion (unity, togetherness, solidarity, coherence) to isolate radical and violent elements threatening the livelihoods of Kashmiris and the lives of tourists visiting the serene (cool, calm & composed, tranquil, peaceful, poised, untroubled, undisturbed, relaxed, at ease) valley.
