Supreme indictment: on Manipur crisis and the Supreme Court of India’s censure

The Supreme Court has pulled up the Manipur government for its “lethargic (सुस्त, निष्क्रिय, धीमा)” investigations into the ethnic (relating to a population subgroup (cultural, national, traditional/folk) with a common national or cultural tradition) violence in the sensitive (संवेदनशील, नाजुक) border State that began on May 3 and which has still not been doused. Pointing out that arrests have been “few and far between”, in the context (सन्दर्भ, परिस्थितियाँ) of around 6,500 first information reports (पहली सूचना रिपोर्ट) filed in relation to the violence, the apex court has asked for more details of the progress in police action, and ordered the personal presence of the Manipur Director General of Police during the next hearing (सुनवाई) on August 7. Questioning the State police’s capability (क्षमता, योग्यता) to investigate these cases, the Court noted that there was a complete breakdown (failure, collapse, disintegration, foundering, falling through) of law and constitutional machinery (administration, institution, system, structure, agency, channel, apparatus) in the face of mob (भीड़, जनता) violence. Two women who were paraded naked (नग्न, निर्वस्त्र) and raped by a mob have pleaded (निवेदन करना) their lack (कमी, अभाव) of trust in the investigation by the police and the Central Bureau of Investigation. It was the circulation (प्रसार, प्रचलन) of a video clip that captured the horrific (भयंकर, भीषण) violence these women were subjected to (put through, treat with, expose to, lay open to, submit to) that prompted (cause, bring about, result in, lead to, evoke, bring on, give rise to, call forth) the Court’s intervention (हस्तक्षेप) after weeks of unabated (continuous, continuing, constant, unending, uninterrupted, non-stop, unrelenting, persistent) violence and the brazen (blatant/flagrant; bold and shameless; unashamed, unembarrassed) partisanship (prejudice, bias, one-sidedness, partiality, sectarianism, discrimination, unfairness, injustice) of the Manipur government. More such cases have surfaced (emerge, appear, arise, come up, become visible), and the Court has now proposed a Court-constituted investigation. Manipur Chief Minister N. Biren Singh has no leg to stand on after this censure (निंदा, दोष) by the highest court in the land, but continues to remain in office with a total lack of accountability (responsibility, liability, answerability) because the Bharatiya Janata Party (BJP) is determined (firm about, fixed on, insistent on, single-minded about, fixated on, obsessed with) to protect him for political reasons.
The history of communal clashes (conflict, fight, tussle, quarrel, dispute, confrontation, skirmish, hostilities) in India suggests (indicate, point to, imply, show, demostrate) that mob violence for a prolonged (lengthy, extended, protracted, unending, unrelenting) period is possible only with the connivance (collusion; conspiracy, secret plan/understanding) of the state (the government). In the case of Manipur, it is more than evident. Bringing perpetrators (a person who does immoral, harmful and illegal activities; criminal, culprit, evil-doer) to book is far more (much more) tedious (dull, monotonous, boring, tiresome, uninteresting, unexciting, mundane, laborious, run-of-the-mill, long-drawn-out) and often a frustrating process compared to taking swift (quick, rapid, sudden, prompt, speedy) preventive police action at the first sign of trouble. In Manipur, far from (not, not at all; nowhere near, a long way from) a swift response to prevent escalation (intensification, aggravation, exacerbation), the police allegedly (apparently, seemingly, ostensibly, supposedly, purportedly) facilitated (assist, help, aid, ease, make easy, make possible) the mob violence. Police personnel (forces, crew, employees, workforce, staff) who failed in their duty or connived (conspire, collude, collaborate, be hand in glove; disregard, overlook, deliberately ignore) with mobs should face the full force of the law. Also, there must be a strong message from the country’s political leadership. Sadly, the attempt by the ruling BJP has been to deny the gravity (importance, top priority, necessity, exigency, seriousness) of the Manipur situation by comparing it with isolated (random, unrelated, uncommon, unusual, untypical) crimes in Opposition-ruled States. The Court has denounced (condemn, criticize, censure, castigate, hit out at, discredit, find fault with, slam) that claim (assertion, profession, affirmation, allegation) while underscoring the gravity of the situation in Manipur. A team of 21 leaders of the Opposition grouping, INDIA, that visited the State is scheduled (plan, fix a time for, arrange, organize) to meet President Droupadi Murmu on Wednesday. The grouping should also agree to a discussion in the Rajya Sabha even if its demand for a prior statement by the Prime Minister is not met. That will be an opportunity for INDIA to present its findings (conclusion arrived at (as a result of an inquiry)) to the country.
