Timing and location: On Bangladesh Chief Adviser’s remarks and China visit

Yunus chose the wrong time and place to push (ज़ोर देना, मांग करना) for regional connectivity

Bangladesh Chief Adviser Muhammad Yunus’s remarks, made during his China visit to attend the Boao Forum for Asia conference, have sparked (cause, bring about, trigger, provoke, set off, initiate, instigate) sharp responses in India, amid (के बीच में, के दौरान) questions about their underlying (बुनियादी, मूलभूत) intent. Speaking at a round table (a formal discussion or meeting where all participants have an equal opportunity to express their views on a particular issue), Mr. Yunus highlighted (उजागर करना) the lack (अभाव, कमी) of connectivity and trade in the region, referring to the north-eastern Indian States — the “Seven Sisters (a collective term for the seven northeastern states of India: Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, and Tripura)” — as a “land-locked (स्थलरुद्ध, ज़मीन से घिरा हुआ)” area. Ignoring India’s vast coastline, he went on to claim (दावा करना, आग्रह करना) that Bangladesh was the “guardian (संरक्षक, रक्षक) of ocean access” and called on China to view the Indian States, along with Bhutan, Nepal, and Bangladesh, as an “extension of the Chinese economy”, presenting them as a market and a production base (उत्पादन आधार). There were other undertones (implicit meaning, hidden message, underlying feeling, subdued quality, suggestion, hint, nuance, connotation, undercurrent, implication, subtle meaning, subdued tone, indirect suggestion) to his remarks, which were shared on his social media accounts (सोशल मीडिया खाता). This was his first visit to China since taking office (पदभार ग्रहण करना) following (के बाद, के परिणामस्वरूप) the ouster (हटाना, निष्कासन) of Bangladesh Prime Minister Sheikh Hasina last August. Tensions (तनाव, दबाव) with India have persisted over attacks on minorities in Bangladesh and the Yunus government’s demands for the repatriation (the act of returning someone or something to their home country; return, homecoming, deportation (in some contexts), relocation, comeback) of Ms. Hasina from India.

With no invitation forthcoming from New Delhi, Mr. Yunus’s decision to visit China has been perceived (see, regard, consider, view, deem; discern, recognize, understand, grasp, comprehend, identify) as a diplomatic (tactful, sensitive, subtle; (international) foreign-policy, consular, ambassadorial) snub (insult, humiliation, repulse, rebuff) — and possibly (maybe, perhaps, likely, conceivably) a sign that Bangladesh may be shifting its foreign policy orientation (the direction or approach adopted by an individual, organization, or government concerning policy-making and implementation). While the Ministry of External Affairs has declined to comment, political leaders have weighed in (to have influence (in a decision, discussion, plan, argument, or activity); be important to, carry weight, make an impression on, make a strong contribution to). Assam Chief Minister Himanta Biswa Sarma called the comments “offensive (annoying, insulting, humiliating, discourteous, outrageous; insulting, rude, derogatory, disrespectful, hurtful) and strongly condemnable (objectionable, censurable, lamentable, unjustifiable, discreditable, disgusting, reprehensible)”, suggesting (indicate, denote, point to, signify) that the remarks were aimed at highlighting India’s strategic (relating to achieving long-term or overall goals) vulnerability via the “Chicken’s Neck (Siliguri Corridor, a narrow strip of Indian territory connecting the northeastern states to the rest of India)”. Other regional leaders and members of the Opposition have urged the central government to convey its displeasure (annoyance, irritation, vexation, upset, anger, indignation; disapproval, dissatisfaction, discontent, disgruntlement, discontentment) to Dhaka. Mr. Yunus could not have been unaware that the timing and the location of his speech would provoke (annoy, make angry, enrage; instigate, stir, goad) controversy. His remarks reflected (indicate, reveal, express, show, display) a lack of sensitivity (the quality of being sensitive; susceptibility, responsiveness, delicacy) toward how the countries mentioned might interpret (understand, construe, take to mean, take, read, see, regard) statements that appear to support China’s economic hegemony (leadership, dominance, authority, control, power) in the region. While these comments may have been intended to appeal (attract, be attractive to, be of interest to, please, engage, fascinate) to his hosts (a country that holds an event/competition/sports series) or may have stemmed from his advocacy (backing, supporting, endorsement, endorsing, approval) for regional connectivity, their substance (significant subject, important matter/content, valid message) could have been more carefully considered. A more suitable platform for such discussions might have been the upcoming (forthcoming, approaching, imminent, impending, on the way, in the offing) BIMSTEC (Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation; a regional organization comprising seven Member States lying in the littoral and adjacent areas of the Bay of Bengal, including Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka, and Thailand) summit (meeting, conference, conclave (international meeting/conference of heads of state/government)) in Thailand, where Prime Minister Narendra Modi and leaders from South Asia to Southeast Asia will be present. Equally significant is that Mr. Yunus received two letters from India this week: one from President Droupadi Murmu extending (offer, give, present, convey, express) Eid-ul-Fitr ((in Arabic) it marks the end of Ramadan, the holy month of fasting. This special occasion is a time for gratitude, reflection and celebration where as the crescent moon is sighted, Muslims around the world prepare to embrace a day filled with prayers, feasts and heartfelt reunions with loved ones) greetings, and another from Mr. Modi on the anniversary of Bangladesh’s Independence Day. Although there has been no formal announcement of a Modi-Yunus meet in Bangkok, it is hoped that both sides will engage (become involved in, take part in, participate in, be associated with, partake in, play a part in) on the sidelines (it refers to a meeting/forum that occurs at the same time as the scheduled meeting/forum but is not itself an item on the agenda) to mend (repair, fix, restore, rectify, improve, heal, patch up, resolve) the strain (pressure, stress, tension, burden, difficulty, hardship, trouble, anxiety) in ties (connections, relations, associations, links, bonds, affiliations, partnerships) and explore (examine, investigate, study, analyze, probe, research, look into, delve into) a more constructive (positive, useful, productive, beneficial, practical, helpful, effective, valuable) path.
