​A new trend: On militancy in Jammu and Kashmir

India needs more than troops (सैनिक, सशस्त्र बल) to combat militants in Jammu

Five Indian Army personnel (कर्मचारी, स्टाफ) were killed on July 8 after terrorists ambushed (घात लगाना) an Army convoy (काफिला) in Badnota village, which is 124 km from Kathua town in Jammu. The attack also came on the death anniversary of Hizbul Mujahideen (a Pakistan-affiliated Islamist militant organisation that has been engaged in the Kashmir insurgency since 1989) operative (agent, secret agent, spy; worker) Burhan Wani, who was killed in an encounter (मुठभेड़) on July 8, 2016, in south Kashmir. This is the fourth terror-incident in the State within 48 hours and the latest in a series of attacks in the last few months, especially in the Jammu region, reinforcing (सुदृढ़ करना, मज़बूत करना) a new trend of terrorism in Jammu and Kashmir shifting towards the Rajouri-Poonch area. On June 9, terrorists attacked a bus in Reasi district killing nine pilgrims and leaving 33 injured, the day Prime Minister Narendra Modi was being sworn in for a third term (कार्यकाल) in office. This attack on the pilgrims (तीर्थयात्री) was a new low (it is often used to explain a situation that has become worse). This region has been quiet for over two decades (दशक) now, after being a hotbed (गढ़, किला) of insurgency (विद्रोह, बगावत) in the late 1990s and early 2000s. This was brought under control by Operation Sarp Vinash (it was undertaken by the army to flush out terrorists who had made bases in the Hilkaka Poonch-Surankot area of the Pir Panjal range during April-May 2003. Reportedly 64 terrorists were killed in the operation during which the system of hideouts used by the militants was found to be the largest ever in the known history of insurgency in J&K) in 2003 and subsequent (following, resulting, resultant, eventual, sequential, ensuing) support from the locals, especially the Gujjar-Bakerwal community.

Recurring (continuous, constant, recurrent, perpetual, frequent, repeated, periodical, cyclical, unceasing) incidents of security forces (troops; armed forces, soldiers) being ambushed have resulted in (इसका परिणाम होना) casualties (दुर्घटना, हताहत), which is unacceptable for a highly trained and professional force like the Indian Army. This calls for stricter adherence (अनुपालन) to standard operating procedures and improved operations. While the ceasefire (a negotiated agreement that will be accompanied by other associated commitments to de-escalate the fighting; a temporary stoppage of war, truce, armistice) along the Line of Control (LoC) (it is a 450 mile-long military control line lying between India and Pakistan’s controlled parts of the former (under the British) Jammu and Kashmir. This line is not actually a legally recognized international boundary but prevails as per de facto. After the Simla Agreement signed in July 1972, this line was officially renamed as “Line of Control” from “the Cease-fire Line”) largely (mostly, mainly, generally) holds, the uptick (a small increase or upward trend) in terror incidents is a matter of concern (something which causes worry) — more so, the shift in violence. There are many factors that may be leading to this trend. A major one is the vacuum (vacancy, emptiness, voidness, nothingness) on the ground (in a situation/place where things are happening really/practically) with a large number of troops redeployed (to withdraw from a particular position/task and to assign new position/task to forces/troops) to the Line of Actual Control in Eastern Ladakh in the aftermath of (as a result of some event, especially an unpleasant one; in the wake of, as a consequence of, on account of, because of, owing to) the 2020 standoff (deadlock, stalemate, impasse (in a dispute/conflict)) with China. This has resulted in a gap in local intelligence ((military/political) information, facts, details, particulars). There is also the increased use of modern but easily available technology by terrorist groups looking to find new routes to keep the insurgency going. Botched-up (relating to an act carrying something out badly or carelessly; making a mess of something, spoil, ruin) security operations have also damaged the trust between the local population and the state (the government, the regime, the administration). From foreign terrorists crossing the LoC and leading the attacks, there has been a trend now to push local militants to the forefront to give the insurgency a more home-grown (belonging to one’s own country) face as international pressure has mounted (increase, rise, intensify, escalate) on Pakistan. New terror groups have also come up (present itself, emerge, surface, come about, transpire, turn up especially unexpectedly) claiming (declare, state, assert) to be behind some of the attacks. These aspects present new challenges. Tackling the situation needs a multi-layered (having many layers) strategy (plan of action (in order to achieve a more expansive set of political, economic, and security interests)) beyond just augmenting (increase, make bigger, make larger, enlarge, expand, multiply, upgrade) troop levels. Quick and decisive (resolute, firm, determined) action at the highest levels of the government, bringing in all stakeholders (a person with an interest in something), is the need of the hour (some (urgent) need/requirement/demand at a particular point of time).
