Crossing a line: On the Viksit Bharat Sankalp Yatra roadshow, the implications

The government should desist from (refrain from, stop oneself, abstain, hold back) politicising the bureaucracy (नौकरशाही)

The Centre has asked all departments to deploy (तैनात करना) officers to showcase its achievements across the country down to (including even the smallest or least important part of something) the village level, through a roadshow (a travelling political campaign) titled Viksit Bharat Sankalp Yatra, which will run (organize, implement, carry out, perform, do) from November 20 to January 25, 2024. To be sure (निश्चित रूप से), the outreach (the level of reaching out/activity/effort; involvement) is only about achievements of the last nine years that corresponds to (के अनुरूप) the two terms of the Bharatiya Janata Party (BJP) that began in 2014. The campaign (अभियान) is conveniently (सुविधानुसार) timed for the Lok Sabha election which is expected in April-May 2024. Joint Secretaries, Directors, and Deputy Secretaries will be appointed Rath Prabharis (chariots in-charge) for the roadshow. Separately, the Ministry of Defence is setting up 822 ‘selfie points’ where citizens can click themselves with a picture of Prime Minister Narendra Modi. Guidelines issued by the Ministry go into great details on how to promote the work of the last nine years. It has been directed that these selfie points “should be set up at prominent locations, which have maximum footfall (the number of people entering an area in a given time) and the potential (संभावना) of attracting public attention (ध्यान, देखरेख)”. War memorials, defence museums, railway and metro stations, bus stations, airports, malls and market places, schools and colleges, tourist destinations and festival gatherings are places where these points are coming up. Opposition parties led by Congress President Mallikarjun Kharge have called out the government for this brazen (blatant/flagrant; bold and shameless; unashamed, unembarrassed) politicisation (राजनीतिकरण) of the bureaucracy and the military.

India’s constitutional scheme of governance (शासन की संवैधानिक योजना) envisages (परिकल्पना करना) the separation of power among the three arms of the state (राज्य)the executive (कार्यकारी), the judiciary (न्यायपालिका) and the legislature (a deliberative body of persons, usually elective, who are empowered to make, change, or repeal the laws of a country or state. India follows a bicameral (two chambers/parts) system at both the centre and state level) — and also a line of separation between the bureaucracy and the military from the political executive. While both the bureaucracy and the military are strictly under the control of the political executive, they are insulated (protect, save, safeguard, shield, defend, secure) from partisan (biased, prejudiced, one-sided, discriminatory, preferential, unfair, nequitable) politics. In fact (actually, really, truly, indeed), the extensive (comprehensive, exhaustive, all-inclusive, all-encompassing, all-embracing, thorough, sweeping, far-reaching, widespread, broad-based) election process in India has largely (mostly, mainly, generally) retained its credibility (trustworthiness, reliability, integrity) because of the bureaucratic (relating to a bureaucracy; administrative, official, procedural, red-tape, governmental) impartiality (fairness, justness, neutrality, lack of bias, equity) demanded by the system. The military’s involvement in any kind (in any way) of domestic politics is considered anathema (someone or something that you strongly dislike/hate/oppose; abhorrence, abomination, detestation, aversion, antipathy, disgrace, bane, outrage; (anathema literally means a strong curse)). Civil and military officials are expected to remain loyal (faithful, trustworthy, devoted, dutiful) to the government elected by the citizens, regardless of (despite, notwithstanding, in spite of, nevertheless, in any case) their personal ideological (relating to a system of ideas (ideology)) inclination (disposition, liking, penchant, partiality, interest, preference, affection). Instant directives (order, law, regulation, ordinance) force them into partisan roles in furtherance (promotion, advancement, development, furthering/forwarding) of the interests (common concerns (in politics/business)) of the ruling party. The BJP’s strategy (plan of action (in order to achieve a more expansive set of political, economic, and security interests)) of disregarding (reject, deny, ignore, dismiss, spurn, repudiate, shrug off, brush aside) norms (standard, convention, regulation) in pursuit of (in order to achieve/accomplish/attain something) electoral gains has been successful, but the trail (series, sequence, aftermath) of damage it leaves behind (to cause a situation to exist after you have left; abandon) will fester ((of a problem) to become worse or more intense due to long time negligence). If institutions are undermined (weaken, subvert, sabotage, damage), the damage may well be irreversible (irreparable, unrectifiable, unchangeable, irrecoverable, irretrievable). It is time the ruling party kept the interests of the nation before itself, and practised what it preaches.
