Debt and welfare: On the new government in Madhya Pradesh, election promises and the exchequer
As it seeks to fulfill poll promises, the Bharatiya Janata Party must keep an eye on (नज़र रखना) the exchequer (खजाना, राजकोष)
With the swearing-in (शपथ ग्रहण में) of Mohan Yadav as the Chief Minister of Madhya Pradesh, the Bharatiya Janata Party (BJP) has heralded a new era (युग), a shift (change, move, transition, rearrangement) from Shivraj Singh Chouhan’s reign (शासन, नेतृत्व) of nearly 20 years. In Madhya Pradesh, Chhattisgarh and Rajasthan, the BJP has chosen new leaderships. Though Mr. Chouhan continues to command (receive, get, obtain, secure, be given) significant popularity in the State, a realignment (पुनर्निर्माण करना) of interest (दिलचस्पी) groups and leaders is now likely (संभावित). The BJP’s massive majority is largely (काफी हद तक) being credited (श्रेय) to Mr. Chouhan who undertook (आरंभ करना) 165 rallies ahead of the polls. But that strength, paradoxically (ironically, unexpectedly, strangely), could force the new Chief Minister to chart (describe, outline, detail, note) his own course (plan of action; course of action; line of action; method of working). With Mr. Yadav, an OBC leader, and his deputies — Jagdish Devda, an SC leader, and Rajendra Shukla, a Brahmin leader — the BJP aims to consolidate (मजबूत करना, सुदृढ़ करना) its rainbow (many-coloured (of different ethnic, political, or religious backgrounds)) caste coalition (गठबंधन) in the State, with the pointed (sharp; indicated, emphasized) exclusion of Muslims. Meanwhile, continuing its tribal outreach (the level of reaching out/activity/effort; involvement), the new government in one of its first decisions increased the Tendu patta collection rate from ₹3,000 to ₹4,000 per bag, a promise it had made in its manifesto ((policy) statement, declaration, pronouncement (issued by a political party before a General Election)). The party also expects to radiate (spread out, diverge, extend, fan (out)) the effects of that consolidation (strengthening, reinforcement, fortification) to neighbouring (adjacent, bordering, abutting, surrounding; nearby) Hindi-belt States. In Madhya Pradesh, OBCs alone form more than 50% of the population, while SCs account for (constitute, comprise, form, compose, make up, represent) about 17%. Brahmins are considered an influential (strong, powerful, mighty, formidable) community in the State’s Vindhya region (This region in Madhya Pradesh is bordering Uttar Pradesh. It has 30 assembly seats out of a total of 230 and is spread across nine eastern districts of Madhya Pradesh - Rewa, Shahdol, Satna, Sidhi, Singrauli, Anuppur, Umaria, Maihar and Mauganj (the last two were created recently)), a long-time BJP stronghold (fort, fortress, bulwark, mainstay, support). The Yadavs have been relatively (to a certain extent/degree; comparatively, somewhat, reasonably, satisfactorily) less enthusiastic (eager, excited, passionate, ambitious, energetic, pumped up) than others to the BJP’s overtures (move, approach, proposal, proposition) towards OBCs. Hence, Mr. Yadav’s appointment is a new leap (a sudden abrupt change, transition, transformation, adjustment) in the BJP’s social engineering (the act of tricking someone into divulging (revealing sensitive (or) personal) information or taking action usually through technology. It is to take advantage of a potential victim’s natural tendencies and emotional reactions).
The new government will have its hands full from the word go (from the beginning of something). One of the most prominent and effective campaign (canvassing, electioneering, an act of soliciting (asking for/requesting) votes; an organized effort that seeks to influence the decision-making progress within a specific group) promises of the BJP was to enhance (increase, strengthen, supplement, augment, upgrade) the Ladli Behna Scheme. About 1.31 crore women from poor households (family, house) get ₹1,250 a month at present, and the BJP, under Mr. Chouhan, had promised to gradually raise it to ₹3,000. Mr. Yadav, however, has not yet indicated his plans on this. The BJP has also promised to hike the support prices (a price for food products promised to farmers by a government) of wheat and paddy crops (a plant that can be grown and harvested extensively for profit or subsistence) to ₹2,700 and ₹3,100, respectively. It had also promised to provide LPG cylinder at ₹450 to the beneficiaries of the Ladli Behna Scheme and the Centre’s PM Ujjwala scheme. Fulfilling these promises and continuing welfare (कल्याण) schemes are expected to pose an extra burden (trouble, problem, difficulty, strain; responsibility, onus, obligation, liability) to the State’s exchequer as the government is already reeling under heavy debt, estimated to be close to ₹4 lakh crore, due to various loans by the previous governments. The BJP’s social engineering involves wider representation (depiction, portrayal, rendition, delegation) and a widening (increasing, enlarging, expanding, broadening) hamper (basket, box, container) of welfare schemes. Needless to say (of course, as you would expect, obviously, clearly), it has social and economic costs (loss, suffering, drawback, disadvantage).
