​Double brake: On the contest in the Haryana Assembly elections

Struggling with anti-incumbency (सत्ताविरोधी लहर, प्रतिपक्षीवाद), the BJP faces a resurgent (पुनरुत्थानशील, पुनः जाग्रत) Congress in Haryana

The ruling Bharatiya Janata Party (BJP) in Haryana is leaving no stone unturned to fight back a resurgent Congress, as the State is scheduled (arrange, plan, slate, organize) to have a single-phase Assembly election on October 1 for all 90 seats. The attempts of the Jannayak Janta Party (JJP) to retain its position as a third player, and of the Aam Aadmi Party to emerge as one, continue, though a sharp polarisation (ध्रुवीकरण, विभाजन) between the two national parties appears likely (संभावित, संभाव्य). The BJP has to tackle double anti-incumbency as it has been in power in both the State and the Centre for the last 10 years. Cognisant (aware, well informed about, familiar with) of the headwinds (विपरीत परिस्थितियाँ), the BJP replaced then Chief Minister Manohar Lal Khattar with Nayab Singh Saini, in March ahead of the general election. Mr. Saini has been trying to pacify (शांत करना, मनाना) various interest (common concerns (in politics/business) groups, by reversing many decisions of his predecessor (पूर्ववर्ती) and announcing new schemes. Sarpanches (The elected head of a panchayat (village government)) who are up in arms (If someone is up in arms about something, he/she is very angry about it and is protesting strongly against it; very angry, infuriated, annoyed, vexed, irritated, aggrieved, irked, piqued, displeased, provoked) over the curtailing (घटाना, सीमित करना) of their rights have got their expenditure limit increased for the gram panchayats from ₹5 lakh to ₹21 lakh. He has organised special camps, or ‘Samadhan Shivirs’, to address (tackle, deal with, attend to, try to sort out) people’s grievances (शिकायत, असंतोष); and 1.20 lakh contractual employees have been ensured job security until the age of superannuation (सेवानिवृत्ति, पेंशन-समाप्ति). The creamy layer (income ceiling for Other Backward Classes (OBC) reservation under which children of persons having a gross annual income of Rs 8 lakh or above for a period of three consecutive years would fall under the creamy layer category and would not be entitled to the benefit of reservation available to Other Backward Classes (OBC)) annual income for Other Backward Classes, that was reduced to ₹6 lakh by Mr. Manohar Lal Khattar, has been restored to its level of ₹8 lakh. A 10% horizontal reservation (क्षैतिज आरक्षण) for Agniveers (The candidate selected under the Agnipath Scheme is known as Agniveer. “The ‘Agnipath’ allows motivated youth (17.5 years to 21 years old) to serve in the Armed Forces for a period of 4 years) in various State government posts, and an expanded minimum support price (न्यूनतम समर्थन मूल्य) regime (शासन, प्रणाली) for crops (a plant that can be grown and harvested extensively for profit or subsistence) have been promised.

Haryana’s fundamental social cleft (gap, split, rift, break, fissure, crack, opening, chasm) between Jats and non-Jats had worked to the BJP’s advantage in the last two Assembly elections. But the multi-caste alliance (coalition, association, union, partnership) behind the BJP had begun to weaken by the 2019 Assembly election, with the farmers’ agitation ((public) protest) and the Agnipath (the Agnipath scheme is for recruitment of soldiers in the three branches of the armed forces, on a short-term basis. Under the scheme, youth between 17.5 to 21 years of age will be enrolled on an ‘All-India All-Class’ basis as soldiers for four years. These recruits, who will be known as ‘Agniveers’, will form a distinct rank bearing a distinct insignia (badge/ emblem) in the respective forces. They will not be eligible for any pensionary benefit under the scheme) scheme undermining (weaken, subvert, sabotage, damage) it further in the last five years. Additionally, the party is caught in numerous rivalries (competition, opposition, conflict, discord, friction, enmity) within the tent (camp, group, party, bloc, faction, wing). The party’s majority in the Assembly itself is questionable. The Congress hopes to cash in on (use, utilize, capitalize (on), milk, exploit, take advantage of, use opportunity to get advantage, profit from, do well out of, turn to one’s advantage) all this and turn around (change, alter, transform) its own fortunes (circumstances, prospects, state of affairs, condition (the success/failure of something)). Former Chief Minister Bhupinder Singh Hooda, who is helming (lead, manage, direct, steer, administer, command, be in charge) the Congress campaign (canvassing, electioneering, an act of soliciting (asking for/requesting) votes; an organized effort that seeks to influence the decision-making progress within a specific group), appears to have consolidated (strengthen, reinforce, fortify; unite, combine, merge, bring together) the party behind him. His focus is on unemployment and the crisis in the agricultural sector. The Congress still has the task of ensuring that its factional (dissenting, disagreeing, opposing, dissentious, divisive, discordant (involving a small group within a larger group)) leaders remain united until the end. Communal polarisation, though at its lowest in the last 10 years, can still wreck (ruin, damage, destroy, spoil, disturb, mar, play havoc with) the party’s plans. Despite a decline, the BJP managed to avoid a total rout (overwhelming defeat, defeat, annihilation) in the Lok Sabha election. The Congress and the BJP shared the 10 Lok Sabha seats equally, while the Congress increased its vote share across the State. The outcome in Haryana will have implications (consequence, result, effect, ramification, repercussion, reverberation) for the Congress and the BJP at the national level.
