Frosty ties: On the worsening India-Canada ties

India and Canada are headed (move towards, go towards) for an even frostier season in ties after the Ministry of External Affairs (MEA)’s latest move (कदम, कार्रवाई) to pare down (reduce, decrease, lessen) the number of Canadian diplomats (राजनयिक) in India, from 62 to 21. It had even been hoped that quiet diplomacy (it is a way of conduct of international relations (through the interaction of official representatives of governments or groups) to create conditions in which parties feel comfortable to act, in particular allowing parties calmly to evaluate positions and interests, to weigh options and consider independent and impartial advice) was at work (at action) to repair ties. However, Canada continues to hold (have (a particular belief/opinion); believe, feel, think, consider, reckon), without proffering (put forward, come up with, submit, propose, offer, float, posit, present) any further proof, that India must cooperate in its investigations against unnamed Indian officials (अधिकारी, अफसर), while India is standing by (stick to, hold to, abide by, adhere to, comply with) measures (step, action, act, move) it has taken in reprisal (प्रतिशोध, बदला): last month, after the tit-for-tat (जैसे को तैसा) expulsions (निष्कासन) of their respective diplomats from security agencies, the Modi government suspended visas for all Canadians, and demanded the downsizing (reduction, cut back, decrease, deduction) of Canadian diplomatic strength. This week, India issued an ultimatum ((final) warning, demand, notice, conditions/terms) for the removal of two thirds of those numbers with a deadline of October 31 — after which India would unilaterally (एकतरफा) withdraw diplomatic (tactful, sensitive, subtle, delicate; consular, foreign-policy) immunity (exemption, exclusion, exception, indemnity, freedom, exemption from punishment, freedom from punishment). As a result, Canada’s Foreign Ministry flew out 41 of its diplomats and their families, calling (describe as, regard as, categorize as, consider to be) India’s demand a violation (उल्लंघन) of international law (अंतरराष्ट्रीय कानून) including the Vienna Convention (The Vienna Convention on Diplomatic Relations is an international treaty signed by 61 countries in 1961. It puts forth a framework for diplomatic interactions between independent nations and aims to ensure the ‘development of friendly relations among nations’). The MEA has retorted (करारा जवाब) that the convention’s Article 11.1 does authorise (अधिकृत करना) India to “require that the size of a mission be kept within limits”. Canada has also conveyed that with staffing shortages now, consulate (a consulate is a smaller version of an embassy and is generally located in the larger tourist cities of a country, but not the capital. Consulates (and their chief diplomat, the consul) handle minor diplomatic issues such as issuing visas, aiding in trade relationships, and taking care of migrants, tourists, and expatriates) “in-person” visa services would no longer (not any more) be provided. The Canadian Immigration (the act of leaving one’s countries and moving to another country of which they are not natives, nor citizens, to settle or reside there, especially as permanent residents or naturalized citizens) Minister has added that India’s moves would not deter (prevent, stop, avert, block, hinder, hamper) Canada’s prosecution (legal action, legal proceeding, legal case) in the Nijjar case.

The developments (evolution; turn of events, incident, occurrence, happening) indicate that if there had been any diplomatic efforts to defuse (reduce, lessen/diminish, ease/mitigate) the situation in the past month, they have been fruitless (ineffective, unproductive, unsuccessful, worthless, futile, useless). Apart from the Modi-Trudeau and National Security Adviser (the central co-ordinator and adviser to the prime minister/president and cabinet on security, intelligence, defence, and some foreign policy matters. They are based in the Cabinet Office and work across departments to bring together a coherent national security strategy that fits with the government’s priorities) meetings that had discussed the Nijjar case, External Affairs Minister S. Jaishankar had reportedly (apparently, supposedly, evidently, seemingly, allegedly, presumably, ostensibly) met Canadian Foreign Minister Mélanie Joly in the U.S. on the sidelines of (it refers to a meeting/forum occurs at the same time as the scheduled meeting/forum, but is not itself an item on the agenda) the UN General Assembly (it is one of the six principal organs of the United Nations, serving as the main deliberative, policy-making, and representative organ of the UN. While the allies have supported Canada’s claims (assertion, contention, statement, affirmation, allegation), they have also shored up their ties with India, with possible visits by the British, U.S. and Australian leaders that will assure New Delhi. With diplomatic options exhausted (use up, deplete, finish, expend, squander, waste) for now, it is hoped a period of reflection (thought, thinking, consideration, contemplation, study, deliberation, pondering) will bring fresh counsel (advice, opinion, view, guidance, direction, suggestion, recommendation) on how to break the logjam (irresolvable situation (or) backlog, accumulation, pile-up, excess (of pending work)). Till then, students, tourists and businesspersons will suffer.
