Inevitable collapse: On the BJP-JJP coalition in Haryana

By calling off their alliance, BJP and JJP have sought to appease (खुश करना, मनाना) their base (आधार)

The coalition (गठबंधन, संघ) of the Bharatiya Janata Party (BJP) and the Jannayak Janta Party (JJP) in Haryana was set for inevitable (अनिवार्य, अपरिहार्य) collapse as both political parties intensified efforts to consolidate (मजबूत करना, संघटित करना) their mutually (पारस्परिक रूप से) antagonistic (विरोधी) support bases. By cutting off its ties (association, relationship, bond, connection) with the JJP, which draws (attract, absorb, capture, hold, gather) its support largely (काफी हद तक) from the agrarian (कृषिक) class Jat community, the BJP is, yet again, focusing on the electoral dialectics (reasoning, argumentation, logical, discussion, argument, debate) of ‘Jats’ and ‘non-Jats’ in Haryana. Going into elections along with the JJP could have made it difficult for the BJP to remain as the preferred vehicle (means, medium, instrument, approach, channel, mechanism, apparatus) of ‘non-Jat’ interests (दिलचस्पी) in the State. BJP leaders had on several occasions made it clear that the BJP-JJP alliance was not forged (form, create, establish, set up, put together) on any ideological (विचारधारा) ground (reason, basis, cause, premise, rationale, factor), but only to form the government in 2019, and not to contest elections. The BJP also installed (appoint, swear in, admit to office, induct) Nayab Singh Saini as the new Chief Minister of the State, a member of the Other Backward Class (OBC) community, by replacing Manohar Lal Khattar. OBCs account for (form, comprise, constitute, compose, make up, represent) around 40% of the State’s population. By removing Mr. Lal, who has been Chief Minister for around nine and a half years, the BJP also hopes to combat the ‘anti-incumbency (a situation which is against elected officials currently in power; discontent against ruling government/ party in power) factor’ ahead of the elections in 2024, for the Lok Sabha first, and for the Assembly later. With the appointment of Mr. Saini, a Member of Parliament from Kurukshetra and the BJP’s Haryana State president, the party is also aiming to strengthen its political base in districts of north Haryana, where non-Jats have relatively (अपेक्षाकृत) more influence (प्रभाव).

Haryana saw a violent stir (agitation, movement, uproar, furore, commotion, turmoil) for quotas (allocation, proportion, share, number (of students, employees, etc. of minority groups in a school or business, or of requiring a certain number or percentage to be hired or admitted)) for Jats in the year 2016, which pitted the community against the rest, and its impact is still felt in the politics of the State. Around 36 castes make up (form, comprise, constitute, compose, account for, represent) the State’s social mosaic (mixed bag, collection of diverse elements), and Sainis, Banias, Brahmins, Yadavs, and Punjabis, among others, tend (incline, favour, be apt, be likely) to band (unite, combine, merge, team up, come together) together in opposition to the party that is aligned with the Jat interests at any given point (at a particular time; at a specific time). Jats form about 25% of the population and the JJP, which is the breakaway (splinter (group/party/outfit), separatist, secessionist, dissenting, a small group, sector, wing of a larger one) outfit (party, group, unit, organization) of Indian National Lok Dal (INLD), has emerged as the primary platform of the community which also has sway (power, authority, influence, control, domination, leverage, weightage, clout) in the Congress in the State. The JJP fought the 2019 Assembly election on an anti-BJP plank (a fundamental point), but after the BJP failed to get the majority in the 90-member Haryana Assembly, the BJP and JJP forged an alliance of convenience (it is alliance that only exists for a short period of time, usually for one faction/ group or both factions/groups to get an advantage of something) to form a government. The BJP had won 40 seats in the Assembly polls while the JJP had 10 MLAs in its kitty. The JJP has the numbers now even after the collapse of the alliance. Despite the party’s claim (दावा) of confidence, abrupt (sudden, unexpected) moves (कदम, कार्रवाई) in Haryana show that the BJP has reasons to worry ahead of the Lok Sabha election. Pre-poll alliances need ideological affinities (rapport, understanding, empathy, sensitivity, affection, fellow feeling, sensibility, awareness, compassion) and aligned (similar, same) values unlike post-poll relationships that can run (function, operate, do), in the short term, solely (only, simply, merely) on the desire to share the spoils (benefits, advantages, perks; treasures, windfalls, takings; booty, loot, plunder, prize) of political office.
