Keep up the pressure: On the conviction of a Mumbai attacks handler in Pakistan
India must seek (मांगना, अनुरोध करना, अपील करना) the extradition of Sajid Mir for his role in the Mumbai attacks
Reports in Pakistan’s newspapers, that a Pakistani court has convicted (दोषसिद्धि, सजा) Sajid Majeed Mir, one of the men who planned the Mumbai 26/11 attacks, on terror financing charges (आरोप, अभियोग), is welcome proof that the search for each of the masterminds (originator, initiator, planner, creator) must never be given up on. In the case of Mir, Pakistan’s security agencies had gone so far as (जहां तक, उस हद तक) to falsely declare him “dead”. He was reportedly (कथित तौर पर, खबर के अनुसार) sentenced (convict, punish, declare guilty) to more than 15 years in jail and is serving (spend, go through (in prison)) his term (शर्त, अवधि, समय) in a Lahore jail. Mir, the LeT’s former deputy chief of “international operations”, has been wanted for his role in recruitment for the 26/11 attacks, being the handler (secret agent) for David Headley, who carried out (conduct, perform, implement, execute, discharge, bring about) the reconnaissance (examination, preliminary survey, research/probe) for the LeT during several visits to India, and for being in the Karachi “control room” during the Mumbai siege (घेराबंदी). Headley named Mir in his deposition (बयान, निक्षेपण) to a U.S. court, after he was given a “plea bargain (याचिका सौदा)” by the U.S. government, as well as (साथ ही, और इसके अतिरिक्त) in depositions via video link for the 26/11 trial in India. Mir is also wanted for LeT conspiracies (षड्यंत्र, योजना/साजिश) to attack a Danish newspaper accused of publishing blasphemous (disrespectful, irreligious, unholy) cartoons and bomb a nuclear installation (परमाणु स्थापना) in Australia. He was also convicted by a French court for recruiting LeT operatives (agent, secret agent), and is believed to have also recruited terror-volunteers (प्रतिभागी) in the “Virginia Paintball (a competitive team shooting sport in which players eliminate opponents from play by hitting them with spherical dye-filled gelatin capsules) Jihad” case in the U.S. The timing of Mir’s conviction (declare guilty, find guilty, sentence) appears to be linked to the final stages of Pakistan’s grey listing at the FATF this June, that voted to allow on-site (happening or situated at a particular place or site) visits in Pakistan with a view to de-listing (remove from a list) it in the next few months. While Mir is not actually on the UN Security Council’s (संयुक्त राष्ट्र सुरक्षा परिषद) 1267 list of terror-designated (identified, recognized, classified) individuals that the FATF is mandated (अनिवार्य करना, आदेश देना) to pursue (engage in, go in for, prosecute, conduct; be intent on, aim for), the West (The Western world/civilization consisting of the majority of Europe & the North America) has frequently brought his name up at FATF proceedings (legal action, legal proceedings, lawsuit, case) in demanding that Pakistan successfully convict leaders of terrorist groups.
If Mir is in fact (actually, in actuality, really, in reality) behind bars (in prison/jail), New Delhi must move quickly to demand his extradition (the action of surrendering/handing over a fugitive (a person who has escaped from being confined/accused of a crime) from one jurisdiction to another by mutual agreements between the two countries. deportation, handover, expulsion) to stand for trial (if someone stands trial, he/she is tried in court for a crime heshe is accused of) in India. Admittedly (actually, truly/verily, indeed), this is a virtually (practically, effectively, in effect) impossible task, given (considering, taking into account, bearing in mind) the poor state (condition, situation, circumstances, state of affairs) of bilateral (involving two groups or countries) ties (association, relationship, bond, connection). New Delhi must also rectify the error in not pursuing Mir’s addition to the UNSC list thus far (so far, yet, still, up till now, up to now, until now), and launch a concerted (involving a lot of people coming together & doing something with great effort; strenuous, vigorous, energetic, determined, active, intense; coordinated, collaborative, collective, combined, joint) international effort for Mir to be prosecuted (take to court, bring legal proceedings against, bring an action against, take legal action against) for the number of terror attacks he has been involved in — not just for terror financing. As with (according to the experience/behavior of) Hafiz Saeed, Zaki-ur-Rahman Lakhvi and other LeT members, it is necessary to keep the spotlight (the public attention, the focus of public/media; the public eye) on Mir, given the predilection (liking, preference) of Pakistan’s legal authorities (officials, officialdom, the people in charge, the government, the administration, the establishment, the bureaucracy, the system) for reversing (overturn, overrule, nullify/cancel) convictions and reducing the sentencing of terrorists once the heat (intense pressure/criticism) from international agencies reduces. This will be particularly important, especially as Pakistan is expected to receive a full reprieve (cancellation, suspension, postponement (of a punishment or something undesirable event); stay of execution) at the FATF in October, and it must be made clear (explain, clarify, elucidate) that the Government will continue to pursue the legal process against each of the men behind the Mumbai attacks, until they are brought to justice.
