No compromise: On putting pressure on ATC officials

The incident, on August 31, wherein (जिसमें) two BJP Members of Parliament, Nishikant Dubey and Manoj Tiwari, and their entourage (attendants, companions, bodyguard, escort (who travel with and work for an important or famous person)) are alleged (आरोप, दावा) to have ‘forcibly obtained take-off (उड़ान भरना) clearance’ close to sunset, from the Air Traffic Control (ATC) (हवाई यातायात नियंत्रण) at Deogarh airport in Jharkhand for their flight (flying) is a case of ‘tail-scraping (an incident in which tail of the aircraft is scraping on the runway (scrape meaning ‘rub by accident against a rough or hard surface’))’ established air safety norms (आदर्श, नियम, मानक). The politicians — they were in the State to meet the family members of a minor girl in Dumka who had been set ablaze by a stalker (a person who stalks. (stalk means pursue, woo, court, chase, follow, watch consistently; persecute, harass, annoy, bother, trouble persistently)) on August 23 — are reported to have reached the airport at around 5.25 p.m. to fly back to Delhi on a chartered (rented/hired (aircraft or ship)) twin-engine business jet. Mr. Dubey in turn (के बदले में, परिणामस्वरूप) filed an FIR in Delhi against the Deputy Commissioner and the Jharkhand police which includes, bizarrely (strangely, unusually, oddly), their being booked under Section 124A (sedition (विद्रोह, राजद्रोह)). It is at this point, air safety experts concur (सहमत होना, समान विचार रखना), that the clutter (confusion, mess, muddle, chaos, disorder) must be swept aside and the core issue of flight safety brought firmly into focus.
Deogarh, according to data available in the Aeronautical Information Publication (It contains details of regulations, procedures and other information relevant to the operation of aircraft in the particular country to which it relates), is still a Visual Flight Rules (VFR) airport, and night operations are not permitted. Further, point 3 under ‘En-Route–1.2 Visual Flight Rules (In aviation, visual flight rules (VFR) are a set of regulations under which a pilot operates an aircraft in weather conditions generally clear enough to allow the pilot to see where the aircraft is going. VFR are used for non-instrument piloting and visual runways)’ states that “VFR flights shall not be operated between 20 minutes after sunset to 20 minutes before sunrise, except when exempted (free from an obligation; excepted from, excluded from) by air traffic control for local flights....”, the principle being that the airfield should be available in the event of (if something happens) an emergency after take-off under VFR conditions. It must be noted that sunset at Deogarh was at 6.03 p.m. and the flight left at 6.17 p.m. The difficulties the crew (a group of people (personnel) responsible for an aircraft during a flight) could have faced at such an airport in the event of an emergency, such as a bird hit or engine failure, do not have to be elaborated — avian (bird/relating to birds) life is active at twilight (the time/period between sunset and night) and Jharkhand is known to be a bird-rich (of a region, having abundant birdlife) spot. Other airports in the region available for a diversion are not close either. Additionally, to have one of the politicians who is part of a committee constituted by the Ministry of Civil Aviation attempting to push the boundaries (challenge/confront established norms; go beyond the limits of something) of safety is unacceptable. The episode (a group of events; incident, event, affair, occurrence) also highlights (emphasize, draw attention on, underline, underscore) the pressures faced by air traffic controllers and officials, especially in small airports in India.
