Promising breakthrough: On NSCN(I-M)‘s decision to resume Naga peace talks

Even if conditional, the Nationalist Socialist Council of Nagalim (Isak-Muivah) faction’s (गुट) intention to talk peace breaks a deadlock (गतिरोध)

The decision by the insurgent (विद्रोही, आंदोलनकारी) Nationalist Socialist Council of Nagalim (Greater Nagaland (a sovereign/independent Naga statehood); The term Nagalim refers to the entire Naga ancestral domain (areas belonging to the Naga people in Northeast India and northwest Myanmar) which was partitioned by the British between India and Burma, now Myanmar. The Nagas’ history is one of colonisation, in the 19th century by the British, and then by India, who inherited the territory from the British colonial power. The word “Lim” derives from the Ao Naga dialect “Limah” meaning “Land”) (Isak-Muivah faction) to re-engage (पुनः मिलना) in talks with the Union government, conditionally (सशर्त, शर्तों के आधार पर), on the basis of the Framework Agreement (संरचना समझौता) signed in August 2015, is a welcome (स्वागत, अभिलषित) one. This breaks a deadlock that has persisted (continue, carry on, go on, keep going) in talks since October 2019, which was set as a deadline for the peace accord (agreement, settlement, treaty, deal; consensus). The possibility of a resumption (पुनरारंभ, फिर से शुरू करना) of talks received a boost last week when the NSCN(I-M) and other Naga groups represented in the Naga National Political Groups (NNPGs) (it comprising seven rebel groups/organisations, including the factions of the Myanmar-based Khaplang group) pledged (प्रतिज्ञा करना, वादा करना, वचन देना) in a joint statement to “overcome (काबू पाना, जीतना) the cynicism (disbelief, pessimism, doubtfulness)” and that they are “committed to a dialogue in order to move forward (आगे बढ़ना, प्रगति करने के लिए)” the talks for an accord. With a group of legislators and Ministers from the State meeting up with the NSCN(I-M)’s representatives — a step that has borne fruit — the stage is now set to take forward (आगे ले जाना) the talks, a process that seems to have been put on the backburner (delayed consideration of action; A state of being postponed, deferred, or given lower priority) in October 2019. The Centre and the NSCN(I-M) must review what went wrong since the Framework Agreement was reached in 2015 and the complexities (जटिलता, समस्या, कठिनाई) that have remained since the landmark (ऐतिहासिक घटना, सीमाचिह्न) ceasefire (a negotiated agreement that will be accompanied by other associated commitments to de-escalate the fighting; a temporary stoppage of war, truce, armistice) agreement that was signed between the two parties in 1997.

One key factor preventing a comprehensive (all-inclusive, broad-based; all-embracing, complete, thorough) peace accord has been the splintered (divided, fragmented, split, separated, disintegrated) nature of the Naga insurgency (uprising, revolt, rebellion) and the need for the Centre to deal with groups other than the NSCN(I-M). But the insurgency as a whole (in general) has weakened considerably (significantly, substantially, markedly, noticeably) over time and this has paved the way for talks to a negotiated accord. Second, the demands related to the greater “Nagalim”, made by the NSCN(I-M) apart from other rebels would have implications (consequence/outcome, ramification, repercussion) in other States, and this has complicated negotiations (discussion, talk, consultation, deliberation, dialogue). Any agreement would have to be careful about not changing the boundaries of the existing States in the country as doing so could spark (cause, lead to , give rise to, bring about, initiate; incite, provoke, kindle, trigger, spark, arouse) conflagrations (a very intense and uncontrolled fire; flames, blaze, fire, firestorm, inferno; conflict, hostilities, devastation) in other North-east States where inter-ethnic (involving people of different ethnicities (ethnicity is the state or fact of belonging to a particular ethnic group)) relations remain volatile (unpredictable, turbulent, uncertain, inconstant). While the machinations (schemes, plots, tricks, tactics, plans, intrigues) by the Centre in getting a deal done, especially the secretive (secret, tight-lipped, uncommunicative, unforthcoming, silent) nature of the talks, have played a part (contribute to, be instrumental in, be a factor in) in the deadlock in talks, it is clear that the obdurate (headstrong, wilful, strong-willed, stubborn, unbending, uncompromising) and intransigent demand for a separate flag and a Naga constitution by the NSCN(I-M) has been a stumbling block (blockade, hurdle, obstacle, barrier, impediment, hindrance) as well. The spat (argument or quarrel for nothing) between the former Governor and interlocutor (a person who takes part in a dialogue or conversation; middleman, conciliator, mediator, moderator) R.N. Ravi and the NSCN(I-M) also did not help matters. The differences of opinion on the aforementioned (mentioned previously) issues need to be dealt with directly by the representatives of the Naga groups and the Government. It is not enough to promise a solution for the sake of publicity.
