Security in friendship: On Tokyo Quad summit

The Quad can help reshape economic alliances (संधि, साझेदारी) and regional security (सुरक्षा) architecture (वास्तुकला)

The recent summit (बैठक, सम्मेलन) meeting of the leaders of the Quadrilateral Security Dialogue, or Quad, could not have come at a more critical juncture (समय, क्षण, चरण में बिंदु) in world politics. Between Russia’s invasion (आक्रमण, कब्जा) of Ukraine that has destabilised (अस्थिर करना, कमजोर करना) accepted (को स्वीकृत, प्रसिद्ध, मान्यता प्राप्त) norms (आदर्श, मानक, परंपरा) on respecting territorial (प्रादेशिक, स्थानीय) sovereignty (संप्रभुता, स्वायत्तता, स्वतंत्रता); its knock-on effects on commodity and input prices, fuelling (intensify, fan, whip up, stimulate, exacerbate) inflationary (the demand and supply-side pressures that can cause a rise in the general price level; cost-push inflation, hot-economy, deficit finance) pressures and impacting global supply chains; and the lingering (continuing, remaining, long-lasting, unabating, prolonged, persistent) effects of the COVID-19 pandemic (महामारी) that spotlighted (highlight, underline, underscore; draw/focus attention to) deficiencies (कमी) in public health (सार्वजनिक स्वास्थ्य) infrastructure (the basic physical or organisational structure or framework that a country or organization needs in order to function properly. For a whole nation, it includes all the physical systems such as buildings, roads & railways networks, utilities, etc), the leaders of India, the United States, Australia and Japan are likely to have had a full and multidimensional (involving several dimensions (aspects/features)) policy agenda (intention, motive) in Tokyo. For the leaders the obvious (clear, apparent, conspicuous, noticeable, observable, visible), if not always explicitly (clearly, unequivocally, understandably (without question/doubt)) stated theme linking several global issues is the China factor and the unique strategic (relating to achieving long-term or overall goals) challenges that that country poses (constitute, present, create, cause, produce, give rise to (a problem, danger, challenge, or difficulty)) to the rules-based (based on a predetermined set of principles) international order. While U.S. President Joe Biden and Japanese Prime Minister Fumio Kishida were blunt (straightforward, frank, plain-spoken, candid, direct, to the point, forthright, unequivocal) in their condemnation (censure, criticism, castigation, stricture) of Russia’s belligerence (hostility, aggressiveness, antagonism, offence; warlike behavior), Prime Minister Narendra Modi and newly elected Australian Prime Minister Anthony Albanese avoided any direct reference to Moscow, as indeed (in fact, actually, undeniably) did the summit’s joint statement. On China, however, the four nations were on the same page (in agreement), and the Quad joint statement called for (require, publicly ask/necessitate, demand) continued cooperation towards maintaining a free and open Indo-Pacific; championing (advocate, promote, defend, protect, uphold, support, back, espouse) adherence (conformity, observance, observation, accordance) to international law (International law defines the legal responsibilities of States in their conduct with each other, and their treatment of individuals within State boundaries. International law’s domain encompasses a wide range of issues of international concern, such as human rights, disarmament, international crime, refugees, migration, problems of nationality, the treatment of prisoners, the use of force, and the conduct of war, among others. International law also regulates the global commons, such as the environment and sustainable development, international waters, outer space, global communications and world trade) as reflected in the UN Convention on the Law of the Sea and in maintaining freedom of navigation (the planned movement of a ship/boat on the water) and overflight (a passage of an aircraft over a particular area); and meeting challenges to the maritime (of or related to the sea) rules-based order, including in the East and South China Seas.

The Quad leaders affirmed (declare, state, assert emphatically/publicly) the Dialogue’s (The Quadrilateral Security Dialogue, colloquially the Quad, is a strategic security dialogue between Australia, India, Japan, and the United States that is maintained by talks between member countries) two core messages. First, they will continue to strongly oppose coercive (overbearing, forceful, intimidating, high-handed), provocative (annoying, irritating, agitational, provoking, inflammatory), and unilateral (relating to a method of taking decisions (particularly on international relations) by a state (country) individually without considering other states (countries). In general, it is relating to the decision taken individually without consulting with the others concerned) actions by Beijing that seek (try, aim, attempt; ask for, appeal to, demand) to change the status quo (the present situation, the current state, the existing state of affairs) and heighten (increase, intensify, amplify, add to) tensions (strained relations, strain, unease; ill feeling, friction, antagonism, antipathy, hostility, enmity) across the region, including through manoeuvres (activity, plan/operation, stratagem, tactic (carefully planned)) such as the militarisation (the act of making something similar to armed forces. the process of equipping something (an organisation/etc) with military forces/resources) of disputed territories, the dangerous use of coast guard (a maritime security organization of a particular country) vessels (ship, yacht, boat) and maritime militia (armed forces, military unit, insurgent, rebel (that involves in rebel/terrorist activities against the main/regular forces)), and clandestine (secret, surreptitious, covert, stealthy, conspiratorial, concealed, hidden) attempts to disrupt other nations’ offshore (a process of registering a business (or department) at foreign country to take advantage of lower taxes or less regulations) resource exploitation (utilization, use, making use of, making the most of, capitalization on; taking advantage) activities. To this end, military coordination between the Dialogue members will continue to provide strategic depth (intensity, strength) to the mission (aim, goal, purpose, objective, target), including notably (significantly, importantly, crucially) the annual Malabar exercise (manoeuvres, operations). The second message seeks to leverage (use or utilize something to maximum advantage) Dialogue member resources in vaccine delivery, climate action, supply chain (a dynamic network when a company purchases or uses goods or services from others. It involves people, information, processes, and resources involved in the production, handling, and distribution of materials and finished products or providing a service to the customer) resilience (the ability to bounce back quickly from difficulties; strength of character, strength, toughness), disaster response, cyber security (the protection of internet-connected systems, including hardware, software, and data from cyber attacks) infrastructure, and economic cooperation. Even though Beijing may consider the Quad to be an “Asian NATO”, the Dialogue can be about much more than a strategic pushback (resistance, opposition, force back, repulse drive) on China’s hegemonic (dominant, commanding, authoritative) intentions. At a time when the liberal (unprejudiced, unbigoted, broad-minded, open-minded) consensus (an idea or opinion that is shared by all the people in a group, agreement, concurrence) on globalisation (the process of making the trade of goods and services equivalent in all nations) has anyway run its course (come to an end, cease to exist, fade away, vanish, peter out, draw to a close, disappear, finish, end, cease, terminate) and across the Indo-Pacific (the Indo-Pacific region refers to the confluence (convergence) of the Pacific and Indian Oceans, which interconnect in Southeast Asia (Indonesia, Vietnam, Thailand, Philippines, Malaysia, Singapore, and more)), there is, post-pandemic, a strong appetite for deepening (grow, increase, intensify) regional cooperation for trade and investment. In this context (circumstances, conditions), the Quad is in pole position (advantage, dvantageous position, favourable position, the upper hand) to shape economic alliances and regional security architecture towards a new world order based on national interest and realpolitik (realistic and practical politics (German word)).
