Osmosis (a slow & unconscious assimilation of ideas, knowledge, etc) is a rare word in politics. But it could well define the sudden rejuvenation (revival, re-emergence, renaissance, resurgence, revitalization, resurrection, resuscitation) of the Congress party in Telangana. Its win in Karnataka, by decisively (दृढ़तापूर्वक) defeating the Bharatiya Janata Party (BJP), has given it an organisational fillip (प्रोत्साहन) and confidence that has allowed it to become a contender (प्रतियोगी) in Telangana within months of that victory. This is partially because the ruling Bharat Rashtra Samithi (BRS) has been in power for nearly a decade (दशक) and has run into the inevitable (अनिवार्य, अपरिहार्य) Indian challenge of anti-incumbency (विरोधी लहर), with dents (reduction, deduction, depletion) to its strong support base (आधार). The BRS had become a formidable (दुर्जेय) force (party, group, outfit) by having reaped (receive, obtain, realize; harvest) the benefit of leading the movement (आंदोलन, अभियान) that led to the formation (गठन, निर्माण) of the State, which was bifurcated (विभाजित करना, द्विभाजन) from the united Andhra Pradesh in 2014. But many fellow-travellers (सहयात्री, समर्थक) and partners in the agitation (protest, argument, fighting, commotion) parted ways with the regional party as it graduated (progress, advance, go up, move up, proceed, develop) into a typical single family-driven (परिवार संचालित) enterprise (organization, agency, group, outfit) that thrives (फलना-फूलना) due to the support for its “strong leader” K. Chandrashekar Rao. What has kept the support base for the party is its emphasis (importance, significance, priority) on welfare (a government program that provides (financial) assistance to individuals and families in need; social security, government/state benefit, public assistance) initiatives (plan, scheme, action) that included a number of dole payments (money/fund given regularly by the government) for various sections besides (in addition, furthermore, moreover, further) work in improving sectors such as irrigation (the process of (artificially) supplying water to farmland to grow crops & plants), one of the key issues that drove the agitation for a separate State in the first place. But with the Congress managing to win over (persuade, convince, satisfy, prevail (on or upon), talk (into)) voters in Karnataka through welfare guarantees (assurance, promise) and seeking to replicate (imitate, simulate, emulate, copy, mimic, recreate) this model for Telangana, the stage is set for an electoral battle driven by competitive populism (policies/schemes that supposedly represent the opinions of ordinary people), albeit (though, even though, however) of slightly varying kinds (sort, type, variety, style, form). With the BRS coming up with a number of welfare and cash transfer measures to rival (equal, emulate, be comparable to/with, compare with, be on a par with, be on a level with) the Congress’s guarantees, the election could well become a referendum (public vote; a direct vote in which people cast ballots to decide on a specific issue or policy) on who delivers welfare better.
