United against terror: On UNSC Counter-Terrorism Committee meeting in India

India’s decision to host (आयोजित करना, व्यवस्थित करना) the United Nations Security Council’s (संयुक्त राष्ट्र सुरक्षा परिषद) Counter-Terrorism (आतंकवाद विरोधी) Committee (समिति, सलाहकार निकाय) (CTC) is an important marker of the Government’s ongoing (निरंतर, अंतहीन, चलता आ रहा) effort to highlight (ध्यान आकर्षित करना, रेखांकित करना) terrorism issues at a time the global body has been more focused on the Ukraine war. Held in Mumbai and Delhi, it brought UN officials, and ministers and diplomats (राजनयिक, दूत) from all members of the Security Council (UNSC), to discuss challenges to the global counter-terrorism architecture (संरचना, गठन, वास्तुकला). In Mumbai, the spotlight (लोकप्रियता) was on the 26/11 attacks. Despite the global nature of the terror targets, India has had an uphill battle since 2008 in international cooperation to pursue the case, and in bringing the lone surviving attacker, Ajmal Kasab, through a full trial and execution (killing, hanging, putting to death). After a brief period of information sharing, Pakistan has dragged its feet on prosecuting (मुकदमा चलाना, खिलाफ कार्रवाई करना) even LeT commanders Hafiz Saeed, Zaki-ur-Rahman Lakhvi and others that its Federal Investigative Agency (संघीय जांच एजेंसी) held responsible for the attacks. During the UNSC conference, the attendees (प्रतिभागी) heard not only from victims of the attacks but also voice (express, reveal, state, mention, point out) samples of LeT recruiter Sajid Mir directing terrorists during the attacks; even so Mir, now in a Pakistani prison on terror financing charges, after Pakistan’s grey-listing at the Financial Action Task Force (वित्तीय कार्रवाई कार्य बल) mandated (required, authorized, instructed) action, has not been tried. The U.S., which has cooperated in many other ways with India on terrorism, convicted (pass judgement on, punish, sentence) conspirators (conspirer, plotter/schemer, intriguer) David Headley and Tahawwur Rana for the attacks, but has refused to extradite (to surrender a fugitive (a person who has escaped from being confined/accused of crime) from one (country’s) jurisdiction to another by mutual agreements between the two countries; hand over, deport, banish/expel) them. Meanwhile, China continues to block designating (name, identify, recognize, classify) LeT leaders on the UNSC 1267 terror list, a problem External Affairs Minister S. Jaishankar and U.S. Secretary of State Antony Blinken specifically mentioned at the conference.

In Delhi, the CTC focus was on online radicalisation (the process of causing someone to follow radical (extreme) ways particularly in politics ( & society)) and terror recruitment, terror financing through crypto-currency (a type of digital currency) and virtual assets (a digital representation of value that can be digitally traded, or transferred, and can be used for payment or investment purposes), and unmanned aerial system use including drones for terror strikes (attack), transporting drugs and arms (weapons of war, weaponry, firearms, guns, artillery, armaments). The deliberations (careful thought, thinking, consideration, discussion, consultation, debate) led to the “Delhi Declaration on countering (se, resist, combat, stand up to) the use of new and emerging technologies for terrorist purposes”. While India has only two months left in its current elected tenure (term of office, period in office, period of office, time in office) at the UNSC, the Government appears to be making efforts to keep up (continue, maintain, continue with, go on with, carry on with, persist with) the momentum (energy, strength, impetus) from the CTC meet; it will host an international “No Money For Terror” conference (November 18-19), and a UNSC special briefing (conference, meeting (being held for instructions, directions or guidelines on something)) on challenges to global counter-terrorism efforts (December 15-16). As the Indian experience with 26/11 has shown, the global community has often been long on statements but short on cooperative action, and New Delhi will have to keep pressing the point (to repeat (mentioning) a point frequently in a way in order to show that it is very important) that terrorism remains, in Mr. Jaishankar’s words, amongst the “gravest threats to humanity”.
