Walk the talk: On the Manipur crisis and reconciliation
Prime Minister Narendra Modi finally acknowledges (स्वीकार करना) Manipur crisis; now he should push for peace
A day after a searing (sharp, intense, fierce, penetrating, stinging, piercing; scorching, blistering, flaming, blazing, burning) speech by debutant (a person who is making a debut (first public appearance) in a particular capacity or role, particularly in politics/sport) Congress Member of Parliament, Bimol Akoijam, who questioned Prime Minister Narendra Modi’s silence on the situation in Manipur, Mr. Modi responded by making his first substantial (considerable, significant, meaningful) remarks in Parliament on the ethnic (जातीय, सांस्कृतिक) conflict (विवाद, झगड़ा) that broke out over a year ago. While acknowledging the crisis, he asserted (दावा करना) that adequate steps had been taken to restore law and order (कानून और व्यवस्था) and that several institutions were functioning normally. He spoke of the need to “go beyond politics and bring peace and stability” to the State, but also blamed the Congress for the way it had handled similar incidents in the past, and suggested (सुझाव देना, संकेत देना) that the social tensions (तनाव, खींचातानी) in the State are deep rooted. However, the effort must now be to focus on peace and not allow the stakeholders (हितधारक, हिस्सेदार) to continue to play the blame game (a situation in which people blaming each other for a mistake or problem). Mr. Modi has never shied away from claiming (दावा करना, अधिकार जताना) glory (गौरव) over achievements — his government’s or those of others — but his stock (conventional, usual, regular, routine, typical, customary) response to embarrassing (शर्मनाक) questions or crises that show the regime (शासन, प्रशासन) in bad light has been one of silence. While such gestures (इशारा, संकेत) have helped build his image (छवि, रूप) and deflect (turn aside/away, divert, deviate, fend off, stop) criticism, the absence (unavailability, non-existence, lack) of a concrete (real, actual, solid, substantial, definite, tangible) reaction by the undisputed leader of India’s government to a crisis like Manipur has only exacerbated (increase, escalate, add to, intensify, heighten, aggravate, make worse) the problem. Albeit (though, even though, however) late, his remarks should revive (restore, revitalize, renew, energize, bring back) the search for a way out of the crisis.
Manipur, unlike what Mr. Modi asserts, is not any close to normalcy (a normal condition; normality, regularity). The people displaced (force someone to leave his/her home, usually due to war, persecution, or natural disaster; banish, exile, deport, evict, expel, oust) during the conflict remain so; a report by the Geneva-based Internal Displacement Monitoring Centre (it is the world’s leading source of data and analysis on internal displacement. Kuki-Zo residents in Imphal and Meitei residents in Churachandpur among other areas are still unable to return to their homes. Even government servants and legislators (a member of a legislature (parliament/congress/council/legislative assembly); lawmaker, (elected) representative) from these communities remain displaced, affecting governance (administration, regime, government activity), welfare (a government program that provides (financial) assistance to individuals and families in need; social security, government/state benefit, public assistance), schooling and health services. Self-claimed (giving yourself a particular title, job, etc. self-proclaimed, self-confessed, self-declared, self-acknowledged) “village defence squads” or armed (equipped/having (firearms)) vigilantes (a member of the self-appointed group which unofficially punishing crimes) still roam (move about aimlessly) the valley (a low area between hills or mountains typically with a river running through it) and the hill areas as the conflict has spread to hitherto (previously, formerly, until now, up to this point, so far) peaceful districts such as Jiribam. The State government’s remit (area of responsibility, area of activity, scope, ambit) has been supplanted (replace, displace, supersede, substitute for, take the place of, take over from) by that of central agencies (the central agencies are organizations in the executive branch that co-ordinate the activities of, and provide guidance to the operating ministries and agencies; e.g. Central Bureau of Investigation (CBI), Directorate of Enforcement (ED), Income Tax Department (IT) and etc), as a de facto (actual, real, effective, existing) central rule, without the imposition (application, enforcement, implementation) of Article 355, seems to be in place (in order, established, arranged; existing, working) even as Union Home Minister Amit Shah claims this has transpired (develop, evolve, happen, occur, unfold, emerge) with the “cooperation” of the N. Biren Singh-led government. Mr. Singh does not enjoy the confidence (trust, faith, belief, conviction) of his own partymen from the minority communities and any chance of a peace breakthrough (very important/significant development or progress) or reconciliation remains difficult without any change in leadership. But neither Mr. Modi nor Mr. Shah has shown any inclination (preference, interest, desire, urge, impulse, readiness) to effect (carry out, manage, bring off) it. Bluster (bombast, ranting, empty talk, humbug) and mere (only, just, trivial) acknowledgment (acceptance, admission, recognition, realization, approval) of the crisis will not solve the problems in Manipur and Mr. Modi has to become proactive in leading changes that will lead to (cause, result in, bring on, bring about, produce, give rise to) peace and reconciliation.
