Winning trust: On Jharkhand’s political storm
JMM and its allies found a viable (व्यवहार्य) way out of the Hemant Soren arrest ordeal
By nominating (नामांकित करना) Champai Soren to the position of Chief Minister and ensuring a convincing (ठोस) win in the trust vote, the Jharkhand Mukti Morcha and its allies, the Congress and the Rashtriya Janata Dal, did well to weather the storm (trouble, disturbance, controversy) after the resignation of Hemant Soren over corruption charges (accusation, allegation, indictment). The predominantly (मुख्य रूप से) tribal populated Jharkhand remains one of just a few States that have not been wrested (seize, take, win; grab or take (by force/effort); snatch, pull, usurp) by the Bharatiya Janata Party ever since the beginning of what political scientists call the era of the BJP-dominated party system in northern India. It is to the JMM’s leadership’s credit (श्रेय) that it sought to elevate (promote, prefer, give promotion to, upgrade, improve the position of, move up the ladder) a leader who played a major role in the State’s formation (after its bifurcation (द्विभाजन) from Bihar) rather than (इसके बजाय) appointing another family member, even if this was a decision taken under duress (दबाव, जबरदस्ती), and avoiding the impression (feeling, idea, thought, apprehension, opinion, conviction) that it was the Shibu and Hemant Soren-led family that would rule by proxy (representative; deputy, substitute. (proxy war means war through a representative/agent)). This, in a way (एक तरह से), bucked the trend in most regional parties, where power tends (be biased, incline, gravitate, favour, have/show a tendency) to concentrate in the families of its most popular leaders, either due to the fact that (यह तथ्य कि) this allows party finances to be controlled by those closest to the leadership or because such parties are unable to evolve (विकसित होना) into cadre-based (based on members of a (political)group), ideology (विचारधारा)-driven units.
By catapulting (propel, launch, send, loft; elevate, promote) Champai Soren to the helm (in charge, in command, in authority, position) of governance (शासन), the JMM signalled a return to its past when it was more a movement (आंदोलन) and less a typical party. Yet, two issues should worry the party. His appointment was also made possible because of a family rift (disagreement, dispute, conflict) over the possible candidature (candidacy, nomination; selection, choice, recommendation, naming, proposal) of Kalpana Soren, Hemant Soren’s wife. And, second, the unedifying (distasteful; unpleasant, undesirable (public event)) sight (view, glimpse, seeing) of MLAs being transported to Congress-ruled Telangana suggests (indicate, demonstrate, point to, imply) that the ruling alliance (association, union, bloc, partnership) was not so sure of ideological (relating to a system of ideas (ideology)) leanings (inclination, tendency, preference, disposition, attraction, appetite) acting as a glue (adhesive/ joining substance) to keep its flock (a large number of people; crowd) together — a phenomenon (situation, circumstance, event, incident, happening) that has become sadly true of many politicians in India. Hemant Soren’s resignation would also have been welcomed (appreciate, accept, be pleased) in normal circumstances (conditions, situations, context) where anyone in government should give up (resign, retire, quit, stand down, step down, renounce, leave (a job/position)”) power if they face serious corruption charges as he did in a purported (supposed, claimed, professed, alleged, reported, ostensible) land scam. But the fact that the Union government has used its law enforcement agencies (a government agency responsible for enforcing the law. For example - Enforcement Directorate (ED), Central Bureau of Investigation (CBI) and Narcotics Control Bureau (NCB) and etc) such as the Enforcement Directorate less as weapons against corruption and more as a tool (instrument; puppet, pawn) to browbeat (frighten, threaten, scare, intimidate, unnerve, terrify, overawe, bully) any opposition, gives cause for pause (used to refer to something that is surprising, important, or requires one to take a moment to give thought to the consequences). Regardless of (despite, notwithstanding, in spite of, nevertheless, in any case) this, Mr. Soren’s case must be thoroughly investigated and should not be subject to (conditional on, contingent on, dependent on, depending on, controlled by) the vagaries (peculiarity, oddity, eccentricity, unpredictability) of political outcomes (conclusion, development, result, aftermath, consequence, implication) such as the retention of power by the JMM and its allies. In a way, the developments (evolution; turn of events, incident, occurrence, happening) should compel the JMM-led government to reorient (change the focus on) its focus on governance in one of India’s most mineral-rich (having minerals abundantly/hugely), but materially (fundamentally, seriously, considerably, substantially) poor, States, and that will be its best answer to the questions raised about it following the arrest.
