The intermediate body at the block level is known by different names in different states, like Panchayat Samiti, Kshetra Samiti, Janapada Panchayat and Panchayat Union Council. 

The source of maximum income to Panchayati Raj institution is Government grants.

• A few Gram Panchayats are grouped together to form Panchayat Samiti.
  
• It is also called as a block or Mandal Samiti.
  
• The Panchayat Samiti collects all the prospective plans prepared at Gram Panchayat level and processes them for funding and implementation by evaluating them.
  

The Panchayati Raj system in India was brought about by the 73rd Constitutional amendment 1992 which came into force in 1993. Thus, it is a system of rural local self-government in India. The major aim of the system if to assist the working of the government, to building financial autonomous governance at the local level and to bring about development through the categorised decentralisation of power.

A few gram panchayats are grouped together to form Panchayat Samiti. It is also called as a block. The Panchayat Samiti supervises and coordinates the working of Gram Panchayats. It acts as a link between the Gram Panchayat and Zila Parishad. 

The Panchayati Raj system is a 3 tier structure. Ath the top is Zilla Parishad, under it we have the Panchayat Samitis. And then, below the panchayat Samiti we have the Gram Panchayats

• A council consisting of several ward members, often called Panch is called Gram Panchayat.
  
• The rural local self-governing bodies are called panchayats. Mahatma Gandhi advocated panchayat raj as the foundation of India's political system. 
  
• The head of panchayat is Sarpanch.
  

• Gram Panchayats are the active units of Panchayat Raj System because it helps in levying and collecting taxes.
  
• Gram Panchayats have power to collect irrigation tax from State Tube wells and to impose surcharge on land revenue.
