He arranged elements in increasing order of their atomic weight but gave priority to the properties over weight. Wherever a dissimilarity  in properties of  element occured during arranging them in ascending order of their atomic weights, he ignored the atomic weight of the element but kept the elements with similar properties together.
    Thus , he laid more stress over the similarities in properties of different elements rather than their atomic weights.
