Rebuilding ties: On India engaging with Turkiye and Azerbaijan
India must approach foreign relations with more pragmatism (व्यावहारिकता), less emotion (भावना)
New Delhi’s recent moves (कदम, कार्यवाही) to re-engage diplomatically (कूटनीतिक रूप से) and hold (आयोजित करना, संचालित करना) Foreign Office Consultations (विदेश मंत्रालय स्तरीय वार्ता, राजनयिक परामर्श) with diplomats (राजनयिक) in Turkiye and Azerbaijan is a considerable (उल्लेखनीय, महत्वपूर्ण, पर्याप्त) shift (बदलाव, परिवर्तन) in the government’s policy, especially over the past year. Since the India-Pakistan conflict and Operation Sindoor in May 2025, the government had expressed its anger (क्रोध) not just at Pakistan, but at countries that were seen as supportive (समर्थक, सहयोगी) of Pakistan, diplomatically or militarily (सैन्य रूप से) during the conflict. In particular (विशेष रूप से), the Ministry of External Affairs had expressed its disappointment with statements made by Turkiye, Azerbaijan and Malaysia, that questioned the government’s decision to launch strikes (a sudden attack, typically a military one; attack, assault, bombing, offensive) on terror sites in Pakistan after the Pahalgam terror attacks. During briefings about Operation Sindoor, as the 96-hour military conflict (war, armed clash, hostilities, battle) from May 7-10 was named (term), the government left out envoys (diplomat, representative, ambassador, emissary) from countries that it felt had not expressed solidarity (unity, harmony, support, cooperation) with India. In a military briefing (a meeting for giving information or instructions; press conference, conference, meeting, statement) in July, the deputy chief of army staff said India had had to contend with (to struggle to surmount a difficulty or deal with a problem; deal with, face, grapple with, tackle) at least three adversaries (one’s opponent in a contest, conflict, or dispute; opponent, rival, enemy, foe) on its border with Pakistan, including Türkiye. Azerbaijan too was believed to have helped Pakistan with technological support. Trade and tourism to Turkiye and Azerbaijan dropped (decrease, decline, fall, plunge) significantly for several months, as calls to boycott (shun, reject, spurn, avoid, snub) them went out from influential (powerful, dominant, persuasive, significant) accounts (a profile or page on a digital or social media platform; profile, handle, digital identity, page). During its evacuation (the action of removing a person from a place of danger to a safer place; clearance, removal, rescue, withdrawal) of Indians from Iran after US-Israel airstrikes (an attack made by aircraft; bombing, air raid, aerial attack, aerial bombardment) on nuclear installations (a facility where radioactive materials are produced, processed, or stored; atomic facility, nuclear plant, atomic reactor) in June 2025, the MEA pointedly (in a direct and unambiguous way, often indicating criticism or displeasure; deliberately, explicitly, directly, emphatically) told those heading out (to set off or depart; leave, depart, set off, travel) by land routes to use Armenia and Turkmenistan, not either Turkiye or Azerbaijan. In addition (additionally, moreover, furthermore, besides), foreign policy commentary (an expression of opinions or offering of explanations about an event or situation; analysis, observation, discussion, critique) suggested (indicate, point to, hint, imply, propose) that India was building an alliance (partnership, coalition, union, bloc) of India, Armenia, Greece as a counter (opposition, retaliation, defense, reaction) to their age-old (having existed for a very long time; ancient, historic, long-standing, traditional) rivals Pakistan, Azerbaijan and Turkiye, who had already formed a strong trilateral (shared by or involving three parties; three-way, tripartite, three-sided, involving three nations) grouping. Given (taking into account or considering; considering, bearing in mind, in view of, keeping in mind) the heated (angry and passionate; intense, fiery, passionate, inflamed) rhetoric (language designed to have a persuasive or impressive effect, but which is often regarded as lacking in sincerity; bombast, boasting, grandiloquence, hyperbole, verbosity), and the freeze (a period or state of inactivity or suspended relations; suspension, halt, standstill, pause) in diplomatic ties, the decision to send Secretary West (a senior diplomatic position within India’s Ministry of External Affairs responsible for handling the country’s relations with nations in Europe and parts of Eurasia) in the MEA, Sibi George, to Baku to revive (restore, renew, re-establish, revitalize) Foreign office consultations with Azerbaijani counterparts (a person holding a position or performing a function that corresponds to that of another person in another place; equivalent, peer, parallel, equal) last week, and to invite the Turkish Deputy Foreign Minister to Delhi this week, are significant diplomatic moves that indicate that the governments in Baku and Ankara (the capital city of Turkiye, used metonymically to represent the Turkish government; Turkish administration, government of Turkiye) too feel that better bilateral (having or relating to two sides; involving two parties, two-sided) relations are in their interests (the advantage or benefit of a person or group; benefit, advantage, sake).
In a world more fraught with (filled with, full of, loaded with) conflicts that fast spiral out of control (to change rapidly in a way that becomes increasingly difficult to manage or contain; escalate uncontrollably, get out of hand, worsen rapidly, deteriorate drastically), it is necessary for New Delhi to pick (choose, select, decide on, opt for) its diplomatic battles more carefully. The quick escalation (intensification, increase, aggravation, surge) from government demarches (a political step or initiative, especially a formal diplomatic representation or protest; diplomatic move, formal initiative) to online outrage (an extremely strong reaction of anger, shock, or indignation; indignation, fury, anger, wrath) and calls for boycotts, have in the past few years had a detrimental (harmful, damaging, injurious, hurtful) impact on bilateral ties with close friends and neighbours (bordering nation, adjacent country, surrounding state) as well. With countries that are adversaries, as both Turkiye and Azerbaijan have been, given their closeness (proximity, intimacy, familiarity, alliance) to Pakistan, and positions on the Kashmir dispute, New Delhi must consider its options with less emotion and more pragmatism. India has traditionally managed relations between sparring (engaging in argument or dispute without major violence; arguing, fighting, bickering, wrangling) rivals without allowing itself to be hyphenated (linked or connected, typically referring to a diplomatic scenario where relations with one nation are viewed exclusively through the lens of relations with another rival nation; linked, paired, coupled, tied) with Pakistan, or by falling into multilateral (multi-party, many-sided, international) “camps”.
