​A brittle shell: On ISRO and transparency

ISRO should choose transparency to reinforce public confidence

A venerable (आदरणीय, पूज्य) institution, facing accusations (आरोप) of opacity (अपारदर्शिता, अस्पष्टता), decided to stun its detractors (निंदक, आलोचक) with some transparency (पारदर्शिता). The Indian Space Research Organisation (ISRO) (भारतीय अंतरिक्ष अनुसंधान संगठन) made public the report of a technical committee, constituted (गठित करना) to analyse why the NVS-02 satellite (a navigation satellite developed by ISRO; Indian navigation satellite, space payload, navigational spacecraft, ISRO satellite), which was launched aboard (on or into (a ship, aircraft, train, or space vehicle); on board, on, inside, travelling on) a GSLV (Geosynchronous Satellite Launch Vehicle, an expendable launch system operated by ISRO; launch vehicle, rocket, space launch system, ISRO rocket) rocket on January 29, 2025, could not be placed in its intended orbit (the curved path of a celestial object or spacecraft round a star, planet, or moon; path, trajectory, track, course). Until this week, there was no official explanation why this had happened. An accompanying (साथ में, सहगामी) press statement — not a report it must be noted — surmised (अनुमान लगाना) that an ‘apex’ committee had concluded that a signal meant to activate a key valve in the engine’s oxidiser line never reached it. This valve is crucial for firing the engine to raise the spacecraft’s (अंतरिक्ष यान) orbit and this likely happened because at least one connection in the electrical connector — in both the primary and backup lines — came loose or failed, preventing the signal from getting through. All of this is useful information, but only for ISRO to be cautious in future missions (उद्देश्य, अभियान). In fact (वास्तव में), the press statement continued, these learnings were “successfully implemented” in a November 2, 2025 mission by the LVM-3 M5 launch vehicle (Launch Vehicle Mark-3, India’s heaviest rocket used by ISRO; heavy-lift rocket, launch system, ISRO rocket, space vehicle) that placed the GSAT-7R (a communication satellite intended for strategic use by India; communication satellite, military satellite, ISRO spacecraft, strategic satellite), India’s heaviest communication satellite (an artificial satellite that relays and amplifies radio telecommunication signals; telecom satellite, relay satellite, broadcast satellite, signal spacecraft), in its intended orbit. When the ISRO releases a statement on an event from a year ago (पहले, पूर्व में), it must strive to (to make great efforts to achieve or obtain something; endeavour to, attempt to, try to, aim to) illuminate rather than (instead of, as opposed to, in place of, better than) be seen to declassify (to make officially secret information accessible to the public; reveal, disclose, make public, unrestrict) under duress (actions brought about by threats or pressure; under pressure, forced, coerced, compelled).
