AI must pay: On the DPIIT working paper on AI and Copyright Issues
The working paper on AI and Copyright Issues is a good start
The rapid strides (प्रगति, आगे बढ़ने का कदम) being made by LLMs in terms of (के संदर्भ में) quality, depth (गहराई, गहनता) of information and sophistication (परिष्कार) of reasoning (तर्क), are fuelled by two major factors. The first is iterative advancements (प्रगति, उन्नति) in applied (लागू , व्यावहारिक) machine learning techniques, which continuously improve the performance of LLMs. The second is growing (बढ़ती हुई, लगातार बढ़ने वाली) access to text, data and multimedia (the method of communication which combines various content forms like text, audio, graphics, video, and animation into a single, interactive digital presentation to create a rich and engaging user experience) used in training these models. AI firms have argued that information on the Internet should be freely usable for such training, even if reproduction and similar acts of syndication ((of content) it means republishing the same piece of content — an article, a video, an infographic, etc. on one or more different websites/platforms) by any non-AI entity (an individual or organization that is not an AI developer — e.g., a publisher or creator) would be subject to (के अधीन होना) a licence fee and consent (सहमति) by the content producer. This has led to a fierce (भयंकर, तीव्र, मजबूत) debate that pits the interests (दिलचस्पी) of AI hyperscalers (a very large AI or cloud firm operating at massive scale; tech giant, mega-cloud provider. The three major hyperscalers are Amazon Web Services (AWS), Microsoft Azure, and Google Cloud Platform (GCP)) and developers against content producers (news, entertainment and book publishing, to name a few). In this light (considering the situation; synonyms: therefore, in view of this, accordingly), the Department for Promotion of Industry and Internal Trade’s working paper on AI and Copyright Issues’ proposal is a welcome (स्वागत योग्य, संतोषजनक) step towards a solution where content providers are remunerated (पारिश्रमिक देना, भुगतान करना), without having a system that could put India’s AI ecosystem (पारिस्थितिकी तंत्र) at a disadvantage.
The paper’s solution boils down to (to reduce to the essential point; synonyms: amount to, to be equivalent, come down to) a mandatory licensing framework (structure, scheme, model), which would allow AI data scraping tools (software that automatically extracts data from website) to limitlessly scrape (to extract information from websites) public information from the Internet, but would ensure that a non-profit copyright society-like body (association, organization, group, syndicate) would collect payments from AI developers on the basis of revenue accrued (accumulated over time; increased, built up, amassed) to them through the benefits of training their models on Indian content producers’ data. The reasoning is partly driven (cause to happen) by practical shrewdness (practical cleverness and judgement; astuteness, acumen, prudence) on the drafting committee’s (group responsible for preparing a policy document; drafting panel, writing committee) part, which rightly reasons that opting out of data scraping, and enforcing this when AI developers ignore their wishes, is not practical for every content producer. The other driver (a main motivating factor; synonyms: motivator, catalyst, impetus) is a belief in data processing as a right for AI models, seeing as they do not usually reproduce content they are trained on, but synthesise (to combine information to create something new; synonyms: generate, integrate, produce) fresh outputs. There are issues with how the royalty (payments to the owner of an asset - often intellectual property (IP) - for the right to use it) amount would be decided — small publishers who put in effort (labour, work diligently) and investment in their work may chafe (become irritated & lose patience (because of rules and restrictions); feel annoyed, feel frustrated, be impatient) at receiving as much remuneration (payment, compensation, earnings, wages, reward) a piece as a big media house putting out hundreds of articles a day. But a system for remuneration is urgent, even if flawed (inaccurate, incorrect, erroneous, imprecise, fallacious, wrong, defective). Lawsuits (legal case, legal action, suit, litigation) pitting AI firms against the publishers of the content they train models on are ongoing, and no uniform judicial (legal, official, impartial) thinking has materialised (emerge, occur, happen) on the subject. The committee correctly notes that waiting for the outcome (result, consequence, effect) of any given (specific, particular, stated) litigation is unwise (not sensible or prudent; synonyms: imprudent, ill-advised, foolish). The white paper ((of a policy) an official report that explains a complex issue, presents a problem, and offers a solution) — and a dissent (formal disagreement; argument, dispute, disapproval, objection, opposition) by tech industry representatives — is a promising (good, encouraging, hopeful, optimistic, positive, heartening, reassuring) gesture (action, deed, act, indication, move) towards a collaborative framework. The government needs to support this. A flawed system can be deliberated (to consider carefully; ponder, reflect) in the courts; the absence of one is a gift to AI firms in their ongoing disruption of the media and net landscape (the distinctive features of a field of activity).
