​Beyond the optics: on Indian diplomacy, the global order

India must push its vision for a shared global order across regions

Prime Minister Narendra Modi’s three-nation tour to Jordan, Ethiopia and Oman, last week, had some common and connecting threads (मुख्य विषय, केंद्रीय विचार). The visit was primarily an attempt to draw closer bilateral (द्विपक्षीय) ties (संबंध, जुड़ाव) with each country in a world that is turning increasingly (निरंतर, तेज़ी से बढ़ना) transactional (लेन-देन संबंधी). Beyond that, however, all three countries belong to the Global South (the poor developing countries (of Asia, Africa, South America, amongst others)) that India seeks (try, aim, attempt (to find or obtain something)) leadership of and each is an important development (विकास, प्रगति) partner in their respective regions. Mr. Modi’s talks (वार्ता, बातचीत) with Oman’s Sultan Haitham bin Tariq saw the signing of the Cooperation Economic Partnership Agreement (CEPA). Oman-India trade has doubled to $10 billion in recent years. CEPA is expected to smooth the path for free trade agreement (मुक्त व्यापार समझौता) talks between India and the Gulf Cooperation Council (खाड़ी सहयोग परिषद). In Jordan, Mr. Modi met with King Abdullah II ibn Al Hussein, with the two sides launching cooperation agreements on renewable energy and water management. Mr. Modi’s visit to Addis Ababa (the capital of Ethiopia means “New Flower”) saw the launch of a strategic partnership (रणनीतिक साझेदारी). In the meet with Ethiopian Prime Minister Abiy Ahmed Ali, the talks were on strengthening trade and knowledge and technology exchanges (आदान-प्रदान). The discussions were also key (प्रमुख, महत्वपूर्ण) in terms of scheduling the much-delayed Africa-India summit (meeting, conference, conclave (international meeting/conference of heads of state/government)), to be held in India. Ethiopia is not just the headquarters of the African Union (it is a continental body consisting of the 55 member states that make up the countries of the African Continent. It was officially launched in 2002 as a successor to the Organisation of African Unity (OAU, 1963-1999)), it is a new member of BRICS, and with India taking over the Chairmanship (premiership, leadership, presidency, stewardship) in 2026, it will be an important partner in setting out development and economic relations within both groupings.

In Amman, India and Jordan had less significant bilateral agreements but the talks were understood to be important in terms of the West Asian conflict (war, warfare, armed conflict, military action, armed clash) and the Gaza (a Palestinian city in the Gaza Strip. Gaza Strip is a self-governing Palestinian territory surrounded by the Mediterranean Sea, Israel and Egypt) Peace proposal. The tensions (strained relations, strain, unease) between Israel and its Arab neighbours (a country that is next to another country; (bordering) country) have now imperilled (endanger, jeopardize, put in danger) the India-Middle East-Europe Economic Corridor (Economic corridors connect economic agents along a defined geography and region. They are integrated networks of infrastructure within a geographical area designed to stimulate economic development. They may be developed within a country or between countries) which is meant to traverse (travel across, travel over, travel through, go across, pass through, navigate) through Jordan. The Joint Statement in Amman had no mention of the corridor. Mr. Modi’s presence in Jordan and a reiteration (the process of repeating something (some action) for clarity/emphasis; repetition, repeating, restatement, retelling, iteration) of India’s traditional support for the Palestinian cause (action, point of view) at a time when External Affairs Minister S. Jaishankar was in Israel to meet Netanyahu government leaders was possibly meant to reassure the Arab leadership and those in the Global South strongly opposed to Israel’s actions, that India’s principled (ethical, honest, respectable, noble, decent, righteous, law-abiding, upright) stand has not changed. The joint statement with Oman underlined (emphasize, highlight, stress, underscore, call/draw attention to) the need for a resolution (solution, settlement, answer, conclusion) in Gaza including the establishment (formation, creation, inception, initiation) of a “sovereign (self-determining, self-governing, independent (nation)) and independent Palestinian state”. However, unless that message is reiterated (say something again; say again, repeat, retell, restate, iterate, recapitulate) with India’s Israeli interlocutors (a person who takes part in a dialogue or conversation), especially Prime Minister Netanyahu who is expected to visit India in the new year, the import (meaning, essence, message, substance, signification, point) of visits such as the one by Mr. Modi would fail to build on (develop, expand on, enhance, elaborate, improve) the optics of bonhomie (friendliness, warmth, geniality/affability) for a shared vision of the global order.
